THE COMMONWEALTH OF MASSACHUSETTS Barnstable, ss.


To Harvey T. Moore, Constable of the Town of Eastham, in the County of Barnstable :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said Town qualified to vote in elections and Town affairs to meet at the Town Hall on Monday, the Seventeenth (17) day of February next at 7:00 o'clock in the evening, then and there to act on the following articles in this Warrant and to meet in the Town Hall at 10:00 o'clock in the morn- ing on Tuesday, the Eighteenth (18) day of February next, then and there to elect all necessary officers.


POLLS TO OPEN AT 10:00 A.M. AND MAY CLOSE AT 6:00 P.M.


Article 1. To see if the Town will vote to have a black- board at the front of the Hall, showing the effect on the tax rate of the various articles in the Warrant, or take any action relative thereto.


No recommendation required.


Article 2. To see if the Town will vote to elect a Town Director for the Cape Cod Extension Service.


No recommendation required.


Article 3. To see in in what manner the Town will vote to dispose of its refunded dog tax.


Recommended that the Town place the refunded dog tax at the disposal of the Public Library.


Article 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958, and issue a note or notes therefore, payable in one year and renew any

note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, Gen- eral Laws.


Recommended.


Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of reimburse- ment for the financial year beginning January 1, 1958, and to issue a note or notes therefore, payable in one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chap- ter 44, General Laws.


Recommended.


Article 6. To see if the Town will vote to raise and appropriate a sum of money not to exceed $1,000.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Chapter 111, Section 74, General Laws, or take any action relative thereto.


Recommended $500.00.


Article 7. To see if the Town will vote to authorize the Selectmen to sell property taken under Tax Title pro- cedure by the Town, and raise and appropriate the sum of $500.00 for this purpose, or take any action relative thereto.


Recommended.


Article 8. To see if the Town will vote to pay a bounty of fifty cents (50c) each for woodchucks killed within its boundaries during the ensuing year and raise and appro- priate the sum of $30.00 for this purpose, or take any action relative thereto.

Article 9. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available

funds in the Treasury, a sum of money for Chapter 81 High- ways, or take any action relative thereto.

Article 10. To see if the Town will vote to raise and appropriate the sum of $800.00 for the purchase of a Police Cruiser, and the present. Cruiser to be traded in as a credit towards the new one.

Article 11. To see if the Town will vote to raise and appropriate the sum of $1,500.00 to be paid to the Town of Orleans for Ambulance, Fire and Police Dispatcher Service for the year 1958.

Article 15. To see if the Town will vote to raise and appropriate a sum of money for the purpose of holding Band Concerts in the ensuing year, or take any action relative thereto.

Article 16. To see if the Town will vote to continue the Greenhead Fly Control, under Section 24, Chapter 252, General Laws, and the Town's share of expense to be taken from funds already appropriated and paid to the State Treasury.

To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the Treasury, the sum of $2,650.00 for the purchase of a new Insect Sprayer, the old one to be sold or traded in as credit towards a new sprayer, or take any action rela- tive thereto.

To see if the Town will vote to raise and appropriate the sum of $1,800.00, $1,600.00 to be used in conjunction with $1,600.00 from school funds for a salary of $3,200.00 for a Nurse, and the other $200.00 to be used for mileage expense, said nurse to be working both as a School and Town Nurse, or take any action relative thereto.

Article 19. To see if the Town will vote to raise and appropriate the sum of $535.00 for Eastham's share of the Regional School District Budget.

Article 20. To see if the Town will vote to raise and appropriate the sum of $2,500.00 for the purpose of build- ing a road and parking lot at First Encounter Beach (so- called), or take any action relative thereto.

Article 21. To see if the Town will vote to accept Chap- ter 670 of the Acts of 1955, as amended by Chapter 605 of the Acts of 1956, these Acts pertain to the retirement and pension laws.

Article 22. To see if the Town will vote to continue the Protective By-Law Review Committee and raise and appropriate the sum of $200.00 for an expense account, or take any action relative thereto.

Article 23. To see if the Town will vote to establish a conservation commission to promote the development of natural resources in accordance with the provisions Section 8C, Chapter 40, General Laws, or take any action related thereto.

Article 24. If favorable action is voted under the pre- ceding article, will the Town vote to raise and appropriate a sum of money enabling the conservation commission to discharge its duties in accordance with the provisions of Section 51, Chapter 40, General Laws, or take any action related thereto.

Article 25. To see if the Town will vote to amend Sec- tion VIII, Paragraph 1, Subsection (a) of the Zoning By- Law, by deleting the word "three" and inserting therefor the word "five".

