On a motion by Mr. William A. Beers it was voted that inasmuch as the Finance Committee has informed the Selectmen that they have disapproved the transfer called for in this article that action on the Article be postponed to the Annual Town Meeting.


Article 5. To see if the Town will vote to appropriate a sum of money for the purpose of acquiring (pur - suant to an agreement previously made with Anthony Signore) as a site for a school building, a parcel of and containing approximately 12. 2 acres of land on the corner of Salem Street and Ballardvale Street, determine how the appropriation shall be raised, whether by taxation, by transfer from available funds, y borrowing, by transfer from the unexpended balance of a bond issue previously authorized by vote of he Town in the amount of One Million Three Hundred Thousand Dollars for constructing and originally equipping and furnishing an addition to or extension of the present Junior -Senior High School (said project

Finance Committee approved transfer of $14, 200. 00 from unexpended balance of bond issue for the construction of the addition or extension of the Junior -Senior High School.


On a motion by Mr. F. Talbot Emery it was voted unanimously to transfer as recommended by the Finance Committee for the purpose as stated in the article.


Article 6. To see if the Town will vote to appropriate any sum of money for the purchase of a dump truck, equipped with a snow plow and spreader body, determine how the appropriation shall be raised, whether by taxation, by transfer from available funds or otherwise, or do anything in relation thereto. On request of the Board of Selectmen.


Finance Committee approved the transfer of $6, 500. 00 from Road Machinery Fund to cover the cost of truck. On a motion by Mr. Nicholas DeFelice it was voted unanimously to transfer $6, 500. 00 for the purpose as stated in the article.


At this time Mr. John Winters questioned whether a quorum was present. 177 persons were counted.


Article 7. To see if the Town will vote to amend the Zoning By-Law and Map by changing the Zoning Distric classification from residential to industrial for that section of land bounded by the Woburn -Wilmington town line from the point of intersection with the Boston & Maine Railroad, westerly to the intersection of said tow line with the center line of Main Street, thence northerly along said center line to the point of intersection with the center line of Border Avenue, thence easterly along the center line of Border Avenue to the point of intersection with the center line of Woodlawn Avenue and along said Line to the point of intersection with the center line of Cleveland Avenue, thence northerly along said center line to the point of intersection with Cool Avenue and presently zoned industrial district, thence easterly along said district boundary to a point of intersection with the Boston & Maine Railroad and southerly along said railroad to the point of beginning, or do anything in relation thereto. On request of Harold V. MacKelvey.

In accordance with the foregoing Warrant the meeting was called to order by the Warden, Mr. Francis Hagerty, member of the Board of Selectmen, at 5. 45 A. M. The ballot box was opened in the presence of the Warden, Town Clerk and Police Officer and found to be empty, the register indicated 0000. The ballot box was then locked and the keys given to the police officer.

ARTICLE 1. To bring in your votes on one ballot respectively for the following named Offices, to wit: Two Selectmen for the term of three years; two Members of the School Committee for the term of three years; one Moderator for the term of one year; one Member of the Wilmington Housing Authority for the term of five years.

ARTICLE 5. To see if the Town will vote to raise and appropriate the sum of Seven Hundred Fifty Dollars ($750. 00) for the observance of Memorial Day and that the Moderator appoint a committee who shall arrange and have charge of such observance, or do anything in relation thereto.


ARTICLE 6. To see if the Town will vote to raise and appropriate the sum of Seven Hundred Fifty Dollars ($750. 00) for the purpose of renewing under authority of Section 9 of Chapter 40 of the General Laws as amended, the lease of the American Legion Clubhouse, Inc., in Wilmington for the purpose of providing suitable headquarters for the Wilmington Post No. 136 of the American Legion, or do anything in relation thereto.


ARTICLE 7. To see if the Town will vote to raise and appropriate the sum of Seven Hundred Fifty Dollars ($750. 00) for the purpose of renewing under authority of Section 9 of Chapter 40 of the General Laws as amended, the lease of the Veterans of Foreign Wars Clubhouse on Main Street for the purpose of providing suitable headquarters for the Nee-Ellsworth Post 2458 of the Veterans of Foreign Wars of the United States, or do anything in relation thereto.

ARTICLE 8. To see if the Town will vote to raise and appropriate a sum of money, under the authority of Section 9, Chapter 40 of the General Laws as amended, for the purpose of providing suitable quarters for the William F. Tattersall Chapter #106, Disabled American Veterans, located in Wilmington, Mass. or do anything in relation thereto. On petition of Disabled American Veterans.


ARTICLE 9. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100.00 the money to be expended under the direction of the 4-H Town Committee, serving in co-operation with the Middlesex County Extension Service, under the provisions of Section 40 to 45, Chapter 128, General Laws of Massachusetts, or do anything in relation thereto. Request of the Wilmington 4-H Town Committee.


ARTICLE 10. To see if the Town will vote to install street lights in the following streets: Carter Street - 1 light, Dorchester Street - 5 lights, Essex Street - 5 lights, Faulkner Road - 6 lights, Jere Road - 3 lights, Lawrence Court - 2 lights, Lawrence Street - 9 lights, Park Street - 1 light, Pineview Road - 1 light, Pinewood Road - 4 lights, Roman Way - 5 lights, Roosevelt Road - 1 light, Truman Road - 1 light, Walker Street - 2 lights and Ballardvale Street - 2 lights.


