ANNUAL TOWN MEETING, MARCH 3, 1956, with action taken thereon
To: Harry J. Ainsworth, Constable of the Town of Wilmington:
GREETINGS: In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By- Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified to vote in Town affairs to meet and assemble at the High School Cafeteria, Saturday, the 3rd day of March, A. D. 1956 at 9. 45 o'clock in the forenoon, the polls to be opened at 10. 00 A. M. and shall be closed at 8. 00 P. M. for the election of Town Offices:
Article 1: To bring in your votes on one ballot respectively for the following named Offices, to wit: Two Selectmen for the term of three years; two members of the School Committee for the term of three years; one member of the School Committee for the term of two years (to fill an unexpired term); one Moderator for the term of one year; one Member of the Wilmington Housing Authority for the term of five years; one Member of the Wilmington Housing Authority for the term of two years(to fill an unexpired term); and the following questions:
Question 1: Shall the acceptance by the Town of Wilmington of an Act passed by the General Court in the year nineteen hundred and fifty, entitled 'An Act Establishing a Town Manager Form of Government for the Town of Wilmington' be revoked? -
Question 2: Will the Town vote to accept the provisions of Section 48 of the Civil Service Law, Chapter 31 of the General Laws, with reference to the regular or permanent members of its Fire Force and the office of Chief of the Fire Department ?
Question 3. Shall an Act passed by the General Court in the year nineteen hundred and forty-nine entitled "An Act Relative to the granting of vacations for members of the regular or permanent Police and Fire Forces in certain cities and towns" be accepted ?
In accordance with the above, the voters assembled at the High School Cafeteria at 9. 45 A. M. on March 3, 1956. The meeting was called to order by the Moderator. The ballot clerks were sworn and the ballots delivered to them and receipts taken. The checkers were sworn later in the day.
Article 1 was read by the Moderator. It was voted to dispense with further reading of the Warrant at this time. The ballot box was examined in the presence of the Moderator, Town Clerk and Police officer and found to be empty. The register indicated 0000. The keys were delivered to the police officer.
At 10. 00 A. M. the polls were declared open.
At 8. 00 P. M. the polls were declared closed.
There were 2539 votes cast.

At 1. 30 P. M., March 10, 1956 the Meeting was called to order in the Auditorium, and on a motion by Mr. Charles H. Black it was adjourned to the gymnasium to accommodate the number of voters.
At 1. 55 P. M., the meeting was called to order with a prayer by Rev. Richard Harding.
The report of the High School Building Committee was read by Mr. F. Corum. On a motion by Mr. Corum it was voted to name the High School Auditorium the 'Herbert C. Barrows Auditorium. '
The report of the Sub Fire Station Committee was read by Mr. Wm. S. Wendell, Chairman, with the recommendation that the functions of the Committee be referred to the Committee on future capital outlays.
The report of the Water Extension Committee was given by Mr. Larz Neilson. The Committee recom- mended adoption of the Betterment Act.
The Report of the Recreation Commission was given later.
Article 3. To see how much money the Town will appropriate for the expenses of the Town and salaries of the several Town Offices and Departments and determine how the same shall be raised, whether by taxa. tion, transfer from available funds or otherwise, or do anything in relation thereto.
On a motion by Mr. Herbert C. Barrows it was voted that the several and respective sums as recommende by the Finance Committee be raised and appropriated for the purposes set forth in Article 3 of the Town Warrant, each item to be taken up and voted on separately subject to amendment.

Motion by Mr. Hagerty that the Town vote to raise and appropriate the sum of Fifteen Thousand One Hundred Twenty-five Dollars ($15, 125.00) for the above. A motion by Mr. Hagerty to amend the amount to Ten Thousand Eighty-three Dollars ($10, 083. 00) was voted. A motion by Mr. Edward Curtis to lay on the table was lost.

