To the Honorable Board of Selectmen :-


After thirty-nine years in the fire service in West Bridgewater, on the advice of Doctors I herewith submit my resignation as Fire Chief of West Bridgewater Fire Department. Said resignation to take effect on March 21, 1949.

ANNUAL TOWN MEETING MONDAY, MARCH 14, 1949


The meeting was called to order at 7:30 P.M. by the Moder- ator, E. Marion Roberts. Warrant was read by the Town Clerk, Herbert S. Gardner.


The meeting proceeded as follows :--


ARTICLE 1


To choose Town Officers for the ensuing year not elected on the official Ballot.


The following appointments were made :---


Surveyors of Lumber, Wood and Bark: Albert Howard, James A. Hemenway and Chester R. Ripley.


Field Drivers: Clinton Howard, Frank Burque and Edward Asack.


Fence Viewers: Richard Keith, Thomas Carnes, and William Turner.


ARTICLE 2


To hear the reports of all Town Officers and Committees and act thereon.

ARTICLE 3


To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949 and to issue a note or notes therefor, payable with- in one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chap- ter 44, General Laws.


Motion carried upon Vote.


ARTICLE 4


To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make appropriations for the same.


Moved that the sum of $750.00 be raised and appropriated for salaries of Board of Selectmen and that each member receive at the rate of $3.45 per meeting or $5.75 per day.


So Voted.


Moved: that the salary of the Town Treasurer beginning Jan- uary 1, 1949, shall be $1,300.00.

Moved: that the Tax Collector's salary shall be $1,800.00 per year as of January 1, 1949.

Moved: that the sum of $1,380.00 be raised and appropriated for salaries of the Board of Assessors and each be paid at the rate of $3.45 per meeting or $5.75 per day.

To see if the Town will vote to raise and appropriate the sum of $190.00 to be used toward the purchase of a new adding ma- chine for the Tax Collector's office, the present adding machine to be used as part of the Purchase price.


Moved: that the Tax Collector be authorized to purchase a new adding machine and to transfer, deliver and expend the pres- ent Tax Collector's adding machine therefor and raise and ap- propriate the sum of $190.00 for the balance of the purchase price.

ARTICLE 6


To see if the Town will vote to raise and appropriate or trans- fer from available funds in the Treasury, a sum of money for Chap- ter 90 New Construction, or take any action relative thereto.


Moved: that the sum of $4,250.00 be raised and appropriated to meet the Town's share of the cost of Chapter 90, New Con- struction and that, in addition, the sum of $12,750.00 be appro- priated from Surplus Revenue to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt to the Surplus Rev- enue account.

ARTICLE 7


To see if the Town will vote to raise and appropriate the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Section 41 and 42 of Re- vised Chapter 128 of the General Laws and act thereon.


Moved: that the sum of $100.00 be raised and appropriated for the use of Plymouth County Trustees for County Aid to Agri- culture (Plymouth County Extension Service) and that Clifford Carlson be appointed as Town Director as provided in section 41 and 42 of revised Chapter 128 of the General Laws.


Upon Vote motion carried.


ARTICLE 8


To see if the Town will vote to authorize the Town Treasurer, in his discretion but with the written approval of the Board of Selectmen, or a majority thereof to sell any land acquired by the Town through foreclosure of a tax title and to execute and deliver in the namc and behalf of the Town all deeds necessary to effec- tuate any such sale.


Upon vote this article was carried.

ARTICLE 9


To see if the Town will vote to raise and appropriate the sum of $900.00 to be used toward the purchase of a new car for the Police Department and use the present Police car as part payment.


Moved: that the Board of Selectmen be authorized to pur- chase a new car for the Police Department and to transfer, deliver and expend the present police car therefor, and raise and appro- priate the sum of $900.00 for the balance of the purchase price and transferring equipment from old car to new.


Upon Vote this motion was carried.


ARTICLE 10


To see if the Town will vote to raise and appropriate the sum of $1175.00 to paint the town hall and fire station.


Moved: that the sum of $1175.00 be raised and appropriated to paint the outside of the Town Hall and Fire Station.


Upon Vote this motion was carried.


ARTICLE 11


To see if the Town will vote to raise and appropriate the sum of $500.00 to supplement Federal Aid for Child Welfare Services.


Moved: that the sum of $500.00 be raised and appropriated to be used with Federal Funds for Child Welfare Services.


Upon Vote this motion was carried.


ARTICLE 12


To see if the Town will vote to authorize the Board of Select- men to transfer a parcel of land owned by the Town on South Elm Street to Herbert Holmes and receive in exchange a parcel of land off South Elm Street owned by Herbert Holmes.


