Report of The Protective By-Law Review Committee
The Protective By-Law Review Committee has held several meetings during the last few months and has kept close watch over those changes adopted at last year's Town Meeting.
After study by this Committee, it was deemed advisable to offer an Article tightening up the cottage-colony require- ments, and also to recommend that certain changes be made in the Building Code, which we believe will improve this code.
We suggest that the Articles pertaining to both the Building Code and Zoning be approved.

MINUTES OF ANNUAL TOWN MEETING
February 17, 1958
The Annual Town Meeting was called to order at 7:00 P.M. by the Moderator Prince H. Hurd, Jr. The Rev. Harold Arnold offered a prayer and the call of the meeting was read by the Town Clerk, the reading of the warrant being omitted. Harold Jennings and Harold Arnold were appoint- ed as tellers and duly sworn by the Town Clerk.
Article 1. Voted : to have a blackboard at the front of the hall showing the effect on the tax rate of the various articles in the warrant. Unanimous Vote.
Article 2. Voted: to elect a Town Director for the Cape Cod Extension Service and to nominate Joseph L. Putnam as such.
Article 3. Voted : to place the refunded dog tax at the disposal of the Public Library.
Article 4. Voted : to authorize the Treasurer, with the approvel of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958 and issue a note or notes there- for payable in one year, and renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. Unanimous Vote.
Article 5. Voted : to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of re-imbursement for the financial year

beginning January 1, 1958 and to issue a note or notes therefore payable in one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. Unanimous Vote.
Article 6. Voted : to raise and appropriate the sum of $500.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be residents of the town and unable to pay for such care and treatment in accordance with Chapter 111, Section 74, General Laws. Unanimous Vote.
Article 7. Voted: to authorize the Selectmen to sell property taken under Tax Title procedure by the town and to raise and appropriate the sum of $500.00 for this pur- pose. Unanimous Vote.
Article 8. Voted: to pay a bounty of .50 each for woodchucks killed within the Town's boundaries during the ensuing year and raise and appropriate the sum of $30.00 for this purpose. Unanimous Vote.
Article 9. Voted : to raise and appropriate the sum of $4,000.00 to meet the Town's share of Chapter 81 Highways work, and that in addition the sum of $11,000.00 be trans- ferred from unappropriated available funds in the treasury to meet the State's share of the work, the re-imbursement from the State to be restored upon receipt to unappropri- ated available funds in the treasury. Unanimous Vote.
Article 10. Voted : to raise and appropriate the sum of $800.00 for the purchase of a police cruiser and the present cruiser to be traded in as a credit towards the new one. Unanimous Vote.

Article 29. Voted: to amend the zoning by-law by establishing a "permissive use" area as follows :

From the Orleans-Eastham town line to the Eastham- Wellfleet town line along Route 6 to a depth of 500 feet on each side of the highway taking however, the area shall extend Easterly to the Westerly sideline of the Old Colony Railroad land north of the intersection of said railroad and the highway.
Reference to said permissive use area to be inserted in Section II Designated sub-paragraph - D.

ANNUAL ELECTION, FEBRUARY 18, 1958
The annual election of Town Officers was held this day in the Eastham Town Hall, the meeting being called to order at 10:00 o'clock A.M., by the presiding officer, Luther P. Smith.
The following officers having been appointed to serve as election officers were duly sworn to their duties by the Town Clerk :

In the name of the Commonwealth of Massachusetts, you are hereby directed to warn and notify the inhabitants of said Town qualified to vote in elections and Town affairs to meet at the Town Hall on Wednesday, the Seventh day of May at 8:00 o'clock in the evening, then and there to act on the following articles in the warrant.

May 7, 1958
Pursuant to the foregoing warrant the voters met in the Eastham Auditorium and there being a quorum present, the meeting was called to order at 8 o'clock p.m. by the Moderator Prince H. Hurd, Jr.

Voted : to appropriate from available funds in the Treasury the sum of $1,000.00 to purchase beach land for a bathing beach and parking lot at Coast Guard Beach, said land as shown as Lot 31 of Block 17 on the Assessors' Map to be purchased from Dr. Edward P. Richardson, Jr., Mr. Elliott Richardson and Dr. George S. Richardson, heirs of Dr. Edward P. Richardson for their rights and title see Book 475 Page 64 in the Barnstable Registry of Deeds.

Voted : to appropriate from available funds in the Treasury the sum of $1,000.00 to purchase land, shown as Lot 4 Block 16, Nauset Beach Plan No. 2 on the Assessors' Map from Ada Vidler and Robert D. Vidler; for their right and title see Book 579 Page 410 in the Barnstable Registry of Deeds, and also a parcel of land shown as Lot B on land Court Plan #17649 from Robert D. Vidler and Helen B. Vidler ; for their right and title see Book 39, Page 47 at the Barnstable County Registry of Deeds. Unanimous Vote.
Article 3. Voted : to appropriate from available funds in the Treasury the sum of $400.00 to purchase land shown as Lot E-2 on Land Court Plan #8939D and also shown as

Lot 26 of Block 17 on the Assessors' Map from Mrs. Bertha Dill; for her rights and title see Probate #33860. Unanimous Vote.
Article 4. Voted : to appropriate from available funds in the Treasury the sum of $4,000.00 to be spent to repair the approaches to Boat Meadow Bridge (so called) under the provisions of Chapter 90; $1,000.00 being the Town's share, $2,000.00 the State's share and $1,000.00 the County's share, said State and County share to be re-imbursed to the Town later. Unanimous Vote.
Article 5. Voted : to appropriate from available funds in the Treasury the sum of $2,500.00 the to be used in the grading and hard-topping of partial area of the land pur- chased under Article 2 and 3.

To Harvey T. Moore Constable of the Town of Eastham, in the County of Barnstable.
In the name of the Commonwealth of Massachusetts, you are hereby directed to warn and notify the inhabitants of said Town qualified to vote in elections and Town affairs to meet at the Town Hall on Monday, the Twenty-Sixth (26) day of May at 8:00 o'clock in the evening, then and there to act on the following articles in this Warrant.
Article 1. To see if the Town will vote to express approval or disapproval of the amount of debt, namely $1,500,000 authorized by the original district school commit- tee of the Eastham-Orleans-Wellfleet Regional School Dis- trict on May 16, 1958.
