Article 51. To see if the Town will make an appropria- tion to be expended under the direction of the Planning Board, for the purpose of making a study of traffic conditions in and about Arlington Center ; determine in what manner the money shall be raised ; or take any action relating thereto.

Article 52. To see if the Town will vote to accept section 27A of Chapter 40 of the General Laws, Tercentenary Edition, which reads as follows :
Section 27A. RECONSIDERATION OF PROPOSED CHANGES IN ORDINANCE OR BY-LAW AFTER UN- FAVORABLE ACTION. After acceptance of this section as provided in section four of chapter four, no proposed ordinance or by-law making a change in any such existing ordinance or by-law, which has been unfavorably acted upon by a city council or town meeting, shall be considered on its merits by the city council or town meeting within two years after the date of such unfavorable action unless the adoption of such proposed ordinance or by-law is recommended in the final report of the planning board or selectmen required by section twenty-seven.

Article 53. To see if the Town will vote to accept section 30A of Chapter 40 of the General Laws, Tercentenary Edition, which reads as follows :

After acceptance of this section as provided in section four of chapter four, no appeal or petition under paragraph 3 of sec- tion thirty for a variance from the terms of such ordinance or by-law with respect to a particular parcel of land, and no application under section thirty for a special exception to the terms of any ordinance or by-law, which has been unfavorably acted upon by the board of appeals shall be considered on its merits by said board within two years after the date of such unfavorable action except with the consent of all the members of the planning board, or the board of selectmen in a town having no planning board.

Article 54. To see if the Town will amend its Zoning By-law as proposed by the Planning Board of the Town. ·

Article 55. To see if the Town will appropriate the sum of $800 to be expended under the direction of the Town Clerk to cover the cost of advertising the Zoning By-law as required by law; determine in what manner the said money shall be raised; or take any action relating thereto.
Article 56. To see if the Town will amend its Zoning By-law by altering the Zoning Map therein referred to, so as to include in the Industrial District all or any part of the area now included in the Business and General Residence Districts, bounded and described as follows:
Beginning at a point on the easterly side line of Mystic Street at the intersection of the northerly side line of Garden Street; thence northerly by the easterly side line of Mystic Street 249.3 feet to the property of the Town of Arlington; thence southeasterly by right of way 285.9 feet; thence southwesterly by land of the Town of Arlington 80 feet to the center line of Mill Brook; thence southeasterly along the center line

of said Mill Brook 8 feet; thence southwesterly by lot No. 12 a distance of 93 feet to the northerly side line of Garden Street; thence by the northerly side line of Garden Street on a curve to the left with a radius of 140 feet a distance of 180 feet to the easterly side line of Mystic Street and the point of beginning as shown on Block Plan No. 49 scale 1" equals 40' on file at the office of the Town Engineer.

Article 57. To see if the Town will appropriate the sum of $400 to be expended under the direction of the Board of Selectmen for the purpose of providing suitable headquarters for Arlington Post 1775 Veterans of Foreign Wars of the United States, in accordance with Chapter 40, Section 9, under the General Laws of Massachusetts, said sum to be raised by general tax.

To see if the Town will vote to appoint a committee of five persons, two to be appointed by the chair- man of the Arlington Republican Town Committee; two to be appointed by the chairman of the Arlington Democratic Town Committee, the fifth member to be selected by the four ap- pointees, to investigate the conduct and administration of the Cemetery Department by the Board of Cemetery Commis- sioners for the years 1943, 1944 and 1945, said committee to report, with recommendations, to the next Annual Town Meet- ing; or take any action relating thereto.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the town previous to the day of the meeting for the election of officers and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.

TOWN ELECTION
Arlington, Mass., March 5, 1945
In pursuance of the foregoing Warrant, the legal voters of the Town of Arlington met in their respective voting places in said Town on Monday, the fifth day of March in the year of our Lord one thousand nine hundred and forty-five at seven o'clock in the forenoon.
The following places were designated as the voting places for the various precincts.
Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building,- Precinct Seven entrance on Medford Street; Precinct Nine entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights ; Precinct Fourteen, in the Locke School Building, entrance on Park Avenue Heights.
The election officers, having been duly appointed by the Selectmen and sworn to the faithful performance of their duties, were assigned for duty at the various pre- cincts.
The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the elec- tion was supplied by the Town Clerk and turned over to the officers of the various precincts.
The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the evening, at which time, after due notice, they were declared closed.

The ballots were counted by the election officers and encased in boxes, which were locked and sealed, and the same were delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a peti- tion for recount might be filed.
The returns and keys to the ballot boxes from each precinct were turned over to the Town Clerk and with the assistance of the Registrars of Voters and Mr. Clarence Needham the returns were canvassed and the result an- nounced.
