The director shall also have authority to appoint district co- ordinators and may accept and may receive. on behalf of the town, services, equipment, supplies, materials or funds by way of gift, grant or loan, for purposes of civil defense, offered by the federal government or any agency or officer thereof or any person, firm or corporation, subject to the terms of the offer and the rules and regulations, if any, of the agency making the offer. The director shall cause appropriate records to be kept of all matters relating to such gifts, grants or loans.
SECTION 3. CIVIL DEFENSE ADVISORY COUNCIL. There is here- by established a civil defense advisory council (hereinafter called the "council"). Said council shall serve without pay and shall consist of the director of civil defense, such other department heads and such other persons as the authority appointing said director may deem necessary. Such member of said council as said appointing authority shall des- ignate shall serve as chairman of said council. Said council shall serve subject to the direction and control of the appointing authority and shall advise said appointing authority and the director on matters pertaining to civil defense.
SECTION 4. POLICE AID TO OTHER CITIES AND TOWNS IN EVENT OF RIOTS OR OTHER VIOLENCE THEREIN. The police department is hereby authorized to go to aid another city or town at the request of said city or town in the suppression of riots or other forms of violence therein.
SECTION 5. TERMINATION OF BY-LAW. This By-Law shall remain in force during the effective period of Chapter 639, Acts of 1950 and any act in amendment or continuation thereof or substitution therefor.
SECTION 6. DEFINITION. All references to Chapter 639, Acts of 1950, as now in force, shall be applicable to any act or acts in amendment or continuation of or substitution for said Chapter 639.
Article 4. To see if the Town, through its Town Meeting Members, will recommend, determine in what manner any appropriations necessary shall be raised; or take any action relating to the adoption of the fol- lowing resolution :-
Resolved, that it is the sense of the Town Meeting to recommend to the Board of Selectmen that Members of the Police Department be excused from duty for one day out of every five, without loss of pay.

Article 17. To see if the Town will amend its Zoning By-Law by inserting a new section as follows :-
"Section 12A. Location of Private Garages." Private garages shall be located not less than five feet from any other building except that such garages of first or second class fire protected construction may be located adjacent to any other building.
Article 18. To see if the Town will amend its Zoning By-Law in the following respects:
1. By striking out in the Schedule of Heights and Area Regulations under the heading "Front Yard Minimum Depths in Feet," the note reading "these requirements also apply to garages," and substituting in place thereof the following new note: "These front yard set back re- quirements of 25 feet for Residence A and 20 feet for Residence B Dis- tricts also apply to garages,"; and also under the same heading by striking out the sentence reading "No building on the same lot shall be less than 15 feet away from any other building in Residence A, B & C Districts, all other Districts not less than 10 feet," and substituting in place thereof the following sentence-"No building on the same lot shall be less than 15 feet from any other building in Residence A, B & C districts; in all other districts not less than 10 feet. This does not apply to private garages: for such regulations see Section No. 12A.
2. By striking out section 15-B entitled "Parking Spaces" and substitu-

ting in place thereof the following new paragraph 15-B. Parking Spaces. In the Residence C. Districts, automobile parking spaces shall be required off-street on land associated with each residential structure containing dwellings for three or more families erected after the date of adoption of this amendment, accessible and usable spaces to be available in the ratio of at least 250 square feet of such space (open or covered) for each dwelling unit in each such stucture. Said off-street parking spaces shall not be within 15 feet of any street line nor in the front yard of any building unless within an underground or basement garage not opening directly onto the frontage street. All parking facilities so pro- vided are to be for the exclusive use of residents of the property or their guests.
3. By striking out section 15-3 entitled "Parking Spaces " and sub- stituting in place thereof the following new paragraph 15-3. Parking Spaces. Article 19. To see if the Town will amend its Zoning By-Law by altering the Zoning Map therein referred to so as to include in the Indus- trial District the area now included in the Residence B District and being bounded and described as follows:
Beginning at a point on the center line of Garden Street, said point being 100 ft. easterly of the easterly side line of Mystic Street and on the boundary line of the business A district, thence southeasterly on said center line of Garden Street on a curve to the right with a radius of 120 ft. a distance of 178 ft. more or less to a point of tangency in said center line of Garden Street, thence continuing southeasterly on said center line of Garden Street a distanc of 40 ft. more or less to a point opposite the southerly boundary line of lot 35, thence westerly across said Garden Street and on said southerly boundary line of lot 35 a dis- tance of 119.4 feet more or less to the boundary line of the business A district, thence northerly on said boundary line of the business A district and by the westerly boundary line of lots 35, 36, 37, 38, 39 and 40, and through Garden Street, a distance of 155 ft. to the point of beginning.
Article 20. To see if the Town will vote an additional appropriation to be added to the Street Lighting budget for the purpose of providing additional lighting to the Town during the 1950 Xmas Holidays; deter- mine in what manner the funds shall be raised; or take any action relating thereto.

To see if the Town will vote to authorize the Board of Selectmen to release to the owner of land on Warren Street, all rights and agreements acquired by the Town under a certain instrument dated February 14, 1931, and recorded in Middlesex South District Registry of Deeds, Book 5540, page 422; wherein the owner was prohibited from

erecting any building or structure within a 10 foot strip along said Warren Street; or take any action relating to all or any of the foregoing.

