On motion, duly made and seconded, it was unanimously


Voted: That the sum of two thousand six and 20/100 ($2,006.20) dollars be and hereby is appropriated to pay claims and charges of Symmes Arlington Hospital, including such claims and charges for aid, relief or care furnished prior to January 1, 1945, to persons falling into distress and standing in need of immediate relief ; said sum to be raised by general tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 23, the Moderator declared it disposed of.

ADJOURNED TOWN MEETING


March 19, 1945


Pursuant to the vote of Adjournment of March 16, 1945, the Town Meeting Members met in the Robbins Memorial Town Hall on Monday evening, March 19, 1945, notices having been sent to the Town Meeting Members.


Lists of the duly qualified Town Meeting Members were used at the entrance of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and seventy-four attended the meeting.


The Moderator called the meeting to order at 8:12 P. M.


At the suggestion of the Moderator, the Assembly stood and sang one verse of the National Anthem.


Town Meeting Members not previously sworn were sworn by the Moderator.


On motion of Chairman Elliott, duly seconded, it was unanimously


Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Wednesday evening, March 21, 1945 at eight o'clock.


Article 24 taken up. (Preservation of Health and Protection of Persons and Property)


On motion, duly made and seconded, it was unanimously


Voted: That no appropriation be made under Article 24 of the warrant.

Voted: That the action of the Board of Selectmen in accepting on behalf of the Town, the gift of the "Honor Roll of the Town of Arlington," now located on Town prop- erty in the center of Arlington; be and hereby is ratified, approved and confirmed and that


The sum of seven hundred fifty (750) dollars be and hereby is appropriated for any enlargment, maintenance or other necessary expenses connected therewith; said sum to be raised by general tax and expended under the direc- tion of the Board of Selectmen.


There being no further business under Article 25, the Moderator declared it disposed of.


Article 26 taken up (Re Memorial Building for Vet- erans of World Wars)


The Finance Committee recommended the following:


That the Board of Selectmen be and hereby is instruc- ted to appoint a committee, for the purpose of procuring and considering plans and estimated costs for a Memorial Building to be erected by the Town in grateful recognition of the sacrifices made by those who gave their lives and services in their country's cause in the World Wars; said committee to investigate and make recommendations for a suitable site for such building, and to report its recom- mendations at the next special town meeting, if any, but not later than the Annual Town Meeting of 1946.


The sum of two thousand (2,000) dollars to be taken from available funds now in the Treasury is hereby ap- propriated for the necessary expenses to be incurred by the committee with the approval of the Board of Selectmen.


On motion, duly made and seconded, it was unanimously Voted: That Article 26 be laid on the table.

Voted: That the Board of Selectmen be and hereby is instructed to appoint a committee, for the purpose of pro- curing and considering plans and estimated costs for a Memorial Building to be erected by the Town in grateful recognition of the sacrifices made by those who gave their lives and services in their country's cause in the World Wars; said committee to investigate and make recommenda- tions for a suitable site for such building, and to report its recommendations at the next special town meeting, if any, but not later than the Annual Town Meeting of 1946.

next special town meeting, if any, but not later than the Annual Town Meeting of 1946; and that the sum of five hundred (500) dollars be and hereby is appropriated for the necessary expenses to be incurred by said committee; said sum to be raised by general tax.

Voted: To amend by striking out "five hundred (500)" and inserting in place thereof "one hundred (100)".


And, on motion, duly made and seconded it was


Voted: That the Moderator be and hereby is instruc- ted to appoint a committee of five, for the purpose of in- vestigating, considering and recommending alterations, additions or other changes to the Robbins Memorial Town Hall, said committee to report its recommendations to the town at the next special town meeting, if any, but not later than the Annual Town Meeting of 1946; and that the sum of one hundred (100) dollars be and hereby is appropriated for the necessary expenses to be incurred by said commit- tee; said sum to be raised by general tax.


There being no further business under Article 28, the Moderator declared it disposed of.


Article 29 taken up. (Acceptance of Gift of Land) .


On motion, duly made and seconded, it was unanimously


Voted: That the Town do accept a gift by the Town of Belmont of certain lands located within the town de- scribed as follows :


The land as shown as Lot 4 on Assessors Plan 145, Section J, and Lot 1 on Assessors Plan 145, Section K; and that said land be held and dealt with by the Town in the same manner as titles acquired by tax sales, by foreclosure of liens for taxes or otherwise through proceedings for the collection of taxes.


There being no further business under Article 29, the Moderator declared it disposed of.

Article 30 taken up (Sale of Automobiles-Police De- partment)


On motion, duly made and seconded, it was unanimously


Voted: That the action of the Board of Selectmen in the sale and delivery by the Selectmen of two (2) Aero Two-door Chevrolet Sedans and one (1) 1942 Special De- Luxe Four-Door Chevrolet Sedan, owned by the town and in use by the Police Department, all in connection with the purchase of three (3) new Special DeLuxe Chevrolet Town Sedans, fully conditioned under Office of Price Administra- tion Regulations, for the use of the Police Department ; be and hereby is ratified, approved and confirmed.


There being no further business under Article 30, the Moderator declared it disposed of.


