The Town Meeting Members who had not previously been sworn were thereupon sworn by the Moderator.


There being no objection to the request of Mr. John O. Parker, Chair- man of the Board of Selectmen, permission was granted by general consent for Messrs. Article 4. (Treasurer; Power to Borrow)


VOTED: (Unanimously) That the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1962, in anticipation of the revenue of the financial year begin- ning January 1, 1962 and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws and any amendments thereof; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1962.


There being no further business under Article 4, the Moderator de- clared it disposed of.


Article 5. (Claims or Charges of Symmes Hospital)


VOTED: (Unanimously) That the sum of forty-six thousand three hun- dred twenty-seven and 46/100 (46,327.46) dollars be and hereby is appro- priated to pay claims and charges of Symmes Hospital, including such claims and charges for aid, relief or care furnished prior to January 1, 1961 to persons falling into distress and standing in need of immediate re- lief; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 5, the Moderator declared it disposed of.


Article 6. (Amendment of Town By-Laws - Classification and Pay Plan.)


VOTED: That the Classification Plan - Schedule A and Pay Plan - Schedule B as established by Article 7C of the By-Laws and as amended under any article of the Warrant for this meeting, be and hereby are amended by increasing all money figures contained therein by approximately four percent (4%) to the nearest even dollar or two hundred and eight (208)

dollars, whichever is the greater, in the annual salary schedule, and four (4.00) dollars or approximately four percent (4%) to the nearest even daily rate, whichever is the greater in the weekly salary schedule; and by in- creasing the compensation of regularly employed part-time employees by approximately four percent (4%) to the nearest dollar; said amendment to become effective April 1, 1961; and that for this purpose the sum of ninety three thousand seven hundred and fifty (93,750) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the departments affected.

Article 7. (Amendment of Town By-Laws - Classification and Pay Plan.)

VOTED: That the Classification Plan, known as Schedule A of Article 7C of the By-Laws be and hereby is amended by striking out "(10c per hour additional when operating power shovel, power grader and power sweeper)" where it appears after "Motor Equipment Operator, Grade 3" and inserting in place thereof "(10g per hour additional when operating power shovel, power grader, power sweeper, and bulldozer on sanitary fill)"; said amend- ment to become effective April 1, 1961; and that for this purpose the sum of one hundred fifty six (156) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the depart- ment affected.

Article 11. (Amendment of Town By-Laws - Classification and Pay Plan.)


VOTED: (Unanimously) That the Classification Plan, known as Schedule A of Article 7C of the By-Laws be and hereby is amended by reallocating Timekeeper from Grade MC 4 to Grade MC 5; said amendment to become effective April 1, 1961; and that for this purpose the sum of one hundred sixty four (164) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the department affected.


There being no further business under Article 11, the Moderator de- clared it disposed of.


Article 12. (Amendment of Town By-Laws - Classification and Pay Plan.)


VOTED: (Unanimously) That the Classification Plan, known as Schedule A of Article 7C of the By-Laws be and hereby is amended by reallocating General Public Works Foreman from Grade AG 8 to Grade AG 9; said amendment to become effective April 1, 1961; and that for this purpose the sum of two hundred sixty-seven (267) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the department affected.

VOTED: (Unanimously) That the Classification Plan, known as Schedule A of Article 7C of the By-Laws be and hereby is amended by reallocating Supervisor of Custodians and Maintenance from Grade AG 13 to Grade AG 14; said amendment to become effective April 1, 1961; and that for this purpose the sum of two hundred thirty-six (236.00) dollars be and hereby is appro- priated, said sum to be raised by general tax and expended under the direc- tion of the department affected.

Article 14. (Amendment of Town By-Laws - Classification and Pay Plan.)


VOTED: That the Classification Plan, known as Schedule A of Article 7C of the By-Laws, be and hereby is amended by adding the classification of Supervisor of Technical Services, Grade LS 6.

VOTED: That Section 3 of Article 7C of the By-Laws be and hereby is amended by adding the following sentence at the end of Section 3, "Requests to the Personnel Board for amendments to the Classification and Pay Plan or for any other amendments to this By-Law at any Annual Meeting shall be in writing and received by the Personnel Board on or before November 1st of the year preceding such Annual Town Meeting in order to be considered by said Board."

A substitute motion offered by Edward J. Dever, Jr., town meeting mem- ber from Precinct 7, was seconded and declared carried on a standing vote, 109 having voted in the affirmative and 105 in the negative. VOTED: To see if the Town will vote to amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by reallocating Senior Building Custodian from Grade MC 4 to Grade MC 5 and by reallocat- ing Senior Building Custodian (Junior High, Library and Town Hall) from Grade MC 5 to Grade MC 6; said amendments to be effective April 1, 1961; appropriate the sum of $2,652.00 to be expended by the various departments affected; and determine how the money shall be raised; or take any action relating thereto.
