Motion by Mr. Francis J. Hagerty to raise and appropriate the sum of Two Thousand Five Hundred Dollars ($2, 500. 00) for the above purpose.

Article 49. To see if the Town will vote to dispose of the town clock, and determine how the same shall be disposed of, or do anything in relation thereto. On petition of Harland V. Whittredge and others.


On a motion by Donald C. Kidder it was voted to pass the article.


Article 50 .. To see if the Town will vote to authorize the Selectmen to sell to the Congregational Church any land the Town may now own between the property of the church and the present line of Middlesex Ave comprised within the side lines of the present church property as extended, and determine the price at which the same shall be sold, or do anything in relation thereto. Submitted by Harland V. Whittredge an others.


On a motion by Donald C. Kidder it was voted unanimously to authorize the Selectmen to sell the abo property for the sum of One Dollar ($1. 00).


Article 51. To see if the Town will vote to authorize the Board of Selectmen to purchase or take by the right of Eminent Domain, for the purpose of constructing as a public town way an extension of Garden Ct. according to and as described in a plan entitled "Garden Court to connect Burt Street and Shawsheen Road dated October 4, 1945, A. N. Eames, Engineer, as laid out by the Board of Selectmen and approved by the Planning Board, and filed in the office of the Town Clerk, and to see how much money the Town will appropriate for said purpose and determine how such appropriation shall be raised, whether by taxation, from available funds, by transfer, or otherwise, or do anything in relation thereto.


On a motion by Mr. Charles H. Black it was voted unanimously to authorize the Selectmen to purcha or take by right of Eminent Domain, and for that purpose the sum of Sixteen Hundred Dollars . ($1, 600. 00) be transferred from the Garden Court Extension Account.


On a motion by Mr. Charles H. Black it was voted to adjourn. There were 391 voters checked on 3/12/51

In accordance with the provisions of general law, a petition duly signed was received for Joseph H. Woods, for a recount of the ballots cast for the election of two Selectmen for three year terms at the Annual Town Meeting Election, Saturday, March 3, 1956. In accordance with the request all candidates for the Board of Selectmen were notified that a recount would be held in the Town Hall on March 15, 1956. Mrs. Drew, Mr. Smith, Mr. Hagerty and Mr. Woods were present. Representatives for Mr. Hagerty and Mr. Woods were also present. On an agreement by all present only the votes for Mr. Hagerty and Mr. Woods were counted. Mr. Woods gained four votes making his total 1033, and Mr. Hagerty gained one vote, making his total 1061. Mr. Hagerty was declared elected.

In accordance with the foregoing Warrant the meeting was called to order by the presiding officer, Mrs. Wavie M. Drew, at 3. 45 P. M. The Warrant was read by the Town Clerk.

WARRANT FOR SPECIAL TOWN MEETING - JUNE 1, 1956 with action taken thereon


TO: Harry J. Ainsworth, Constable of the Town of Wilmington.


GREETINGS: - In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the High School Auditorium on Friday, the first day of June next at 8. 00 P. M., to consider and act on the following Articles -


Article 1. To see if the Town will vote to amend the Zoning Map by changing the Zoning District from General Business to Industrial in the area described as follows: Northeasterly by Lowell Street, south- easterly by a line parallel to and distant two hundred feet northwesterly from Woburn Street, southwesterly and southerly by a line which in part is parallel to and distant three hundred feet northeasterly from Brentwood Avenue, westerly by Main Street, and northwesterly by Maple Meadow Brook, which area is at present in a General Business District, to an Industrial District, or do anything in relation thereto. On request of the Board of Selectmen.


On a motion by Mrs. Wavie M. Drew it was voted unanimously to change by amending as stated in the article.


Mr. Webber stated that the Finance Committee approved the article.


Mr. W. Irwin gave the Planning Board report.


Mr. Ryan, Vice President of Cabot, Cabot & Forbes was given permission to speak, by the Moderator, at the request of Mr. J. Courtney.