Article 31 taken up (Alterations and Additions to Police Headquarters Building)


On motion, duly made and seconded, it was unanimously


Voted: That the sum of seventeen thousand nine hun- dred (17,900). dollars be and hereby is appropriated for the purpose of making suitable alterations, additions or other reconstruction work in connection with the present Police Headquarters Building, said sum to be taken from available funds now in the Treasury and expended under the direction of the Board of Selectmen. .


There being no further business under Article 31, the Moderator declared it disposed of.

Article 36 taken up (Purchase of War Bonds or Other Bonds)


The Finance Committee recommended the following :


That the sum of one hundred fifty thousand (150,000) dollars be and hereby is appropriated for the purpose of purchasing war bonds or other bonds, in order to establish a postwar rehabilitation fund, as authorized by Chapter 5 of the Acts of 1943; that for the purpose of said purchase said sum be taken from available funds now in the Treasury and

expended by the Town Treasurer with the approval of the Board of Selectmen.


Mr. McManus moved to amend by changing the amount to 75,000-and, on being put to a vote the Moderator de- clared the motion lost.


Mr. Cutler moved, and it was seconded


that the sum of $100,000 be and hereby is appropriated for the purpose of purchasing war bonds or other bonds in order to establish a postwar rehabilitation fund as author- ized by Chap. 5 of the Acts of 1943; that for the purpose of said purchase said sum be taken from available funds now in the Treasury and expended by the Town Treasurer, with the approval of the Board of Selectmen.


On being put to a vote the Moderator declared the motion lost.


After further lengthy discussion the Previous Question was moved and seconded, and the Moderator declared it carried.


Thereupon the Moderator called for a vote on the Fi- nance Committee's Recommendation, and declared the mo- tion lost.


There being no further business under Article 36, the Moderator declared it disposed of.

Voted: That the Town accept the bequest of the late Mabel E. Thompson of the sum of Fifty Thousand Dollars ($50,000.00) as provided in her will, and that the Trustees hereinafter mentioned be and hereby are empowered to ac- cept on behalf of the Town such sum or sums, if any, as may become available to it under the residuary clause of the will of the late Mabel E. Thompson, and by this vote the Town does hereby establish the funds to be known as "The Francis E. Thompson Scholarship Fund". That this fund shall be held and administered by the Trustees of the Nathan Pratt High School Fund until the election of Trus- tees of the Francis E. Thompson Scholarship Fund at the next annual Town Meeting. That said Trustees of the Nathan Pratt High School Fund shall certify on or before May 1st to the School Committee the amount available at that time for scholarships for the succeeding twelve months. That the Principal of the Arlington High School shall an- nually select the boys and girls to whom these scholarships shall be awarded. That the School Committee, by a majority vote, shall determine the amount of each scholarship, which total amounts shall not exceed the sum certified by the Trustees as available. That the Trustees upon written order of the Principal of the High School countersigned by the Chairman of the School Committee shall authorize the Treasurer of the Town to pay over to such school or college the sum set forth in each order and at such times as shall be designated therein. Said payments shall be drawn on the income of the fund, and in no event shall the principal of the fund be used. Gains or losses on the principal invest- ment shall be accounted as principal. That at the next annual meeting of the Town three trustees shall be elected by ballot to be known as "The Trustees of the Francis E. Thompson Scholarship Fund;" one for the term of one year ; one for the term of two years; one for the term of three years ; and thereafter one trustee to be elected at each suc- ceeding annual election for the term of three years. Said Trustees shall elect their own chairman and shall have power to fill all vacancies, such appointees to serve until the

next annual election. Upon election of the aforesaid Trus- tees, they shall assume the duties of holding and administer- ing the Francis E. Thompson Scholarship Fund and shall on or before May 1st of each year certify to the School Com- mittee the amount available at that time for scholarships for the succeeding twelve months.


There being no further business under Article 40, the Moderator declared it disposed of.

That the Moderator be and hereby is instructed to ap- point a committee of five, consisting of two members of the School Committee, one member of the Planning Board and two other citizens, for the purpose of investigating, con- sidering and making recommendations for the purchase, by right of eminent domain or otherwise, of a suitable site for a new elementary school in Precinct 9; said committee to report its recommendations to the town at the next special town meeting, if any, but not later than the Annual Town Meeting of 1946.


On being put to a vote the Moderator declared the motion carried; and, on motion, duly made and seconded it was unanimously

Article 46 taken up (Burial Place for Veterans (Men and Women) of the Armed Forces of the U. S. A .- Mount Pleasant Cemetery)


On motion, duly made and seconded, it was unanimously


Voted: That the Board of Cemetery Commissioners be and hereby is authorized on behalf of the Town, to set apart a portion of Plot T in Mount Pleasant Cemetery for a burial place for men and women who served in the Armed Forces of the United States of America.

Voted: That the sum of fifteen thousand (15,000) dol- lars be and hereby is appropriated for the purpose of grad- ing, loaming, seeding, planting of trees, and shrubs, con- struction of walks and other improvements to the area known as Linwood Street Playground; said sum to be taken from available funds now in the Treasury and expended under the direction of the Board of Park Commissioners.
