Prior to the closing of the Warrant for the Annual Town Meeting, the Board, after duly considering the merits of all applications received and determining the maximum size of a program that could be handled by the departmental facilities at their disposal, voted their intention to recommend twenty-eight of these streets for acceptance and construc- tion.
Public hearings were scheduled as required by law and as a result of these hearings the Board ultimately adopted the necessary order for laying out twenty-two of these ways for acceptance as public streets.
At the Annual Town Meeting in March an appropriation in the amount of $327,780.44 was voted for the construction of these streets and $275,000. of this sum was floated as a bond issue, not to exceed a period of ten years, at an interest rate of 11/4%, in an effort to keep the cur- rent tax rate as low as possible.
The Board of Public Works despite the limited amount of road building equipment at their disposal, undertook the construction of thirteen of these streets and have completed all but one of these ways, which involved an unusual drainage problem, during the past year. Only nine streets were permitted to be built by private contract and

the indications of a substantial saving to the Town are evidenced by their efforts.
Contracts were awarded under the provisions of Chapter 90 of the General Laws for the repair and reconstruction of both sides of Mass- achusetts Avenue, from Mt. Vernon Street to Lowell Street, the northerly side of Massachusetts Avenue, from Central Street to Franklin Street, the southerly side of Massachusetts Avenue, from Pleasant Street to Franklin Street, and Broadway, from Medford Street to Bates Road. The State and County participated in the cost of these improvements with an allotment from the State in the amount of $28.800. and the Town and County each contributing $14,400. as their proportionate share. Detailed accounts of this construction may be found in the report of the Board of Public Works.
Request has again been made of the State and County by the Joint Board for projects to be considered under Chapter 90 for 1951, for the following locations and subsequent allotments:

Following the precepts established in the past year, the Board has again recommended a street construction program with a total of twenty-three applications received for the Board's consideration.
Many of these applications have repeatedly been presented through- out the years but because of regulations in existence for several decades, the Board has been forced to reject such applications. The principal bar to the acceptance of a street concerned a ruling whereby no such way could be considered by the Board unless preliminary grading had been completed to conform with 6" of the established Board of Sur- vey grade for its entire width. In the event such preliminary grading had not been completed by the original developer of the property, it resolved itself into a problem for the abutting owners to complete this work by private contract at their own expense. In many instances it was found that these portions of streets which were not excavated to grade consisted of ledge and there has been a reluctance upon the part of property owners residing in these areas to enter into negotiations for its removal, due principally to the fact that such procedure was alien to the ordinary layman.
The Board has been sympathetic to the difficulties encountered by these residents of the Town and in an effort to alleviate a situation which could well preclude a street, coming within this category, from

ever being constructed, has adopted a new policy whereby the cost of any excavation above the approved Board of Survey grade of a street will henceforth be included in the estimated cost of construction and such cost will be borne in its entirety by the abutting owners and such excavation will subsequently be included at the time the street is constructed.
In view of the above policy applications are being recommended by the Board which hitherto have received no consideration and as a result, the street construction program for 1951, although not as large as the current program, will again prove to be substantial.
SIDEWALKS AND EDGESTONES
The Board of Public Works, in accordance with its steadfast policy, has continued the installation of granolithic sidewalks and granite edgestones, under the provisions of law authorizing the assessment of betterments. An appropriation of $15,000. was made at the Annual Town Meeting to further this program.
Applications for this work continue to exceed the yearly appropria- tions, and as a result, this program is approximately two years behind schedule.
Residents of Summer Street Boulevard, an artery of the State High- way system, submitted a petition for the installation of sidewalks and edgestones in this area and the Board, in an effort to cooperate, entered into a joint undertaking with the State Department of Public Works for such installation. Sections on the southerly side of Summer Street Boulevard, from Overlook Road to Forest Street, and on the northerly side of Summer Street Boulevard, from Park Avenue Extension to Wright Street, were selected for such construction, with the State appropriating an amount of $11,000. on condition that the Town appro- priate a like amount. This appropriation of $11,000. as the Town's share was approved at the Annual Town Meeting.
Although no actual construction has yet been instituted, due to lack of materials, completion has been planned for 1951.
STREET LIGHTING
The street lighting program has been continued, in accordance with the prevailing practice, in adequately lighting the public and private ways of the Town.
Arrangements have been completed and additional illumination has been provided on Pleasant Street, from the Concord Turnpike to Mass- achusetts Avenue, and on Medford Street, from Massachusetts Avenue to Mystic Valley Parkway.
Despite the fact that the annual cost of street lighting amounts to more than $70,000., the Boston Edison Company has petitioned the Massachusetts Department of Public Utilities for an increase in rates and installation supplied for this service. A public hearing has been scheduled for the early part of 1951 and if such increase is granted, will amount to a substantial increase for this commodity to the Town.

ITEMS OF GENERAL INTEREST
At the Annual Town Meeting held in March of 1950, the Planning Board introduced, through a Warrant article, a plan involving a two year study for the widening, reconstruction and construction of streets in Arlington Center which was intended to alleviate traffic congestion in this area. The streets affected were a portion of Mystic Street, Prescott Street, Chestnut Street and the creation of a new way between Massachusetts Avenue, opposite Pleasant Street and the junction of Mystic Street and Summer Street. By the unanimous vote of the Town Meeting, the Joint Board was authorized and empowered to petition the County Commissioners for plans and the estimated cost of such a project. Acting in accordance with such authorization, the Board filed the necessary petitions on June 26, 1950, following an informal hearing attended by the County Commissioners and the Joint Board on Tuesday, June 20, 1950, at which time instructions for such filing were dis- seminated in accordance with the provisions of the General Laws. Subsequently a public hearing was held at the Robbins Memorial Town Hall on September 26, 1950, at which time the County Commissioners heard all interested parties.
A second hearing, as required by law, has as yet not been scheduled and it appears that such hearing will not be held until the surveys, plans and estimates are completed for this project by the County Engineering staff.
The usual petitions were received from the various utility companies for the location, relocation, alteration and transfer of poles, conduits and mains, including both overhead and underground installations. Hearings were held when required and the necessary orders adopted.

Report of the Town Engineer
To the Honorable Joint Board of Selectmen and Board of Public Works Town Hall Arlington, Mass.
Gentlemen:
The following is the annual report of the operations in the Engineer- ing Department for the year ending December 31, 1950.
This department was taxed beyond capacity in 1950 because of the construction of twenty five newly accepted streets, the large number of sewer, water and storm drain main extensions, building applications, lien requests, several takings, benefited area, acceptance and construction plans in addition to an unusual amount of miscellaneous work.
It has been impossible to keep the records and plans of installation of underground structures up to date and we have been delayed in the levying of assessments for various projects because of lack of employees which is due primarily to the low wage scale now in force
It was necessary for the employees of this department to work overtime in order to keep pace with plans and calculations that were absolutely necessary and that could not be delayed until some future date.
The time thus spent amounted on an average of sixty hours per week for the entire year.
Private Engineering Concerns were engaged to assist in carrying on the work and this helped materially but it is a practice that should be avoided because of the heavy expense involved.
I wish to take this opportunity to express my appreciation of the cooperation of the various Board members, Town officials and employees of the Department.
Annexed to this report is a table of general statistics pertaining to the Town and a list of public and private streets as of January 1, 1951.
