ANNUAL TOWN MEETING MONDAY, MARCH 8, 1948


Meeting called to order at 7:30 o'clock by the Moderator, E. Marion Roberts. Warrant was read by Town Clerk, H. E. Bryant.


The meeting proceeded as follows:


ARTICLE 1.


To choose Town officers for the ensuing year not elected on the Official Ballot.


Surveyors of Lumber, Wood and Bark: Albert Howard, James Hemenway, Chester R. Ripley.


Field Drivers: Clinton Howard, Frank Burque, Edward Asack.


Fence Viewers: Richard Keith, Thomas Carnes, William Turner.


Public Weighers: Donald Ring, Carl Hoyt.


ARTICLE 2.


To hear the reports of all Town Offices and Committees and act thereon.


Motion made to accept reports of Town Offices.

ARTICLE 3.


To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1948 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Moved that the Town authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1948 and to issue a note or notes therefore, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Motion carried upon vote.


ARTICLE 4.


To raise such sums of money as may be necessary to defray the Town charges for the ensuing year and to make appropriation for the same.


Moved the salary of the Town Treasurer beginning January 1, 1948 shall be $1,300.00.


Motion upon vote carried.


Moved that the Tax Collector's salary shall be $1,800.00 per year as of January 1st, 1948 .- So Voted.


Moved that the salary of the Town Clerk be advanced by $175.00 to a Total of $1,000.00 per annum for the year 1948.


So voted.

Moved that the sum of $150.00 be raised and appropriated for salaries for members of Board of Public Welfare and that each member receive at the rate of $3.45 per meeting or $5.75 per day. -- Motion carried.


Moved that the sum of $1,380.00 be raised and appropriated for salaries for members of Board of Assessors and each be paid at the rate of $3.45 per meeting or $5.75 per day .- So Voted.


Moved that the sum of $680.00 be raised and appropriated tor salary of Tree Warden and that he be paid at the rate of $6.80 per day. Upon Vote motion carried.


Moved that the sum of $750.00 be raised and appropriated for salaries for members of Board of Selectmen and that each member receive at the rate of $3.45 per meeting or $5.75 per day. -So Voted.


Moved that the sum of $1,000.00 be raised and appropriated for the salaries of members of Water Board and that each member be paid at the rate of 85 cents per hour. Taken from Water Re- ceipts (Surplus) .- So Voted.


Moved that the sum of $1,325.00 be raised and appropriated for monuments, Grounds and Parks .- So Voted.


Moved that the sum of $99,750.00 be raised and appropriated for the operation of Schools in 1948-So Voted.

ARTICLE 5.


To see if the Town will vote to raise and appropriate, or trans- fer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action relative thereto.


Moved that the sum of $1,500.00 be raised and appropriated to meet the Town's share of the cost of Chapter 90, Maintenance and that, in addition the sum of $3,000.00 be appropriated from surplus revenue to meet the State's and County's share of the cost of the work, the reimbursement from the State and County to be restored upon their receipt to the surplus Revenue Account.


Motion carried.

ARTICLE 6.


To see if the Town will vote to raise and appropriate, or trans- fer from available funds in the treasury, a sum of money for Chapter 90, New Construction, or take any action relative thereto.


Moved that the sum of $4,000.00 be raised and appropriated to meet the Town's share of the cost of chapter 90, New Con- struction and that, in addition the sum of $12,000.00 be appro- priated from surplus revenue to meet the State's and County's share of the cost of the work, the reimbursement from the State and County to be restored upon their receipt, to the Surplus revenue account.


Motion carried upon vote.


ARTICLE 7.


To see if the Town will vote to raise and appropriate the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Section 41 and 42 of Re- vised Chapter 128 of General Laws and act thereon.


Moved that the sum of $100.00 be raised and appropriated for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and that Clifford Carlson be appointed as Town Director as provided in Sections 41 and 42 of revised Chapter 128 of the General Laws.


Upon vote motion carried.


ARTICLE 8.


To see if the Town will vote to authorize the Town Treasurer, in his discretion, but with the written approval of the Board of Selectmen, or a majority thereof, to sell any land acquired by the

Town through foreclosure of a tax title and to execute and deliver in the name and behalf of the Town all deeds necessary to effectu- ate any such sale.


Upon vote this Article was carried.


ARTICLE 9.