ARTICLE 11. To see how much money the Town will vote to raise by taxation or transfer from available funds, and appropriate for the purchase of two vehicles for the use of the Police Department and authorize the sale or turn-in of the two present vehicles used by the Police Department, or do anything in relation thereto.


ARTICLE 12. To see how much money the Town will vote to raise by taxation, or transfer from available funds and appropriate for the purchase of a truck for the use of the Highway Department and authorize the sale or turn-in of a truck presently used by the Highway Department, or do anything in relation thereto.


ARTICLE 13. To see how much money the Town will vote to raise by taxation or transfer from available funds and appropriate for the purchase of a rescue truck for Civil Defense, or do anything in relation thereto.


ARTICLE 14. To see how much money the Town will vote to raise by taxation or transfer from available funds and appropriate for the purpose of microfilming basic records of the Town of Wilmington, or do any- thing in relation thereto.


ARTICLE 15. To see how much money the Town will vote to raise by taxation or transfer from available funds and appropriate for the purpose of landscaping and otherwise improving the Town Common, or do any- thing in relation thereto.


ARTICLE 16. To see if the Town will vote to raise and appropriate by taxation or transfer from available funds the sum of One Thousand Dollars ($1000. 00) for the purpose of placing decorations in the Center of Town prior to the Christmas Season and that the Moderator appoint a committee who shall arrange and have charge of such decorations, or do anything in relation thereto.


ARTICLE 17. To see if the Town will vote to raise by taxation or transfer from available funds and appro- priate a sum of money for the purpose of paying unpaid bills of previous years, or do anything in relation thereto.


ARTICLE 18. To see if the Town will vote to instruct the Board of Selectmen to petition the Legislature to pass an act reading as follows: Chapter 592 of the Acts of 1950 is hereby amended by striking out Section 13 and substituting therefor, the following new sections:


SECTION 13A. The Board of Assessors of the Town of Wilmington shall consist of three members, who shall be elected at large by and from the voters of said Town of Wilmington, as hereinafter provided.


SECTION 13B. At the regular town election to be held in said town in the year nineteen hundred and fifty seven, the members of the board of assessors shall be elected by and from the registered voters

of the town, and the first in the order of votes received shall serve for a term of three years, the second in the order of votes received shall serve for a term of two years, and the third in the order of votes received shall serve for a term of one year. At each regular town election thereafter, successors to the members of said board to be elected thereat shall be elected for terms of three years each.


SECTION 13C. During the month of March in each year, the assessors shall meet and organize by electing a chairman. The salary of the chairman and each of the other members shall be raised and appropriated from the floor of the regular town meeting.


SECTION 13D. In case of a vacancy in the office of assessor elected by popular vote as aforesaid, the Board of Selectmen of said town shall appoint an assessor to fill such vacancy until the next regular town election, at which time an assessor shall be elected for the remainder of the unexpired term, if any.


SECTION 13E. All members of the existing board of assessors of said town shall cease to hold office upon the qualification of the members of the board of assessors elected at the regular town election in the year nineteen hundred and fifty-seven.


SECTION 13F. Such provisions of Chapter 2 of the Acts of 1730 and acts in amendment thereof and in addition thereto, as are inconsistent with this act are hereby repealed.

ARTICLE 19. To see if the Town will vote to accept Chapter 399 of the Acts of 1954, said Act providing for the admission of the Town of Wilmington into the North Metropolitan Sewerage District of the Metro- politan District Commission, or do anything in relation thereto. On request of the Town Manager.


ARTICLE 20. To see if the Town will vote to authorize and instruct the Board of Selectmen and Town Manager to take such steps as are advisable by petition or otherwise to introduce and sponsor before the General Court a bill to permit the establishment of a system of public sewers in the Town of Wilmington and to provide for the financing thereof, or do anything in relation thereto. On request of the Town Manager.


ARTICLE 21. To see if the Town will vote to raise and appropriate a sum of money for the purpose of purchasing and erecting a standpipe and all appurtenances necessary to allow connection to the water system and determine how the appropriation shall be raised, whether by taxation, by transfer from available funds, by borrowing, or otherwise, or do anything in relation thereto. On request of the Water Commissioners.


ARTICLE 22. To see if the Town will vote to raise and appropriate a sum of money for the purpose of lay- ing water mains of not less than 6 inches, but less than 16 inches in diameter on specified streets in accord- ance with the recommendations of the Board of Water Commissioners acting under the provisions of Chapter 332, of the Acts of 19551 and determine how the appropriation shall be raised, whether by taxation, by transfer from available. funds, by borrowing, or otherwise, or do anything in relation thereto.


ARTICLE 23. To see if the Town will vote to raise and appropriate a certain sum of money for the pick- up and removal and disposal of rubbish from all dwellings in the Town of Wilmington, or do anything in re- lation thereto. Request of the Board of Health.


ARTICLE 24. In the event that the foregoing article is not approved, to see if the Town will vote to raise and appropriate a certain sum of money for the relocation of the Town Dump. Request of the Bd. of Health.


ARTICLE 25. To see if the Town will vote to accept Lockwood Road as a Public Town Way as laid out by the Board of Selectmen and approved by the Planning Board according to a plan filed with the office of the Town Clerk, or do anything in relation thereto.


ARTICLE 26. To see if the Town will vote to accept as a public way the layout of Elwood Road as approved Dy the Planning Board and made by the Selectmen under the provisions of law relating to the assessment of
