On motion of J. Howard Hayes of the Finance Committee, duly seconded, it was
Voted: That Article 3 be taken from the table.
On motion of John P. Morine, duly seconded, it was
Voted: That the committee appointed under vote of the town passed March 22, 1948, to procure plans and estimates for the con- struction of a gymnasium and/or other facilities at the Junior High School Center be discharged.
On motion of George A. Harris, duly seconded, it was
Voted: To reconsider the vote of the meeting of March 20, 1950, that the report of the committee appointed to study, consider and make recommendations relative to salaries of elected town officials be received and the committee be discharged.
George A. Harris offered the following substitute motion for the original motion of the committee, which was duly seconded:
"That the committee report on salaries of elected town officials be received and placed on file; that two additional Town Meeting Members be appointed to said committee by the Moderator and the augmented committee be instructed to report its recommenda- tions to the Finance Committee by December 29, 1950, for in- clusion in the budget article, or articles, of the next Annual Town Meeting, if said Finance Committee approves any or all recom- mendations; and that the committee also report to the 1951 Town Meeting".
On being put to a vote, the Moderator declared the motion to amend carried.

The polls will be open from 10 A.M. to 8 P.M.
And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this warrant, and also by posting a copy of the same at the doors of the Town Hall and in a con- spicuous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, on or before said day and hour of meeting.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and places and for the purpose herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the town previous to the day of the meeting for the nomination of candidates of political parties and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the time, places and object of the meeting was published in the local papers.

The ballots cast in the several precincts, enclosed in containers, each of which was sealed in such manner as to effectively lock the con- tainers, were directed by the Town Clerk to be impounded at the Police Station. The voting lists used at the entrances to the polling places and at the ballot boxes, with total vote sheets and copies of the precinct records of the election, were delivered to the Town Clerk, all properly enclosed in envelopes provided therefor, in accordance with the provisions of law relating to elections.

WARRANT
THE COMMONWEALTH OF MASSACHUSETTS
Middlesex, ss.
To the Constables of the Town of Arlington, in said County:
GREETING:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arling- ton, to meet in the
TOWN HALL in said Town on
MONDAY, THE 2nd DAY OF OCTOBER, 1950
at 8 o'clock P. M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws. -
Article 1 To hear and act upon the reports of the Finance and other committees heretofore appointed.
Article 2. That an act be submitted to the General Court, entitled: An act increasing the Board of Selectmen to five members, providing for the appointment by said Board of a Town Manager whose duties shall be to supervise and direct the administration of all departments, com- missions, boards and offices, except the Board of Selectmen, the School Committee, Election Officers and the Registrars of Voters. This act shall be similar in substance to Chapter 597, Acts of General Court of Massachusetts, 1949.

Article 3. To see if the Town, pursuant to the authority contained in Chapter 639 of the Acts of 1950 of the Massachusetss General Court, will vote to amend the By-Laws of the Town by adding thereto a new Article to be known as Article 16, relating to Civil Defense; make an appropriation or appropriations to be expended as provided in said By-Laws, if so adopted; determine in what manner the money shall be raised and expended; or take any action relating thereto; said new By-Laws to read substantially as follows :-
ARTICLE 16 CIVIL DEFENSE
SECTION 1. DEPARTMENT OF CIVIL DEFENSE. There is hereby established a department of civil defense (hereinafter called the "de- partment"). It shall be the function of the department to have charge of civil defense as defined in Section 1, Chapter 639, Acts of 1950 and to perform civil defense functions as authorized or directed by said chapter or by any and all executive orders or general regulations

promulgated thereunder, and to exercise any authority delegated to it by the Governor under said Chapter 639.
SECTION 2. DIRECTOR OF CIVIL DEFENSE. The department shall be under the direction of a director of civil defense (hereinafter called the "director") who shall be appointed as prescribed by law. The director shall have direct responsibility for the organization, ad- ministration and operation of the department, subject to the direction and control of the appointing authority, and shall receive such salary as may be fixed from time to time by the appointing authority. The director may, within the limits of the amount appropriated therefor, appoint such experts, clerks and other assistants as the work of the de- partment may require and may remove them, and may make such expenditures as may be necessary to execute effectively the purposes of Chapter 639, Acts of 1950.
