Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of reimbursement for the financial year beginning January 1, 1960, and to issue a note or notes therefore, payable in one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.

To see if the Town will vote to raise and appropriate a sum of money not to exceed $1,000.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Chapter 111, Section 74, General Laws. or take any action relative thereto.

Article 7. To see if the Town will vote to authorize the Selectmen to sell property taken under Tax Title proce- dure by the Town, and raise and appropriate the sum of $500.00 for this purpose, or take any action relative thereto.

To see if the Town will vote to raise and appropriate the sum of $4,800.00 (Four Thousand Eight Hundred Dollars) to be expended by the Planning Board for the preparation of a master plan of the Town of East- ham under the provisions of Section 81D of Chapter 41 of the General Laws, or take any action relative thereto.

To see if the Town will vote to amend the Zoning By-Law of the Town of Eastham adopted February 18, 1952 and as amended February 24, 1958, by striking out under Section IX in the Paragraph beginning "Descrip- tion of 'Permissive Use' area": all words after "area" and substituting therefore "From the intersection of the Northerly side line of Meeting House Road and Route #6 to the Eastham-Wellfleet Town line along Route #6, to a depth of 500 feet on the Westerly side of the highway taking, and a depth of 500 feet on the Easterly side of the highway taking or to the Westerly side of the Old Colony Railroad right of way which ever distance is greater."

NOTICE OF TOWN OFFICE HOURS


The Town Clerk, Treasurer and Tax Collector's Office hours are 9 to 12 A.M., and 1 to 5 P.M. daily, Saturdays excepted.


The Selectmen, Assessors and Boards of Welfare and Health are in the office at the Town Hall on Mondays and Saturdays from 9 to 12 A.M. and on the second and fourth Wednesday evenings from 7 to 9 P.M.


The Social Worker is in her office at the Town Hall on Mondays, Tuesdays and Fridays from 9 to 12 A.M. and from 1 to 5 P.M.


The School Committee mcets the second and last Tues- days of each month at 7:30 P.M. at the Eastham Elementary School, on Schoolhouse Road.


The Building Inspector is in his office at the Town Hall on Saturdays from 9 to 12 A.M.


The Planning Board meets at the Town Hall the first and third Tuesdays of each month, at 8 P.M.


The Town Nurse may be reached at the Elementary School, phone Orleans 808-R, Monday through Friday morn- ings. At other times call Orleans 390-J.


The Annual Town Meetings are held on the third Mon- day in February at the Town Hall, at 7:00 P.M.


The Annual Town Elections are held on the third Tues- day in February at the Town Hall, unless that day is a holiday, in which event the election will be held on the third Wednesday in February.

REPORT OF THE BOARD OF SELECTMEN


To the Residents and Taxpayers of the


Town of Eastham :


Once again we are privileged to present the combined reports of your Town Officials. These reports are made for the purpose of keeping you informed of their activities and the continued growth of the Town. In a recently pub- lished press article Eastham was listed as having the highest percentage of growth of any Town on the Cape.


The care of the beaches and rest-rooms was unsatisfac- tory to us as well as to you this past year. We hope to have a solution to the problem this coming season. It would be appreciated if the people using the beaches and facilities would be more co-operative. Most towns now ban all alcoholic bverages from their beaches. We hope that the privilege will not be abused here making it necessary for us to make such a ruling. There is a need for rest-rooms at First Encounter Beach and we are looking for a suitable location.


None of the 1960 storms damaged the Ocean Beaches but the 1961 January storm devoured the parking lots again. It appears that it will be necessary to develop the land off of Ocean View Drive, which we acquired some years ago, for parking, recreation and beach.


Under Article 22 we are requesting money for the pur- chase of more beach land at Boat Meadow Creek. This land adjoins land now owned by the town and we feel this is an opportunity which we cannot afford to pass up.


Under Article 33 we are requesting more money for

additional work at Rock Harbor Marina. There is urgent need for lights and water at the Marina and also a boat landing ramp on the lee inner harbor. The new Marina did not have as much use as was anticipated but this was due mostly to the lack of lights and water. We feel that with additional facilities there will be a much greater use of the Marina.


Under Article 37 there will be three questions taken up concerning the Proposed National Seashore Park. These questions will be :


1. The Kennedy, Saltonstall and Keith Bill.


2. The bill as revised by the Lower Cape Selectmen.


3. No Park at all.


The Lower Cape Selectmen have held several meetings to discuss the proposed Park and your Board of Selectmen presented revised boundary lines and proposed buffer zones at the Senate and House hearings in Washington and the hearings at the Eastham Town Hall last December. Much thought went into our brochure and the revised boundaries seemed to be acceptable to the Hearings Committee and we feel that it would be far more livable for the Townspeople than the Park as it was originally proposed.


A well was driven and the old Town Pump and water- ing trough were placed there on the Old Windmil lot. It was a great added attraction and some days between two and three hundred people had the pleasure of pumping a good, cold drink of water for themselves. It was also very useful during a power failure which occurred shortly after the pump was installed. Not much was done in the way of landscaping the grounds, mainly because many people sug- gested that it was most attractive as it was.


Last June, Mr. Horace C. Moore suffered a heart at-

tack which made it necessary for him to resign his position as Custodian of the Town Hall. He had served faithfully in that capacity for the past eighteen years. Mr. Eugene Zack also resigned from his place on the Planning Board. Mr. Zack has been most interested and active in Town affairs and he will be missed by his retirement from these affairs.


Mr. Alfred Mills continued the project of decorating the Town Hall for Christmas, which he and Horace Moore have done for many years. This year Robert Deschamps and Fred Carey assisted Mr. Mills with the lights on the hall and erecting the creche on the lawn.


The Planning Board and the Board of Selectmen are working on a formula for conditions under which it would be logical for the Town to accept sub-division roads as Town roads. It is hoped that we will reach a solution to this problem in the near future.
