Article 44 taken up. (For Construction of Ways)
On motion duly made and seconded, it was unanimously
Voted: That the sum of three hundred twenty-seven thousand seven hundred eighty and 44/100 (327,780.44) dollars be and hereby is appropriated for the original construction of public ways, the laying out of which is accepted at this meeting, including land damages, and the cost of payments and sidewalks laid at the time of such construction, all under the provisions of law authorizing the assessment of betterments; that for this purpose the sum of fifty-two thousand seven hundred eighty and 44/100 (52,780.44) dollars be raised by general tax, and for the balance two hundred seventy-five thousand (275,000.) dollars the Treas- urer, with the approval of the Selectmen, be and hereby is authorized to borrow the said sum of two hundred seventy-five thousand (275,000.) dollars and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of section 19 of chapter 44 of the General Laws and all Acts in addition thereto or amendment thereof, so that the whole loan shall be paid in not more than ten (10) years from the date of issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may determine; and further that the said sum of three hundred twenty-seven thousand seven hundred eighty and 44/100 (327,780.44) dollars be expended under the direction of the Board of Public Works, substantially as follows:

Voted: That the Joint Board of Selectmen and Board of Public Works be and hereby is authorized and empowered on behalf of the Town, to purchase or take by eminent domain or otherwise acquire, easements in land adjoining the location of ways, the laying out of which is accepted at this meeting, consisting of the right to have the land of said location protected by having the surface of such adjoining land slope from the boundaries of said locations; that for this purpose the sum of twenty-two hundred (2,200.) dollars be and hereby is ap- propriated; said sum to be raised by general tax and expended under the direction of said Joint Board.

Article 46 taken up. (Claims or Charges of Symmes Arlington Hospital)

Voted: That the Moderator be and hereby is instructed to appoint a committee of six, consisting of one member of the Library Trustees and one member from each of the following five precincts, Precincts 1-2-3-4 and 5, for the purpose of investigating, considering, and making recommendations for the purchase, taking by right of eminent domain or otherwise of a suitable site in East Arlington for the construction of a new building or reconstruction of an existing building to be used as a branch library; said committee to report at the next special Town Meeting, if any, but not later than the Annual Town Meeting of 1951; and that the sum of one hundred ($100.) dollars be and hereby is ap- propriated for the necessary expenses to be incurred by said com- mittee; said sum to be raised by general tax.

On motion duly made and seconded, it was
Voted: That the sum of fourteen thousand three hundred ($14,300.) dollars be and hereby is appropriated for the purpose of making alter- ations, improvements, or reconstruction of the present Junior High School East for cafeteria and other facilities; and to provide furniture, equipment, and lighting for said cafeteria and other facilities; said sum to be raised by general tax and expended under the direction of the school Committee.
There being no further business under Article 49, the Moderator declared it disposed of.
Article 50 taken up. (Sale of Land Owned by Town-Pheasant Avenue)
The Finance Committee recommended the following:
That the Town does hereby abandon the purposes for which the land on Pheasant Avenue, now owned by the Town, was taken, said land contains about 3.23 acres and is shown upon a plan marked "Plan of proposed school site on land of Mary J. Dickson, Arlington, Mass., scale 1"=40', Mar. 21, 1927, Geo. E. Ahern, Town Engineer", recorded in the Town Engineer's Office and as more particularly described in Article 50 of the Town Warrant; and that the Board of Selectmen be and hereby is authorized and empowered in the name and on behalf of the Town, to sell and convey at public auction said parcel of land or the Town's interest therein, and upon such terms and conditions as the said Board of Selectmen may consider proper.
Robert M. Boyd offered the following substitute motion, duly seconded :
"That no action be taken under this article",
which on being put to a vote, following extended discussion, was declared lost by the Moderator.
Charles A. Armitage of the Finance Committee then offered the following substitute motion for the original motion of the Finance Committee, duly seconded:
That the Town does hereby abandon the purposes for which the land on Pheasant Avenue, now owned by the Town, was taken.
