The Finance Committee of 1944-1945 held sixteen meet- ings from January 3, 1945 to March 7, 1945 and reported to the Annual Meeting, March 14, 1945.

REPORT OF THE BOARD OF SELECTMEN


At the Annual Town Election held March 5, 1945, William C. Adams was re-elected a member of the Board of Selectmen for a term of three yars. At the first meeting held thereafter, Roscoe O. Elliott, who was appointed on January 12, 1945, to succeed Harold M. Estabrook, as mili- tary substitute for William F. Davis, Jr., was elected Chairman.


The regular meetings of the Board are held on Mon- day evenings of each week for the disposition of routine business and the consideration of various matters brought to its attention by individuals and sundry committees. During the course of the year, fifty-three regular and eight special meetings were held.


Committee on Public Safety


Pursuant to a directive of the Massachusetts Com- mittee on Public Safety, all activities of the Arlington Committee on Public Safety were terminated following the acceptance of the resignation on June 11, 1945, of its Chairman, Hollis M. Gott. All steps necessary to an or- derly liquidation of these activities, other than the auxi- liary police and auxiliary fire divisions which have con- tinued to function as separate units, including the disposi- tion of equipment, supplies and furnishings, were taken under the direction of Mr. Gott before relinquishing his duties.


The people of Arlington can be proud that in the several years of its existence, the Committee contributed in no small measure to the solution of problems which called it into being. Its record of accomplishments under Mr. Gott's able leadership is viewed with admiration by the members of the Board and all who had any conception of the problems entrusted to it. To Mr. Gott and all the

civilian war services and protection volunteers associated with him, goes the appreciation of the Townspeople for the patriotic services performed for the protection of the community against the threat of enemy action, sabotage and other war hazards.


Rationing Board


Again, tribute is due to the members of the Rationing Board and Price Control Panel, who have demonstrated continuously a patriotic devotion to duty and conscien- tiously have given of their time and efforts, without re- muneration, to administering the intricate program of rationing.


Department of Veterans' Services


Under date of October 1, 1945, the Department of Veterans' Services was established for the primary pur- pose of furnishing information, advice and assistance to Veterans of World War II or other Veterans as may be necessary to enable them to procure the benefits to which they are or may be entitled. Mr. Charles R. Armour, who obtained the highest rating in the competitive examination conducted by the Division of Civil Service, was selected' for appointment to the position of Director. Space in the lower floor on the easterly side of the Robbins House, located independently of and separate and apart from the Public Welfare Department, has been completely renovated for the use of the Department.


Police and Fire Departments


The officers and men of the Police and Fire Depart- ments capably headed by Chiefs Bullock and Tierney, respectively, have continued to render splendid service in spite of the fact that each department is seriously under- manned. To avert what has appeared to the Board to con- stitute a definite lack of protection, four men in the Police

Department in addition to the temporary men it was found imperative to appoint during the latter part of 1945, and ten men in the Fire Department, have been recommended for appointment in the coming year.


For the first time during the history of our Fire De- partment it has unfortunately become necessary to record the death of two members of the force while in the per- formance of their duties. On Saturday, October 27, 1945, Privates Herbert G. White and Edward J. Ryan sustained serious injuries while assisting at the tragic fire in the garage at Rear 324 Massachusetts Avenue, from which they died on October 28 and November 3, respectively. In the untimely passing of these men, the Town has suffered the loss of valued members of its Fire Department. With their bereaved families, the Town sympathizes deeply and offers its sincerest condolences.


General


In accordance with the precept of the Speaker of the House of Representatives, a Special State Primary and Election were held on February 27 and March 13, 1945, respectively, to fill the vacancy created in the 28th Repre- sentative District by the death of Charles M. Sawyer, late a member-elect of the House of Representatives from this District.


The result of the decennial census taken by the Regis- trars of Voters of the inhabitants of the Town showed a total population of 43,515 as of January 1, 1945, which represents an increase of 3,502 persons over the Federal census made in 1940.


The resignations of Thomas J. Donnelly and Alton F. Tupper as members of the Board of Appeal, were accepted by the Board with regret on Januray 2 and September 24, 1945, respectively. Both men, together with Frederic F. Low

who resigned in the previous year, had served continuously since the inception of the Board in 1929, during which time they discharged the responsibilities of this important office with great distinction and the utmost advantage to the Town.


Allan E. Cowie, who had been on leave of absence since August 17, 1942, from his duties as Sealer of Weights and Measures, resigned his position with the Town on June 25, 1945. A testimonial of appreciation of his service to the Town during his incumbency from July 19, 1927, as its Sealer of Weights and Measures, was forwarded to Mr. Cowie by the Board. The provisional employment of Her- bert L. Hutchinson as Sealer of Weights and Measures has been continued, pending the establishment of an eligible list by the Division of Civil Service and the certification and appointment therefrom.


Pursuant to the vote passed under Article 26 of the Adjourned Annual Town Meeting of March 19, 1945, the Board appointed a Committee to procure and consider plans and estimated costs for the erection of a suitable Memorial Building for Veterans of the World Wars.


It is with regret that the Board records the death of Ruth V. Cashman on February 20, 1945. Although a mem- ber of the Selectmen's staff for a short time, Miss Cash- man was admired for her sterling character and genial and friendly personality and her passing occasioned deep sorrow.


Conclusion


This report would not be complete without expressing the appreciation of the Board to every member of each Department as well as to the Heads of Departments for their fine spirit of cooperation and record of accomplish- ments throughout the past year.


The Board is particularly fortunate in having as Exe- cutive Secretary, James J. Golden, Jr. His contacts with

the public as representing the Board have resulted in most cordial relations with our Townspeople. Our thanks are extended to the staff, who so faithfully worked many extra hours in the performance of duty imposed upon all gov- ernments and to expedite all matters of vital interests to the Townspeople; and in this manner has the work of the Board been materially reduced.
