In closing I wish to express my deepest appreciation for the kindness and support which the peop of Wilmington have extended to me. Especially do I acknowledge my debt of gratitude to the many fine civic organizations whose cooperative efforts on behalf of citizen education have proved so successful, and in particular, the Baldwin Civic Association which fought so valiantly and effectively to preserve the Selectme Manager form of Town government.


To the official boards and committees of the Town who have served countless long hours without compensation, but with gratifying results in which they can take the greatest pride, my thanks for your un- surpassed cooperation.


To the employees and department heads of the Town - my colleagues for four years - I offer my best wishes, with the knowledge that my successor can look forward to the same pleasant and rewarding associations.

To the Citizens of Wilmington:


Herewith is presented the Annual Report of your Board of Selectmen for the year ended December 31, 1957. During the year your Board conducted ninety regular and special meetings. Following the election of Donald C. Kidder, the Board was organized with Nicholas L. DeFelice as chairman. The Board reappointed Joseph F. Courtney as Town Manager for a three-year term beginning on May 17, 1957. In addition to many duties, the following actions should be called to the attention of the citizenry:


Directed the Town Manager to repair or replace guard rails at all brooks and other locations where highway fences were in need of repair.


Sponsored a Clean-up Period which was Townwide in scope.


Revised gravel regulations for the further protection of Town resources. Petitioned the County Commissioners for the relocation of Park Street.


Petitioned the County Commissioners for the replacement of the Nichols Street bridge.


Gave full support to the initiation of Urban Renewal applications.


Supported the establishment of an Old Age Housing development in Town.


Adopted as a policy the outlawing of coin-operated gaming machines. Appointed a committee to revise our Building Code. Voted to refuse to license a plant for the manufacture of Acetogen Gas.


Met with State officials on several occasions to safeguard the best interests of the Town with respect to the construction of the new Route 28.


Successfully protested the proposed route of a High Tension Line of the Boston Edison Company.


Conveyed several parcels of Tax Title land to former owners.


At least one member of the Board of Selectmen was present at public hearings held by the Board of Appeals and the Planning Board on matters of importance to the Town.


Your Board has the statutory responsibility of issuing many varied types of licenses. Pursuant to this we considered many applications, held public hearings, and issued licenses which we deemed proper.

TOWN CLERK: Mrs. Esther L. Russell

The Town was saddened by the sudden death on June 2, 1957, of our beloved Town Clerk, (Mrs. ) Mary E. Gilligan. She had served her Town faithfully for nearly nine years. Mrs. Gilligan will long be remembered for her cheerfulness and willingness to perform her duties.


(Mrs. ) Sylvia Stanley was appointed Temporary Town Clerk and served in this capacity for three months.


On September 23, 1957, (Mrs. ) Esther L. Russell was appointed Town Clerk and sworn in officially.


Vital Statistics: - Chapter 46, General Laws as amended.


Births actually recorded to date in 1957 were two hundred and sixty-four (264). This figure will be increased when final reports are in.


Marriages recorded for 1957 were ninety-four (94).


Deaths recorded for 1957 were eighty-five (85).


Chapter 46, Section 15:


The Town Clerk will furnish to parents, householders, midwives and physicians applying therefor, blanks for the return of births as required by law.


Chapter 115, Section 45:


Forty-five (45) burial permits have been issued by the Town Clerk as Special Agent for the Board of Health.

Chapter 148, Section 13:


Permits and Certificates of registration for the storage of inflammables - These licenses must be registered by the owner or occupant of the land, or by the holder of the license in the Town Clerk's office on or before Apr. 30 of each year. Notification will be sent on or about March 15 each year that each license shall be registered as required by law on or before April 10. If not registered as required by law, the license may be revoked by the licensing authority, after a public hearing.

This year, the Sarah D. J. Carter Lecture Committee was able to offer two programs to the people of Wilmington.


On Saturday evening, April 6, Dr. Murray Banks, well known pyschologist and humorist entertained a large and enthusiastic audience as he discussed "What To Do Until The Psychiatrist Comes". On November 2, duo-pianists Fred and Dorothy Smythe gave a delightful program of popular and clas- sical music. Both programs were held in the Barrows Auditorium.


The committee is eagerly looking forward to November 15, 1958 when they will present Commander Irving Johnson, famous explorer and world traveler, with the travel lecture film of his latest around-the-world voyage on the Schooner Yankee. A cordial invitation is extended to all the townspeople to attend.

(2) During the year 1957 the following new actions were brought against the Town or its officers or Agents:


New England Gas Products Inc. v. Board of Appeal, Middlesex Superior Court. (Two separate appeals from refusal of building permit. )


John F. Hartnett et als v. Town of Wilmington, Middlesex Superior Court. (Petition in equity by ten taxpayers to compel the making of additional school appropriations by the Town. )


Harry E. Wood v. Town of Wilmington, Middle sex Superior Court. (Petition for damages for taking of property for standpipe. )


C. During the year 1957 the following action by the Town was finally disposed of:


Town of Wilmington v. John W. O'Brien, Essex Superior Court. (Equity suit to enforce obli- gation to support. ) Disposed of by entry of final decree in favor of the Town directing certain support pay- ments.


D. Compensation was received by the Town Counsel in said matters and in all other matters during the year as follows:


Compensation $1315. 00 less discount to conform to available appropriation $716. 61

Planning Board activity during 1957 was substantial and represented a constructive contribution to the future of Wilmington. The following summarizes the work of the Planning Board according to prin- cipal categories:


I. GENERAL PLAN REPORT


A Report called the "General Plan" was completed during the year with the assistance of Planning & Renewal Associates. This is the first part of an overall plan for Wilmington. It contains predictions of future growth of population, prediction of den- sity spots, future locations of new tie-in streets, locations of schools and parks, future location of municipal facilities, and other information to be used as a guide in building a better community. This Report is included as an appendix to the 1957 Annual Report.