Article 2. To see if the Town will vote to appropriate the sum of $5000 for the use of the Wilmington Elementary School Building Committee in reference to thepreparation of plans for an elementary school building on Town property off Glen Road, and determine how the appropriation shall be raised, whether by taxation, by transfer of available funds, by borrowing or otherwise, or do anything in relation thereto. On request of the Wilmington Elementary School Building Committee.


Mr. S. Webber stated the Finance Committee approved $5000 to be raised by taxation. On a motion by Mr. David Elfman it was voted unanimously to raise by taxation and appropriate the sum of Five Thousand Dollars ($5,000. 00) for the purpose as set forth in the article.

Article 3. To see how much money the Town will vote to raise by taxation or transfer from available funds and appropriate for the use of the Planning Board for the employment of expert or consultant services in connection with their duties under G. L. Chapter 41, Section 81C or do anything in relation thereto. On request of the Board of Selectmen.


The Finance Committee approved the amount of $2, 100. 00 for the Planning Board to meet matching funds contributed by the Federal Government. Report by Mr. Barrows.


On a motion by Mr. Bob Evans it was voted unanimously to raise by taxation and appropriate the sum of Twenty-one Hundred Dollars ($2, 100. 00) for the purpose stated in the article.


On a motion by Mr. David Elfman a rising vote of thanks was given to Mr. J. Courtney, Mr. G. Winters, the Board of Selectmen, the Planning Board and all who worked so hard to make it possible for AVCO to come into the Town.


The Meeting was called to order at 8. 30 P. M. The Warrant was read by the Moderator. On a motion by Mr. Charles Black it was voted to dispense with further reading of the Warrant.


At 8. 55 P. M. it was voted to adjourn. There were 475 voters checked in.

WARRANT FOR SPECIAL TOWN MEETING, HELD OCTOBER 29, 1956 with action taken


TO: Harry J. Ainsworth, Constable of the Town of Wilmington


GREETINGS: In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By- Laws of said Town you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town Affairs to meet and assemble at the Herbert C. Barrows Auditorium on Monday, the Twenty- ninth day of October next at 8.00 P. M., to consider and act on the following Articles: -


On a motion by Mr. Charles H. Black it was voted to defer further reading of the Warrant. At 8. 25 P. M. a quorum being present the Moderator declared the meeting open.


Article 1. To see if the Town of Wilmington will vote to rezone from residential zone to general business zone, a strip of land two hundred fifty feet (250') by three hundred twenty-seven and one -half feet (327. 5') in the rear of property now known as the "Ritz" located on Main Street, Wilmington (County of Middlesex) Massachusetts being lot Nos. 313 to 304 inclusive bounded on the south by Montrose Avenue, Lot Nos. 229 to 220 southeast by Gardner Avenue as shown on the plan known as the "Wilmington Plazza", also Lot Nos. 250 to 259 inclusive, northwest by Montrose Avenue, Subdivision Plan of Land in Wilmington registered and recorded in January, 1922. This would make a total of Five Hundred feet (500') in depth from Main Street

A motion by Mr. Francis J. Hagerty to pass the article was withdrawn.


Planning Board report was read by Mr. William Irwin.


A motion made by Mr. Warren K. Smith to vote the article as above was lost. A two-thirds vote was required so a standing vote was taken. Yes - 4, No - 159.


Article 2. To see if the Town will vote to determine that there is a need for a redevelopment authority in the Town as authorized by G. L. (Ter. Ed. ) Chapter 121, Section 26 QQ and other relevant provisions of law for the purpose of engaging in land assembly and redevelopment projects and that it is in the public


interest that such an authority be organized in the Town, or do anything in relation thereto. On request of the Planning Board.


Finance Committee, having no information, approved provided the Town incurred no expense whatever. The Motion was made by Mr. A. Daniel Gillis.


Mr. J. Courtney requested that Mr. Brawn, Planning Consultant of the Planning Board, be permitted to speak and to answer any questions.


Mr. Consta Cuoco moved that when the vote was taken it be taken by yes & no ballots with the use of the check list. The moderator stated that this would be done if 40 voted for it. A standing vote was taken. 105 voted to do so.


A motion to close discussion was lost, a two-thirds vote being required. Yes - 120, No - 114. A motion to postpone the article to the Annual Town Meeting was lost.