Article 22. To see if the Town will vote to amend Table I of Schedule B of the Pay Plan as established by Article 7-C of the By-Laws of the Town, by striking out the figures $3200.00 in Grade XII of said Table and substituting therefor the figures $3304.00 or to take any action with reference to changing the salary as now set forth and established in the aforementioned Grade.
To see if the Town will make an appropriation to defray Town obligations made necessary by changes in the Pay Plan under Article 7-C of the By-Laws voted at this meeting.

Article 23. To see if the Town will take any action relative to pro- viding Special Compensation for the period beginning April 1, 1950, and ending December 31, 1950, to enable elected and appointed officers and employees, exclusive of school teachers, of the Town, to meet the present abnormal increase in the cost of living; determine in what manner such compensation, if any, shall be raised and expended; or take any action relative thereto.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the Town, and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the time, place and objects of the meeting was published in the local papers.

SPECIAL TOWN MEETING, OCTOBER 2, 1950
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said town and notices sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington, under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers, as required by the town's by-laws, the town meeting members so qualified met in the Robbins Memorial Town Hall in said town on Monday evening, October 2, 1950. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.
Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred fifty-four (254) town meeting members qualified to participate in and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meeting showed that one hundred eighty-nine (189) members and ten (10) mem- bers-at-large attended the meeting.
Philip H. Burt, stenographer, was sworn by the Town Clerk to the faithful performance of his duties.
The meeting was called to order at 8:10 o'clock P.M. by the Moderator, Mr. Harold E. Magnuson, who declared a quorum present.
Two town meeting members, who had not previously been sworn, were thereupon sworn by the Moderator.
There being no objection to the request of Selectman Purcell, permission was granted Mr. Frost of the Board of Selectmen; Mr. Nick- say, the Secretary of the Board of Selectmen; Messrs. O'Neill and Rawson of the Board of Public Works; Messrs. Hauser and Cooledge of the Board of Assessors; Messrs. Flynn and Mansfield of the Personnel Board; Mr. Morris, Executive Secretary of the Personnel Board; Messrs. O'Reilly, Potts, Daniels, Wise, Halpin, Farrow and Rutherford of the Finance Committee; Mr. Smith, Executive Secretary of the Finance Committee, and Mr. Hamlet, Town Counsel, to sit with him during the meeting.
The Town Clerk read the introductory portion of the Warrant relating to the call for the meeting and the Constable's return thereon, the reading of the remainder of the Warrant being waived by consent of the meeting.
On motion of Selectman Purcell, duly seconded, it was
Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Wednesday evening, October 4, 1950, at 8 o'clock.

That the Moderator be and hereby is instructed to appoint a Com- mittee of nine citizens of the Town of Arlington, such Committee to be authorized and empowered to consult with authorities, employ assis- tance, hold hearings and do all other acts and deeds necessary to the end that a proposed legislative act for a Town Manager Form of Gov- ernment for the Town of Arlington may be submitted to the 1951 Annual Representative Town Meeting for consideration, such proposed legislative act to be published in the Warrant for said Annual Meeting; that the sum of Five Hundred Dollars ($500.00) be and hereby is appropriated therefor, said sum to be taken from available funds now in the Treasury and expended under the direction of said Committee.
Frederick Stanley Glynn, Jr. offered the following substitute motion, duly seconded :
"That the Board of Selectmen be and hereby is authorized and in- structed to petition the General Court for legislation necessary and proper to enact permissive legislation for the purpose of establishing a Town Manager Form of Government for the Town of Arlington, sub- stantially as contained in the "Town Manager Form of Government for the Town of Arlington", as printed at the request of the Finance Committee and issued to Town Meeting Members on October 2, 1950."
Following extended discussion of the matter, a rising vote was taken, ninety-eight (98) voting in the affirmative and eighty-two (82) in the negative, and the Moderator declared the substitute motion to have carried.
Thereupon, it was
Voted: That the Board of Selectmen be and hereby is authorized and instructed to petition the General Court for legislation necessary and proper to enact permissive legislation for the purpose of establishing a Town Manager Form of Government for the Town of Arlington, sub- stantially as contained in the "Town Manager Form of Government for the Town of Arlington", as printed at the request of the Finance Committee and issued to Town Meeting Members on October 2, 1950.
This vote was taken by count, ninety-four (94) voting in the af- firmative and eighty-eight (88) in the negative.
J. Howard Hayes of the Finance Committee served notice on the meeting of his intention to make a motion to reconsider this vote. (See amended vote passed at the adjourned meeting of October 4, 1950.)
There being no further business under Article 2, the Moderator declared it disposed of.

ARTICLE 16
CIVIL DEFENSE
SECTION 1. DEPARTMENT OF CIVIL DEFENSE. There is hereby established a department of civil defense (hereinafter called the "de- partment"). It shall be the function of the department to have charge of civil defense as defined in Section 1, Chapter 639, Acts of 1950 and to perform civil defense functions as authorized or directed by said chapter or by any and all executive orders or general regulations promulgated thereunder, and to exercise any authority delegated to it by the Governor under said Chapter 639.
SECTION 2. DIRECTOR OF CIVIL DEFENSE. The department shall be under the direction of a director of civil defense (hereinafter called the "director") who shall be appointed as prescribed by law. The director shall have direct responsibility for the organization, ad- ministration and operation of the department, subject to the direction and control of the appointing authority, and shall receive such salary as may be fixed from time to time by the appointing authority. The director may, within the limits of the amount appropriated therefor, appoint such experts, clerks and other assistants as the work of the de- partment may require and may remove them, and may make such expenditures as may be necessary to execute effectively the purposes of Chapter 639, Acts of 1950.