This article passed over without action.

ARTICLE 13


To see if the Town will vote to authorize the Board of Select- men to purchase a parcel of land off South Elm Street owned by A. Scudder Moore and raise and appropriate a sum of money for the same.


Moved: that the Board of Selectmen be authorized to pur- chase from A. Scudder Moore, for use as a Town Gravel Pit a certain lot or parcel of land containing 0.19 acres be the same or less situated in West Bridgewater southeasterly from South Elm Street bounded and described as follows, viz:


Beginning at the northwest corner of granted premises, the northeast corner of land owned by one Holmes and running thence easterly by land of grantee 105.60 feet; thence southerly in an extension of the westerly line of grantor about 122 feet to land of grantee; thence westerly by land of grantee about 50 feet; thence northerly by land of said Holmes 120.78 feet to point of beginning, said A. Scudder Moore, excepting and reserving for the use of himself and his heirs and assigns forever a right across the same and raise and appropriate the sum of $15.00 for purchase and expense of same.


Motion was carried by unanimous rising vote.


ARTICLE 14


To see if the Town will vote to raise and appropriate the sum of $300.00 for a School Dental Clinic. (By petition).


Moved: that the sum of $300.00 be raised and appropriated for use of School Dental Clinic.

ARTICLE 15


To see if the Town will vote to accept the bequest of $300.00 fiom the cstate of Annie L. King for perpetual care of the Elihu Leonard lot at Pine Hill Cemetery.

Moved: that the Town accept the bequest of $300.00 from the Estate of Annie L. King for perpetual care of the Elihu Leonard lot at Pine Hill Cemetery.

ARTICLE 16


To see if the Town will authorize the Board of Water Com- missioners to lay a new water main on North Main Street from, at or near the intersection of Copeland Street to the Brockton line and raise, appropriate or borrow sufficient sums to do the same or take any action relative thereto. (By Petition).


Motion made and carried to take up Article 16 and Article 17 together.


ARTICLE 17


To see if the Town will vote to raise and appropriate a sum of money to lay approximately 300 feet of Water main on Beacon Street from West Street southerly to property of Walter Holyoke. (By Petition).


Moved: that the sum of $21,000.00 be raised and appropriated for laying a water main of not less than 6 inches in diameter on North Main Street from, at or near the intersection of Copeland Street to the Brockton line; and for laying a 6 in. main of approxi- inately 300 feet on Beacon Street from West Street southerly to the property of Walter Holyoke and that to meet said appropria- tion the sum of $11,000.00 be raised in the tax levy of the current year and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $10,000.00 and to issue notes of the Town therefor payable in accordance with the provisions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than 5 years from the date of issue of the first note.

ARTICLE 18


To see if the Town will vote to raise and appropriate the sum of $868.00 to purchase a Resuscitator and a Cutting unit for the Fire Department or take any action relative thereto.


Moved: that the Selectmen be authorized to purchase a Re- suscitator and a Cutting unit for the Fire Department, and the sum of $868.00 be raised and appropriated for the same.


So Voted.


ARTICLE 19


To see if the Town will vote to raise and appropriate or trans- fer from unappropriated available funds in the treasury the sum of $18,830.00 to be used for the payment of Water Bonds and Interest.


Moved: that the sum of $2,295.06 be transferred from Water Bonds Premiums, earned to pay on Water Bonds and that the sum of $7,000.00 be appropriated from Water Surplus and the sum of $9,534.94 be raised and appropriated from Water Revenue to pay Water Bonds and Interest.


Motion upon Vote was carried.


ARTICLE 20


To see if the Town will vote to raise and appropriate a sum of money to pay land damage awards on Keenan, Bedford and Scotland Streets or take any action relative thereto.


Moved: that the sum of $767.40 be raised and appropriated for land damage on Keenan, Bedford and Scotland Streets.

ARTICLE 21


To see if the Town will vote to authorize the Assessors to take from available funds in the Treasury a sum of money to be used for the purpose of reducing the tax rate for the current year.

To see if the Town will vote to accept the provisions of Sec- tion 38A of Chapter 41 of the General Laws, thus permitting the Selection of the Collector of taxes as collector of accounts, and pass any vote or votes in relation thereto.

ARTICLE 28


To see if the Town will vote to make the following change in the Town By-Laws, Article 8 Section 7, strike out the following "not later than February 22 of each year."


Moved: that the Town vote to change Article 8, Section 7 of the Town By-Laws by striking out the words "not later than Feb- ruary 22 of each year," Section 7 then to read "the Selectmen shall have the printed annual reports of the Town ready for distribution: and shall have a copy thereof left at every dwelling house in town not later than March Ist."
