The Finance Committee does not feel that it can recommend Articles 17, 19, and 20 since no report has been made of the in- tended use of these funds. These Articles are recommended by the State and have merit for our Town, but before any appropriation can be made, the Town Meeting should receive all of the facts as to how these funds will be used. The above refusal to recommend should not be construed as a condemnation of the project, but rather a request that the voters be informed.


In the light of last year's vote regarding street lights, the Com- mittee feels justified in recommending the lights requested in Articles 27, 28, 29 and 30. However, we still feel that a general survey of this subject should be made.


In recommending the Selectmen's budget, the Committee is of the opinion that a descrepancy in salary exists and that an in- crease of some sort should be studied before another Annual Town Meeting. The work of this Board has increased enormously in the last few years without any adjustment in pay.


A table of estimates by departments, amounts recommended by this Committee and report of recommendations on Articles ap- pearing in the Town Warrant appear on the following pages. If our recommendations are followed, no increase in the tax rate is anticipated.


We wish to thank all who have assisted us in our work this year.

FINANCE COMMITTEE RECOMMENDATIONS ON WARRANT ARTICLES


Article 1. To choose Town officers for the ensuing year not elected on the Official Ballot.


Article 2. To hear the reports of all Town Officers and Com- mittees and act thereon.


Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1950, and to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec- tion 17, Chapter 44, General Laws.


Article 4. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make appro- priations for the same.

Article 5. To see if the Town will vote to raise and appropri- ate, or transfer from available funds in the treasury, a sum of money for Chapter 90, Maintenance, or take any action relative thereto.


Article 5. The Finance Committee recommends the appropri- ation of $1000.00 to be used with any sum alloted there-to by State and County.


Article 6. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the treasury, a sum of money for Chapter 90, New Construction, or take any action rela- tive thereto.

Article 6. The Finance Committee recommends the appropri- ation of $3000.00 to be used with any sum alloted there-to by State and County.


Article 7. To see if the Town will vote to raise and appro- priate the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Ser- vice) and choose a Town Director as provided in Section 41 and 42 of Revised Chapter 128 of the General Laws and act thereon.


Article 7. The Finance Committee recommends this appropri- ation.


Article 8. To see if the Town will vote to authorize the Town Treasurer, in his discretion, but with the written approval of the Board of Selectmen, or a majority thereof, to sell any land acquired by the Town through foreclosure of a tax title and to execute and deliver in the name and behalf of the Town all deeds necessary to effectuate any such sale.


Article 8. The Finance Committee recommends this authori- zation.


Article 9. To see if the Town will vote to raise and appro- priate or transfer from available funds in the treasury a sum of money for Contributory Retirement.


Article 9. The Finance Committee recommends that the sum of $461.00 be raised and appropriated for this pur- pose to be used along with a balance remaining in the account.


Article 10. To see if the Town will vote to accept Oliver Street, off Matfield Street, or take any action relative thereto. (By Petition).

Article 13. To see if the Town will vote to raise and appro- priate the sum of $300.00 to be used in the Town Forest for the purpose of cleaning, pruning, and removing dead wood.

Article 14. To see if the Town will vote to raise and appro- priate the sum of $400.00 for a School Dental Clinic.

Article 15. To see if the Town will vote to accept the bequest of $100.00 from Martin Alger for perpetual care of the Nathan J. Alger Lot 10, Pleasant Hill Cemetery.

Article 16. To see if the Town will vote to add a By-Law to the Town By-Laws to provide for publishing a list of all taxpayers in the Town Report every three years beginning with the report of the year 1950. (By Petition).

Article 18. To see if the Town will vote to raise and appro- priate or transfer from available funds in the treasury the sum of $20,665.00 to be used for the payment of Water Bonds and Interest.

Article 19. To see if the Town will vote to raise and appro- priate the sum of $500.00 to cover the cost of pruning and destroy- ing all existing dead wood in the town elms.

Article 20. To see if the Town will vote to raise and appro- priate the sum of $1,998.00 to be used by the Moth Superintendent when called upon to perform work on the town trees in addition to duties prescribed in Chapters 660 and 761 of the General Laws.

Article 21. To see if the Town will vote to authorize the Board of Selectmen to dispose of town lots at the Pine Hill Cem- ctery or take any action relative thereto.
