REPORT OF PARK COMMISSIONERS


To the Hon. Board of Selectmen :


Gentlemen :


As Park Commissioners we submit the following report for the year ending December 31, 1919 :


Total appropriation, including balance from preceding year $101.81 Expenditures 12.50


Balance Jan. 1st, 1920 $ 89.35


At the annual Town Meeting the unexpended balance of 1918, $86.81, with an appropriation of $15.00 was voted to use for a flag, making a total amount available of $101.81.


Mr. George Stevens gave the bunting and at this time the Com- missioners feel that some action should be taken by the citizens to show our appreciation.


Mrs. George A. Norris, assisted by several ladies made the flag.


There is one unpaid bill for $12.50 for care of the flag, this bill could not be paid from the appropriation available under the wording. Considerable work should be done on the Common, on the small park near Chandler Street, which is a disgrace in its present condi- tion and on the land near the school building at the North Village.


We would recommend an appropriation of $25.00 with the un- expended balance of $89.35, making a total of $114.31.

In addition the following work was done on the Town Roads:

Five hundred feet of railing used on South Main and Bridge Streets.


During the past year the Street Railway paid up the back taxes for 1917 and 1918, also taxes for current year, amounting in all to $5,320.36.


From this the Town Treasurer deducted $2,632.66 to pay back the amount he advanced the Highway Department in 1917, leaving $2,687.70 of the Street Railway tax available for next year and we shall also have balance approximately $1,000 from this year's ap- propriation.


We recommend therefore that $4,500.00 be appropriated for the coming year together with unexpended balance of this year's appropriation.

REPORT OF TREE WARDEN


To the Honorable Board of Selectmen:


Gentlemen :


As Tree Warden I submit the following :


Have confined our work to cutting brush on curves which I con- sidered dangerous. Have cut them so a driver of an auto or team will have an unobstructed view of 200 feet.


Brush was cut on the following streets, from wall to wall: Whipple Street, 1/2 mile; Pleasant Street, 1 mile; Hill Street, 1/2 mile; Maple Street, 1 mile; North Street, 1/2 mile; Chandler Street, 1/2 mile; Dock Street, 1/4 mile; French Street, 1/2 mile; Trull Street, 1/2 mile. Eleven dangerous trees were removed and 5 trees that had split with frost were bolted; 1500 elm trees were sprayed during the larvae season to supppress the Elm Leaf Beetle.

Have found a few Brown Tail Moth nests during the year. There is an increase of 25% of Gypsy Moths.

The Health situation throughout the country has been a trying one the past year, and our town has been no exception, influenza the past few months and scarlet fever the last, with quite a fair pro- portion of other cases between. The scarlet fever at present is very trying to handle from the health standpoint, because of the lightness of attacks, the patients in several cases not knowing that they were having the disease, and for that reason, not staying in quarantine or reporting their case to the Board. I want the co-operation of everybody just now to prevent the further spread of this disease. Report any case that you hear of or are suspicious of, whether in your own family or others, to the agent or any member of the Board and we will co-operate with that family for their own protection as well as that of the community.


The financial situation of the Health Department must be con- sidered from a bit different angle this year than usual where the appropriation the past several years has been $200, this will not be sufficient in the future because of the tuberculosis situation. There is a statute which, we will all admit, is with proper intention, which states that if a case of tuberculosis wishes to enter a hospital for the treatment of this disease and a vacant bed can be found, we must from our health appropriation and not from the charitable depart- ment, provide maintenance as long as they need it, if they are una- ble to provide it themselves. The stated rate is $10.50 a week at

present time and we have one patient, so provided for, as this is- a chronic disease, a whole year would not be beyond consideration at. $546.00 per annum. The report will show 4 cases this year with only one cared for under this statute. I have advised the Board to pro- vide for this possible situation by an increase in appropriation Their judgment will be my recommendation as our appropriation for 1920.

PUBLIC LIBRARY


The Trustees of the Public Library submit the following report for the year ending December 31, 1919 :


The reports of the Auditor and Librarian found on another page give in detail the expenditures and also the number, character and circulation of books during the year. Besides supplying the Centre, the Library furnishes weekly a box of books for those sections of the Town which desire them. In this way as large a proportion of the reading public as possible is reached.


The Community Club of the Shawsheen School has been an ap- plicant for a District Box, and their request has been approved. Arrangements are being made to issue books to this Club on the same plan as other District Boxes are now sent.


The Trustees desire to draw the attention of parents and patrons to the marked improvement in the order of discipline shown by the younger patrons of the Library.


The growth of the Library is now very rapid, about 10,000 vol- umes being available. Through purchases and donations about 400 are added yearly.


Each succeeding year brings added duties and responsibilities to the Librarian and her assistants. The Trustees wish to take this opportunity to express their appreciation for their courteous and faithful service.


We request the Town to grant us the appropriation of five hundred dollars, the amount given last year.

LIBRARIAN'S REPORT


To the Board of Trustees of the Tewksbury Public Library :


The following report is respectfully submitted :


The circulation of books both on Wednesdays and Saturdays shows a marked increase. On Wednesdays the gain is 733 volumes and on Saturdays the gain is 944 volumes as compared with that of last year.


The following magazines are now subscribed for by the library : Bookman, Century, Cosmopolitan, Country Life, Current Opinion, Harper's Illustrated World, Ladies' Home Journal, Munsey's, Lit- erary Digest, National Geographic, Pictorial Review, St. Nicholas, Woman's Home Companion and World's Work.


The circulation of the magazines is about the same.


A few books have been donated for which we are very grateful.


As all the books had not been called in for some time it was deemed advisable to call them in during the last two weeks of August when as usual the library is closed. During that time the books were inspected, repaired and checked up.
