REPORT OF TREE WARDEN
To the Honorable Board of Selectmen : Gentlemen :
As Tree Warden I submit the following :
Brush was cut on most of the curves and numerous dangerous trees were removed or pruned. The trees on the Town Hall grounds were pruned and one bolted. All the elm trees were sprayed in the summer to suppress the Elm Leaf Beetle. Owing to the discontinu- ance of cutting brush by the Moth Department and it being a duty of the Tree Warden, I would recommend a larger appropriation for this Department.

REPORT OF SEALER OF WEIGHTS AND MEASURES
Tewksbury, Mass., December 14, 1920. To the Board of Selectmen : Gentlemen :
I submit to you my annual report as Sealer of Weights and Measures from Dec. 1, 1919, to Nov. 20, 1920. At is was necessary to condemn for repairs several gas pumps and scales I had to go over the ground the second time, and it made a lot of extra work and time. REPORT OF HIGHWAY COMMISSIONERS
The Board of Selectmen, Tewksbury, Mass. Gentlemen:
We beg to submit our annual report for the year ending Decem- ber 31, 1920. The following work has been done by the Town Teams:

Thirty-six days were spent scraping roads. New rails were put up on Kendall Street, Fisk Street, Main Street and Whipple Street. Culverts were repaired on Chandler Street, Lee Street, Pike Street andSouth Street. New culverts were put in on Rogers Street and Astle Street.
The bridge across the Shawsheen River was re-planked, also bridges on South Street and Bridge Street were repaired.
The roof of the town barn was re-covered, also the roof of the wagon shed.
Owing to the severe winter we were obliged to expend over $1,200.00 in breaking roads, which was more than the total amount spent for this purpose in the previous eight years.
We recommend that $8,500.00 be appropriated, in addition to the unexpended balance of this year's appropriation, to meet the ex- penses of the Highway Department for the coming year.

REPORT OF FIRE ENGINEERS
Tewksbury, Mass., Jan. 7, 1921.
To the Board of Selectmen: Gentlemen :
In making a report for the Fire Department for 1920, with the resignation of Chief Stanley W. McCausland, Claude Travis was ap- pointed, taking charge Feb. 1st. On May 12th George James, Vance Hawkes, James Whitworth and Irving Bailey were appointed en- gineers. Chief Travis resigned Sept. 11, leaving no record of fires on the books. Owing to the inability of securing a chief, there is no one filling that position at the present time. We would recommend that the Town discontinue the present truck as it is continually out of commission, and purchase a new one equipped with pump.

Of the number of meetings held, or the work done in co-opera- tion with an efficient Architect and responsible Building Contractor, or the hardship of the Industrial conditions of the Winter of 1919, making building construction almost impossible, no further men- tion is needed except the reminder that under such difficulties the work was carried on to completion with results that to your Com- mittee were most gratifying and satisfactory.

The walls of the building retained dampness and made it diffi- cult to get dry conditions until the building could be heated in the Fall. so that the vaults suffered from damp and the walls have af- fected the paint.
The Heating Plant should be in all ways most effective when it is fully understood. The economy of its service is assured and the efficiency of the Plant already evident.
The Electric Lighting Plant has so far proved its worth and effi- ciency, by almost constant service, and under conditions that have tested the Plant, but it has stood the test, and our Lighting Plant cannot be excelled either for economy in first cost, or in its upkeep. We are using high candle power that can be reduced at any time, but the brilliancy of the Lighting Plant is beyond any service we should expect from ordinary Electric service and our moderate expense is for the best and not for the minimum of efficiency.
In addition to the above it seems proper to place on record men- tion of the gift of Mr. Geo. Stevens, an honorable citizen of our town, who suggested to the Committee the desirableness of having a bell added to the clock outfit and which the Committee had not favored on account of extra expense. Mr. Stevens offered to defray the cost of a bell which he left to the Committee to select according to their best judgment. It was found that nearly an equal sum would be added to the cost on account of change of mechanism to a striking clock. This amount Mr. Stevens also paid. And thus we owe to this in- stance of public spirit in one of our townsmen for this most desired and added attraction to our new Town Hall.
A word in closing concerning this Committee. In all these meet- ings held from the first to the last, there has been no controversy of any kind, no differencies, only unity of purpose and united effort to carry on to accomplishment. We are proud of the results and of our limited part in them, but it has been a privilege recognized by your Committee that our Townspeople have been united in their as- sistance and support at all times, and have accepted our reports with- out question, and for that reason, above all others, we have striven to deserve their confidence and support in all that has been done.
