NOTICE OF TOWN OFFICE HOURS
The Town Clerk, Treasurer and Tax Collector's office hours are 9 to 12 A.M. and 1 to 5 P.M. daily, Saturdays excepted.
The Selectmen, Assessors and Boards of Welfare and Health are in the office at the Town Hall on Mondays and Saturdays from 9 to 12 A.M. and on the second and fourth Wednesday evenings from 7 to 9 P.M.
The Welfare Worker is in her office at the Town Hall on Mondays, Tuesdays and Fridays from 9 to 12 A.M. and from 1 to 5 P.M.
The School Committee meets on the first or second Tuesday of each month, as posted, at 7:30 P.M. at the Eastham Elementary School, on Schoolhouse Road.
The Building Inspector is in his office at the Town Hall on Saturdays from 9 to 12 A.M.
The Planning Board meets at the Town Hall the first and third Tuesday of each month, at 8 P.M.
The Town Nurse may be reached at the Elementary School, phone Orleans 808-R, Monday through Friday mornings. At other times call Orleans 390-J.
The Annual Town Meetings are held on the third Monday in February, at the Town Hall, at 7:00 P.M.
The Annual Town Elections are held on the third Tuesday in February, at the Town Hall, unless that day is a holiday, in which event the election will be held on the third Wednesday in February.

REPORT OF THE BOARD OF SELECTMEN
To the Residents and Taxpayers of Eastham :
The beginning of a new era came in 1961 for Eastham and the Lower Cape Towns with the establishment of the Cape Cod National Seashore. We feel that with coopera- tion between the National Government and the Town, and with the amount of land still available outside of the Park boundaries, the Town will continue to prosper. As our economy is based primarily on summer business it is necessary to plan accordingly. Less than thirty years ago farming and fishing were the principle occupations. At this time it is questionable if lessening or changing our Zoning By-Laws will be advantageous to all con- cerned. It would be well to wait for the complete report on the County Survey which is now under way.
As usual, our beaches were much enjoyed this past summer. It was the first summer we have employed a man full time for cleaning and maintenance. The Town was fortunate as G. Robert Whiting furnished his truck and the tools necessary to his many and varied duties. There were still a few complaints about the trash at some beaches but as long as people use the beach trash cans for the rubbish from surounding cottages it will be im- possible to keep the beaches clean. Also, there is the problem of the returning eel grass, which is coming back in greater abundance each year. Several years ago, be- fore the eel grass died out, we were all used to it, and it does have it's blessing as the shellfish will again grow on the flats. It is our hope that the much needed rest rooms at First Encounter beach will be a reality in 1962.

The severe weather of last winter caused about 90 percent damage to the Marina at Rock Harbor. This year the floats were arranged under a different plan and worked out very well. Under Article 21 $10,000.00 is be- ing requested, to be spent in conjunction with money from the Town of Orleans and the State, for dredging the creek again. This will be a necessary performance every few years. Here again, as we are catering to summer business, the town is really obligated to offer this facility. This is something from which we can anticipate only an intangible profit.
Under Article 24 you will be asked to accept a pro- posed By-Law concerning requirements for proposed roads to be taken by the Town. There have been many requests for proposed roads to be taken, but to take all of them in their present form would be a terrific cost to the Town. The drainage problem is a most serious one and should be settled before any road is taken. It seems natural to locate the roads in the lowest areas, which is the reason for the trouble, and pertains to town roads as well as those in sub-divisions.
Under Article 25 you will be asked to consider a By- Law for the control of motor-powered boats and water skiing. For the benefit of both bathers and water skiers the lawful restrictions should be accepted.
During the past ten years there have been many im- provements in the Town. The addition of the large au- ditorium to the Town Hall, the addition of class rooms and an auditorium to the elementary school, a new Fire Truck, a new Fire Station, and this past year, an addition to the Public Library were the major projects. We extend a vote of thanks to the non-resident, as well as the resident taxpayers of Eastham for making these possible. We also

wish to thank the Non-Resident Taxpayers' Association for their donations to various organizations of the Town during these past years.
It is expected that the Conservation Commission will be revamped this coming year as there is much important conservation work to be done.
In the year 1962 we must all look forward to the challenges ahead and keep the welfare of Eastham always in mind.

REPORT OF THE BOARD OF ASSESSORS
To the Residents and Taxpayers of the
Town of Eastham :
The Board of Assessors respectfully submits this re- port for the year ending December 31. 1961.
With the National Seashore now a reality, it would be wise to look to the future and give serious thought to con- serving our Surplus Revenue as a backlog until we know how the acquisition of land by the Park will affect our future tax rates. As to commercial development at the present time, we quote from the Blair report made in 1959 ; "This increasing pressure of motel development and ancil- lary developments requires more detailed regulation than exists under the present zoning by-law in order to prevent Route 6 from becoming a cluttered over-commercialized corrider with a serious blighting effect on the presently charming characters along most of Route 6 in Eastham. Without more effective zoning controls along the present Route 6, the utility of that road will be decreased and traffic congestion and hazards increased so that it will ultimately become necessary to replace the present state highway with a new limited access road. This might re- quire taking of several hundred additional acres for en- tirely new highway right-of-way." A survey is now being made for the County and we feel it would be well to wait for this final report, before making any drastic changes in our zoning program.
We feel that the increase in valuation this year will adequately cover the appropriations requested in the War- rant without causing any increase in the Tax Rate.
