To hear and act upon the report of the Planning Board, said report to be made in pursuance of the vote of the Town passed under Article 27 of the Annual Town Meeting in 1949,-for the purpose of studying the Arlington Center Area-and to see if the Town will in principle or in substance, approve a plan or plans for street construc- tion and other changes for the control of traffic in said area, and to see if the Town will authorize and instruct the Joint Board of Selectmen and Board of Public Works to petition the proper departments of the Com- monwealth of Massachusetts and County of Middlesex, and do such other acts and deeds as may be expedient, to the end that such land as may be necessary may be taken and the streets altered, relocated or con- structed for the improvement and control of traffic flow in said area; or take any action relating to any or all of the foregoing.

Article 58. To see if the Town will amend its Zoning By-Law by inserting a new section as follows :-
"Section 12 A. Location of Private Garages." Private garages shall be located not less than five feet from any other building except that such garages of first or second class fire protected construction may be located adjacent to any other building.

Article 59. To see if the Town will amend its Zoning By-Law in the following respects:
1. By striking out, in the Schedule of Heights and Area Regulations under the heading "Front Yard Minimum Depths in Feet," the note reading "these requirements also apply to garages," and substituting in place thereof the following new note: "These front yard set back requirements of 25 feet for residence A and 20 feet for Residence B Districts also apply to garages,"; and also under the same heading by striking out the sentence reading "No building on the same lot shall be less than 15 feet away from any other building in Residence A, B & C Districts, all other Districts not less than 10 feet," and substituting in place

2. By striking out section 15-B entitled "Parking Spaces" and sub- stituting in place thereof the following new paragraph 15-B. Parking Spaces
In the Residence C Districts, automobile parking spaces shall be required off-street on land associated with each residential structure containing dwellings for three or more families erected after the date of adoption of this amendment, accessible and usable spaces to be available in the ratio of at least 250 square feet of such space (open or covered) for each dwelling unit in each such structure. Said off-street parking spaces shall not be within 15 feet of any street line nor in the front yard of any building un- less within an underground basement garage not opening directly onto the frontage street. All parking facilities so provided are to be for the exclusive use of residents of the property or their guests.
3. By striking out section 15-3 entitled "parking spaces" and sub- stituting in place thereof the following new paragraph 15-3. Parking Spaces

Article 61. To see if the Town will amend its Zoning By-Law by altering the zoning map therein referred to so as to include in the Indus- trial District all or any part of the area now included in the Residence B. District and being bounded and described as follows:
Beginning at a point on the center line of Garden Street, said point being 100 ft. easterly of the easterly side line of Mystic Street and on the boundary line of the business A district, thence southeasterly on said center line of Garden Street on a curve to the right with a radius of 120 ft. a distance of 178 ft. more or less to a point of tangency in said center line of Garden Street, thence continuing southeasterly on said center line of Garden Street a distance of 40 ft. more or less to a point opposite the southerly boundary line of lot 35, thence westerly across said Garden Street and on said southerly boundary line of lot 35 a distance of 119.4 feet more or less to the boundary line of the business A district, thence northerly on said boundary line of the business A district and by the westerly boundary line of lots 35, 36, 37, 38, 39 and 40, and through Garden Street, a distance of 155 ft. to the point of beginning.

Article 63. To see if the Town will make an appropriation of a sum of money to be expended under the direction of the Board of Selectmen for the purpose of providing suitable headquarters for the Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington, determine in what manner the money shall be raised and expended or take any action relating thereto.

Article 64. To see if the Town will authorize taking a sum of money voted for the appropriations heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the treasury and will authorize the Assessors to use free cash in the treasury in any available funds to that amount in the determin- ation of the 1950 tax rate.
And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwel- ling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the town previous to the day of the meeting for the election of officers and by posting an at- tested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.

ANNUAL TOWN ELECTION, MARCH 6. 1950
In pursuance of the foregoing warrant the inhabitants of the Town of Arlington, qualified to vote in elections, met at the polling places designated for the several precincts in said Town on Monday, the sixth day of March, 1950, at seven o'clock in the forenoon.
After the records of the canvass and counting of the votes by the election officers was completed, all ballots cast were enclosed in con- tainers, each of which was sealed in such manner as to effectively lock the containers, and were directed by the Town Clerk to be impounded at the Police Station.