On a motion by Mr. Nicholas DeFelice it was voted to raise by taxation and appropriate the sum of Three Thousand Dollars ($3, 000. 00) for the purchase of one or more vehicles for the use of the Police Department and authorize the sale or turn-in of a present vehicle used by the Police Depart- ment. Voted unanimously.
Article 12. To see how much money the Town will vote to raise by taxation, or transfer from available funds, and appropriate for the purchase of a front-end loader with back-hoe attachment, or do anything in relation thereto. Submitted by the Town Manager.
On a motion by Mr. E. Hayward Bliss it was voted to raise by taxation, the sum of Six Thousand, Eight Hundred and Fifty Dollars ($6, 850. 00) and to transfer from the Road Machinery Fund the sum of One Thousand, One Hundred and Fifty Dollars ($1, 150. 00) and appropriate for the purchase of a front-end loader with back-hoe attachment.
Article 13. To see how much money the Town will vote to raise by taxation, or transfer from available funds, and appropriate for the purchase of an ambulance, and authorize the sale or turn-in of a present ambulance, or do anything in relation thereto. Submitted by the Town Manager.
On a motion by Mr. Nicholas DeFelice it was voted to raise by taxation and appropriate the sum of Nine Thousand Dollars ($9, 000. 00) for the purchase of an ambulance and the sale or turn-in of the present ambulance.
Article 14. To see how much money the Town will vote to raise by taxation or transfer from available funds, and appropriate for the purchase of a pick-up truck for the use of the School Maintenance Depart- ment, and authorize the sale or turn-in of a present vehicle used by the School Maintenance Department, or do anything in relation thereto. Submitted by the Town Manager.
On a motion by Mr. Francis J. Hagerty it was voted to raise by taxation the sum of One Thousand Five Hundred Dollars ($1, 500. 00) and appropriate as stated above.

Article 16. To see if the Town will vote to name Swain School, for the old High School, out of respect for he many years of devoted service by the Misses Caroline and Henrietta Swain, or do anything in relation hereto. Submitted by the School Committee.

Article 17. To see if the Town will vote to accept Sections 42G, 42H and 421 of Chapter 40 of the General Jaws, as inserted by Chapter 332 of the Acts of 1955, or do anything in relation thereto.

Article 18. To see if the Town will vote to provide for the levy of special assessments to meet the whole or art of the cost thereafter incurred of laying pipes in public and private ways for the conveyance or distri- ution of water to its inhabitants, and determine which of the methods provided by law for the apportionment f such assessments upon the several parcels of land receiving benefit shall be followed in making such evies or do anything in relation thereto. Submitted by the Board of Water Commissioners.
On a motion by Mr. Harold Melzar it was voted that the Town provide for the levy of special assess- ments to meet the whole or part of the cost hereafter incurred of laying pipes in public and private ways for the conveyance or distribution of water to its inhabitants and in connection with Section 42H of Chapter 40 of the General Laws such assessments shall be made on the several parcels of land receiving benefit from the laying of such pipes by a fixed uniform rate based upon the estimated average cost of all the water pipes therein and the laying thereof according to the frontage of such land on any way in which the water pipe is laid.
Article 19. To see if the Town will vote to raise and appropriate a sum of money for the purpose of laying ater mains of not less than six inches but less than sixteen inches in diameter on specified streets in ccordance with the recommendations of the Water Main Extension Advisory Committee, and determine ow the appropriation shall be raised, whether by taxation, by transfer from available funds, by borrowing r otherwise, or do anything in relation thereto. Request of the Water Main Extension Advisory Committee. On a motion by Mr. Larz Neilson it was voted to appropriate the sum of Thirty Thousand Dollars ($30,000. 00) for the purpose of laying water mains of not less than six inches (6") nor more than six- teen inches (16") in diameter on the following streets: Randolph Road, Birchwood Road, Sprucewood Road, Kendall Street, Pinewood Road, and/or in such other streets as may be selected by the Board of Water Commissioners, and to meet such appropriation that the Treasurer, with the approval of the Board of Selectmen be and hereby is authorized to issue bonds or notes of the Town therefor, payable in not more than fifteen years.
