Section 6. On all questions submitted for the consideration of the Town Meeting, there shall be a roll call vote when requested by twenty or more Town Meeting Members present at the meet- ing. All roll call votes shall be recorded so as to indicate the individual vote of each Town Meeting Member who shall have voted. ARLINGTON TOWN REPORT
Article 77. To see if the Town will vote to appropriate the sum of five thousand dollars ($5,000.00) for the purpose of obtaining architectural and engineering services in connection with a survey of possible remodeling work in the old section of the High School, the Cutter and Locke elementary schools and any other school buildings in the Town of Arlington; said sum to be expended under the direction of the committee appointed under Article 8 of the Warrant for the Special Town Meeting held on March 15, 1954; determine in what manner the money shall be raised or take any action re- lating thereto.

Article 78. To see if the Town will make an appropriation for further alterations and improvements to and reconstruction of part of the Robbins Library to restore, increase and improve existing library facilities; deter- mine in what manner the money shall be raised and expended, or take any action relating thereto.

Article 79. To see if the Town will vote to authorize and direct the Board of Selectmen to sell, convey or otherwise dispose of the parcel of land with the building thereon, to Arlington Post 1775, Veterans of Foreign Wars of the United States, Inc. for the use of said veterans organization as quarters, said parcel of land with the building thereon is located on Railroad Avenue, and is referred to as the former railroad station, at Arlington Center, of the Boston and Maine Railroad.

Article 80. To see if the Town will vote to authorize and direct the Board of Selectmen to sell, convey or otherwise dispose of the parcel of land, to Arlington Post 1775, Veterans of Foreign Wars of the United States, Inc. hereinafter described. Said parcel of land is owned by the Town of Arlington and is that land in the immediate vicinity of the Winslow Street side of the railroad station situated on Railroad Avenue; bordered on the west by Russell errace; on the north by Winslow Street; on the east on land owned by the' Town of Arlington and on the south by land owned by the Boston and Maine Railroad.

Article 81. To see if the Town will make an appropriation to be ex- pended under the direction of the Town Clerk, for the purpose of defraying the expense of advertising and other incidental costs relating to the By-Laws voted at this Town Meeting; determine in what manner the money shall be raised; or take any action relating thereto.
Article 82. To see if the Town will vote to make an appropriation for the purpose of providing ornamental and additional light to the streets in the business area of the Town during the Christmas holiday season; determine in what manner the funds shall be raised and expended; or take any action relating thereto.

Article 83. To see if the Town will make an appropriation of a sum of money to be expended under the direction of the Board of Selectmen for the purpose of providing suitable headquarters for the Lt. Article 84. To see if the Town will make an appropriation to be added to the Stabilization Fund created under Article 73 of the Warrant for the 1958 Annual Town Meeting in accordance with the provisions of Massachusetts General Laws (Ter. Ed.), Chapter 40, Section 5B, as amended; determine in what manner the money shall be raised; or take any action relating thereto.
Article 85. To see if the Town will authorize taking a sum of money voted for the appropriation heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the trea- sury and will authorize the Assessors touse free cash in the treasury in any available funds to an amount not exceeding $325,000.00, in the determination of the 1961 tax rate.
And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.
Hereof, fail not, and make due return of the War- rant, with your doings thereon, to the Town Clerk before the day of said meeting.

By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said Warrant to be left at every dwelling house in the Town, previous to the day of the meeting for the election of officers and by posting an attested copy of said Warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.

ARLINGTON TOWN REPORT
ANNUAL TOWN ELECTION
In pursuance of the foregoing Warrant, the inhabitants of the Town of Arlington, qualified to vote in elections, met in the polling places designated by the Board of Selectmen for the several precincts in said Town on Monday, March 6, 1961, at seven o'clock in the forenoon.
Upon receipt of the returns as made by the election officers of the several precincts, they were canvassed by Miss Ann Mahon, Town Clerk, Messrs. Timothy J. Buckley, Arthur P. Wyman and Joseph H. Cormier, Registrars of Voters, assisted by Miss Mary A. Farrington, Assistant Regi- strar of Voters, and the results were announced at 7:30 A.M. on Tuesday, March 7, 1961, as follows:

All used and unused ballots, tally sheets, total vote sheets, voting lists, and all other records pertaining to the Town Election, properly signed and sealed, were delivered to the Town Clerk to be preserved by her during the time required by law.
The persons declared elected town officers, including town meeting members, were notified as required by the General Laws.

ARLINGTON TOWN REPORT
The results of the count of votes cast at the Town Election were for- warded to the Secretary of the Commonwealth.
In accordance with Section 132 of Chapter 54 of the General Laws, the total number of voters checked on the voting lists in each precinct was for- warded to the Secretary of the Commonwealth.
In connection with the work of the Department of Corporations and Taxation, a list of Town Officials was forwarded to the Director of Accounts.
ANNUAL TOWN MEETING - MARCH 20, 1961
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers as re- quired by the Town's By-Laws, the town meeting members met in the Town Hall, in said Town, on Monday, March 20, 1961, at eight o'clock in the even- ing. The Warrant calling the meeting served as the notice sent by mail to the town meeting members by the Town Clerk.
Certificates were filed with the Town Clerk by the Chairman and Clerks of Precincts 13 and 14 relative to meetings held on March 16 and March 20, respectively, and of the elections to fill town meeting vacancies until the next annual election, as follows:
Precinct 13 - Joseph J. Doyle, 48 Peirce Street, to fill the vacancy arising from the failure of the registered voters in such precinct to elect the full number of town meeting members;
Precinct 14 - Ruth S. Milley, 37 Golden Avenue, to fill the vacancy arising from the resignation of Dorothy A. Vahey, whose term was to expire in 1962.
Lists of the duly qualified town meeting members were used at the en- trances to the meeting place and were in charge of Mary A. Farrington and James. E. Sweeney. The lists contained the names of two hundred forty-two (242) town meeting members and nine (9) town meeting members at large qualified to participate and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred twenty-two (222) town meeting members and nine (9) town meeting members at large (92% of total-251) attended the meeting.
Philip H. Burt was sworn by the Town Clerk as Stenographer to im- partially and correctly report the proceedings of the meeting to the best of his ability.
The Moderator, Lawrence E. Corcoran, declaring a quorum present, called the meeting to order at 8:07 P.M.
The meeting was opened with the singing of "The Star Spangled Banner" by the assembly accompanied by Mr. Anton Kovar, pianist, and Mr. Richard Laman, trumpeter, both of the School Department.
The invocation was given by Reverend Halsey I. Andrews, Rector of Saint John's Episcopal Church.
