Article 4. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anti- cipation of the revenue of the financial year beginning January 1, 1962, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be givenfor a period of less than one year in accord- ance with Section 17, Chapter 44, General Laws.
Article 5. To see if the Town will make an appropriation or appropria- tions to pay the claims or charges of Symmes Arlington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1961, to persons falling into distress and standing in need of immediate re- lief; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 6. To see if the Town will amend Schedule A of the Classifica- tion Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By- Laws and as amended under any article of the Warrant for this meet- ing, by increasing all money figures contained therein by approximately four percent (4%) to the nearest even dollar or $208.00, whichever is the greater, in the annual salary schedule, and $4.00 or approximately four per- cent (4%) to the nearest even daily rate, whichever is the greater, in the weekly salary schedule, and by increasing the compensation of regularly employed part-time employees by approximately four percent (4%) to the nearest dollar; said amendment to be effective April 1, 1961; appropriate the sum of $93,750.00 to be expended by the various departments affected; and determine in what manner the money shall be raised.

Article 14. To see if the Town will amend Schedule A of the Classifica- tion Plan, as established by Article 7C of the By-Laws, by adding the classi- fication of Supervisor of Technical Services, Grade LS 6.

Article 15. To see if the Town will amend Section 3, of Article 7C of the By-Laws, by adding the following sentence at the end thereof:
"Requests to the Personnel Board for amendments to the Classifica- tion and Pay Plan or for any other amendments to this By-Law at any Annual Meeting shall be in writing and received by the Personnel Board on or before November 1st of the year preceding such Annual Town Meeting in order to be considered by said Board."

To see if the Town will vote to amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by reallocating Senior Building Custodian from Grade MC4 to Grade MC5 and by reallocating Senior Building Custodian (Junior High, Library and Town Hall) from Grade MC5 to Grade MC6; said amendments to be effective April 1, 1961; appro- priate the sum of $2,652.00 to be expended by the various departments affected; and determine how the money shall be raised; or take any action relating thereto.

Article 18. To see if the Town will vote to appropriate the sum of Ninety-Four Thousand Six Hundred and Thirty-Eight ($94,638.00) Dollars to provide Group Health, Hospital, Medical and Surgical Insurance benefits for certain persons in the employ of the Town of Arlington and their dependents in accordance with the provisions of Chapter 32B of the General Laws of Massachusetts, as amended; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 19. To see if the Town will vote to amend Section 13 of Article 7C of the Town By-Laws entitled "Vacation Leave" by deleting sub-section 3 of said Section 13 and inserting the following new section thereof:
3. Department heads shall allow vacations with pay to employees who have met the requirements set forth above, as follows:
A. Two calendar weeks for employees, except professional librarians and library assistants, who have less than five years of service with the Town.
B. Three calendar weeks vacation for employees, except professional librarians and library assistants who have served not less than five years of continuous full time service with the Town, said five years service to be completed prior to July 1 of the year preceding that for which such third week vacation shall be granted.

C. Four calendar weeks vacation for employees, except professional librarians and library assistants, who have served not less than fifteen years of continuous full time service with the Town, said fifteen years service to be completed prior to July 1 of the year preceding that for which such fourth week's vacation shall be granted.
D. Four calendar weeks vacation for professional librarians.
E. Three calendar weeks vacation for libary assistants. Provided, however, that any library assistant who has served not less than fifteen years of continuous full time service with the Town shall be entitled to a vacation of four calendar weeks, said fifteen years to be completed prior to July 1 of the year preceding that for which such fourth week's vacation shall be granted.

To see if the Town will accept the laying out of a Town way from Windmill Lane to Cherokee Road, substantially in the location of the private way known as Old Colony Road, as made and filed in the office of the Town Clerk by the Board of Selectmen under the provisions of law authoriz- ing the assessment of betterments; establish said way; make an appropriation for said laying out and the construction of said way; determine in what man- ner the money shall be raised; or take any action relating thereto.