Article 27. To see if the Town will vote to amend Sec- tion IV of the Zoning By-Law by adopting Paragraph 7 as follows :


7. Cottage rental units on a single parcel of land, pro- vided that the land allocable to the first building, whether dwelling or rental, shall contain an area of not less than 20,000 square feet. The land allocable to subsequent rental units shall contain an area of not less than 10,000 square feet per unit. No recommendation required.


Article 28. To see if the Town will vote to amend the Zoning By-Law by increasing the area of District D as follows :


DESCRIPTION-


Commencing at the Northeasterly corner of the exist- ing "District D"; thence


Easterly in a lie perpendicular to Route #6 to the Westerly sideline of the Old Colony Railroad land' thence Southerly along the Westerly sideline of said Railroad Land to the Southerly line of Lot 6, Block 41, as shown on the Assessor's Map; thence


Westerly along the Southerly line of said Lot 6, Lot 3, Block 41, and Lot 5, Block 40, of the Assessor's Map, to the Easterly sideline of Herring Brook Road, a pub- lic way; thence


Northerly by the Easterly sideline of said Herring Brook Road to the intersection of said Herring Brook Road and Oak Road, a town way ; and thence


Easterly by the southerly sideline of Oak Road to the Westerly side of said "District D".

Article 29. To see if the Town will vote to amend the Zoning By-Law by establishing a "permissive use" area as follows :

From the Orleans - Eastham town line to the East- ham - Wellfleet town line along Route #6, to a depth of 500 feet on each side of the Highway taking, how- ever, the area shall extend Easterly to the Westerly sideline of the Old Colony Railroad land North of the intersection of said Railroad and the Highway. Reference to said Permissive Use Area to be inserted in Section II. Designated sub-paragraph-(D). This area shall not apply to the Districts C and D. No recommendation required.

About The Cover


This picture on the cover brings to attention changes since the first lighthouses and first Coast Guard Station were erected in this area.


First in 1802 a hut was erected by the Humane Society of Massachusetts, to aid shipwrecked Sailors. This building was about 8 feet square, with a sliding door on the south, sliding shutter, and a supply of hay or straw and a bench. Not a warm welcome, but a shelter.


In 1840 a life boat was placed there, and in 1855 a man was placed in charge. His helpers were volunteers.


The year 1872 saw the first Life Saving Station erected by the Federal Government. The Life Saving Service became the Coast Guard Service in 1915.


In 1937 the station in the picture was erected. This year saw its doors closed to the service for which it was erected. It has been loaned to the National Park Service.


LIGHTHOUSES:


In the upper left hand corner can be seen Nauset Light. In 1839, three brick towers were erected. Because of the steady erosion by the ocean, three wooden towers were erected in 1892. The three brick towers toppled over the bank shortly afterwards.


In 1923 one of the towers from Chatham was brought here. It is a group flashing white light consisting of three flashes to take the place of the three stationary lighthouses.


The keeper's dwelling has been sold to private parties.


The light was electrified a few years ago.


Before this happened it was a great point of interest to visitors. Many enjoyed the trip to the tower and could see the working of the light. In a few years this light probably will be turned out for the last time.


The three wooden towers were sold and are now used as summer cottages. They can be seen in the vicinity.


On the right of the road from the Coast Guard Station to the Lighthouse can be seen the land the Town is holding for a future Park and Bathing Beach. Sometime in the near future the town will be thankful for this amount of land and wish they had more.

NOTICE OF TOWN OFFICE HOURS


The Town Clerk, Treasurer and Tax Collector's Office hours are 9 to 12 A.M. and 1 to 5 P.M. daily, Saturdays excepted.


The Selectmen, Assessors and Boards of Welfare and Health are in the office at the Town Hall on Mondays and Saturdays from 9 to 12 A.M. and on the second and fourth Wednesday evenings from 7 to 9 P.M.


The Social Worker is in her office at the Town Hall on Mondays, Tuesdays and Fridays from 9 to 12 A.M. and from 1 to 5 P.M.


The School Committee meets the second and last Tues- day of each month at 7:30 P.M. at the Eastham Elementary School, on Schoolhouse Road.


The Building Inspector is in his office at the Town Hall on Saturdays from 9 to 12 A.M.


The Planning Board meets at the Town Hall the first and third Tuesdays of each month, at 8 P.M.


The Town Nurse may be reached at the elementary school, phone Orleans 808-R, Monday thru Friday mornings. At other times call Orleans 390-J.


The Annual Town Meetings are held on the third Mon- day in February at the Town Hall, at 7:00 P.M.


The Annual Town Elections are held on the third Tues- day in February at the Town Hall, unless that day is a holiday, in which event the election will be held on the third Wednesday in February.