To see if the Town will vote to raise and appropriate the sum of $972.50 to pay for two Snow plows and ram purchased from New England Road Machinery Co.


Moved that the sum of $972.50 be raised and appropriated to pay for two snow plows and ram purchased from the New Eng- land Road Machinery Co. in January 1948.

ARTICLE 10.


To see if the Town will vote to raise and appropriate the sum of $630.00 to purchase radio set for Police Cruiser and authorize the Board of Selectmen to dispose of radio set now in cruiser.


Moved that the sum of $630.00 be raised and appropriated to purchase Radio Set for Police Cruiser and authorize the Board of Selectmen to dispose of Radio set now in Cruiser.


Motion upon vote carried.


ARTICLE 11.


To see if the Town will vote to raise and appropriate the sum of $3,550.00 for purpose of painting outside of school buildings at Center School, Jerusalem and Matfield Schools and staining Sunset Avenue School: applying new roof to Jerusalem School, buying and installing new furnace for Jerusalem School, or to see what other action the Town will take.

ARTICLE 12.


To see if the Town will vote to raise and appropriate the sum of $363.03 to pay unpaid bill of 1947 for typewriters purchased by the School Department.

ARTICLE 13.


To see if the Town will vote to install one street light on Prospect Street adjoining present lights. (By Petition).


Upon vote this article was carried, and the sum of $17.00 was raised and appropriated.


ARTICLE 14.


To see if the Town will vote to raise and appropriate the sum of $300.00 for a School Dental Clinic. (By Petition)


Upon vote this article carried.


ARTICLE 15.


To see if the Town will vote to transfer from the Chapter 90, 1947 New Construction balance, the sum of $353.97 to pay bal- ance of bill of Thomas Bros. work on North Elm St., 1947, and to transfer the remainder of balance $300.00 to the Scotland St. Bridge account.


Upon vote this motion was carried.


ARTICLE 16.


To see if the Town will vote to authorize the Selectmen to

purchase a new truck for the Highway Department and raise and appropriate a sum of money for the same.


Moved that the sum of $4,501.65 be raised and appropriated to purchase a new truck, body and snow plow for the Highway Department and that the Board of Selectmen be authorized to make this purchase.


Upon vote the motion carried.


ARTICLE 17.


To see if the Town will vote to authorize the Selectmen by sale or otherwise to dispose of 1929 Mack Truck of the Highway Department and vote to authorize the transfer of the Dodge truck from the Highway Department to the Moth Extermination De- partment.


Motion that the Board of Selectmen be authorized to dispose of by sale or otherwise, the 1929 Mack Truck of the Highway Department, and authorize the transfer of the Dodge truck from the Highway Department to the Moth Extermination Department.


Upon vote motion carried.


ARTICLE 18.


To see if the Town will vote to authorize the selectmen to purchase a loader for the Highway Department and to raise and appropriate a sum of money for the same.


Motion that the sum of $1,478.00 be raised and appropriated to purchase a loader for the Highway Department and authorize the Board of Selectmen to make this purchase.


Upon vote motion carried.

ARTICLE 19.


To see if the Town will vote to raise and appropriate the sum of $1,000.00 to rebuild sidewalks on North Main Street from corner of W. Center St., northerly about 150 Feet.


This article was passed without action.


ARTICLE 20.


To see if the Town will vote to raise and appropriate a sum of money, $4,500.00, to rebuild and hard surface Progressive Ave. from Brooks Pl. to Spring Street. (By Petition).


On motion this article was passed.


ARTICLE 21.


To see if the Town will vote to authorize the Assessors to take from available funds in the Treasury a sum of money to be used for the purpose of reducing the tax rate current year.


This article was passed without action.


ARTICLE 22.


To see if the Town will vote to raise and appropriate the sum of $100.00 to prepare a list of Taxpayers to be printed in the 1948 Town Report. (By Petition).

ARTICLE 23.


To see if the Town will vote to raise and appropriate the sum of $35.00 to be used to feed wild birds during the winter months.

Polls were opened at 1 p.m. by Warden E. Merrill Caswell, Warrant was read by Town Clerk, H. E. Bryant. Warden de- clared the polls opened for voting.


The ballot box showed 0000 on register at the opening. At close of the polls the register on ballot box showed that 287 Ballots had been cast.
