Article 55. To see if the Town will make an appropriation for the con- version of the Towns Radio Broadcasting and Receiving System in accordance with the directive contained in Docket #12295 of the Federal Communications Commission; determine in what manner the money will be raised and ex- pended; or take any action relating thereto.

To see whether the Town will declare that there is a need for Urban Renewal in the Town; whether the Town will delegate to the Arling- ton Housing Authority the powers of Urban Renewal; whether a sum of money shall be appropriated for the use of said Housing Authority to formu- late a Workable Program and prepare the Survey and Planning application for Federal Assistance; or take any action relating thereto.

Said parcel of land containing 1966 square feet of land according to said plan and is more particularly bounded and described as follows:
Easterly by Washington Street, as shown on said plan 87.17 feet;
Southerly by two curved lines bounding Lot 59 on said plan measuring respectively 33.31 feet and 20.42 feet;
Westerly by the Prop. Extension of Dodge Street, as shown on said plan 37.05 feet; and
Northwesterly by a line shown on said plan 39.72 feet.

Article 68. To see if the Town will amend its Zoning By-Law by strik- ing out the definition of "Story" appearing in Section 6 and inserting the following definition:
"Story" -- That part of a building between any floor and the floor or roof next above.
For the purpose of this by-law, where a building is not divided into stories, a story shall be considered fifteen feet in height, provided that steeples, penthouses, cupolas, stage lofts, etc., shall not be considered as additional stories. A basement or cellar, the ceiling of which extends more than four feet, six inches above the average finished grade, shall be a story within the meaning of this by-law. However, a basement or first floor which is not occupied by any family for dwelling purposes, except by a janitor and his family, but is used for parking, lobby, stairwell, elevator well, laundry, storage or like purposes, shall not be a story within the meaning of this by- law.

To see if the Town will authorize and direct the Board of Selectmen to amend the terms and conditions of a deed given by the Town to the Roman Catholic Archbishop of Boston, conveying certain land on Summer Street, which deed is dated September 30, 1957, recorded with the Middlesex South District Registry of Deeds in Book 9035, Page 466, by strik- ing out the condition number 2 in said deed, reading as follows:

"2) Said land shall be used by St. Agnes Catholic Church and School of Ar- lington for High School purposes only and said school shall be built within five (5) years from the date of transfer of the land, or title to same shall revert to the Town as part of its public parks upon reim- bursement to the grantee of the purchase price of said land;"
and in place thereof substituting the following:
"2) Said land shall be used by St. Agnes Catholic Church and High School of Arlington for educational and/or athletic purposes, including use of said land for an athletic field and athletic activities of Arlington Catholic High School, such use to commence within five (5) years from the date of the transfer of the land, or title to the same shall revert to the Town as part of its public parks upon reimbursement to the grantee of the purchase price of said land;"
and will authorize and direct the said Board of Selectmen to execute, ac- knowledge and deliver in the name and behalf of the Town any and all instru- ments necessary or convenient to carry out the purposes of this article; or take any action relating thereto.
