Report of the Superintendent of Schools


TO THE SCHOOL COMMITTEE OF HARTFORD :


I wish to take this opportunity to express my sincere thanks to you, and also to the people of Hartford, for the many favors and kindnesses that have been granted me during my first year as super- intendent of your schools.


I hope that you and your people will always bear this in mind,- that my interests are your interests, that I come not to force on you or your community any pet "notions" or "hobbies"' that I may have, but to work with you to discover what things are most needed for the training of the children of your town, and to secure those things so far as financial conditions will permit.


On the whole, I am well pleased with' the work that is being ac- complished. I would, however, call your attention to the methods of teaching reading that have been used for some years past,-not only here, but in many sections of New England. Careful examination of children that have been taught by these methods, as well as inquiries that have been made in other places, have convinced me that some uniform system bases upon phonetics from the beginning of the first grade would secure better results. I shall, therefore, recommend that some such reader be introduced in the first grade. The expense would be small, as new books of the series could be purchased on the following plan,-first grade readers next fall, second grade readers the year following, and so on as the classes advance from year to year.


The geographies are, as a whole, in very poor condition. I would recommend that the worn copies be replaced by new ones of the same series, or possibly, by books of another kind that are better adapted to our needs if such can be found.


The law regarding the certification of teachers is bringing about a condition of increasing seriousness for small towns. While no one will for a moment question the advisability or advantage, of hiring teachers of successful experience, the law has "closed the door" to teaching to so many inexperienced girls that the difficulty of secur- ing the experienced teacher is far greater than would seem. We are fortunate, however, in being able to secure girls who are just graduat- ed from our own or neighboring high schools, who, being already fa- miliar with our local rural conditions, are rapidly developing into that type of teacher from which can be gotten most excellent results

TO THE UNION DISTRICT


As the success of any school system is largely dependent on the amount of money available for its maintenance, it must follow that cvery superintendent will urge the raising of as large an amount of funds as the community can afford. When I realize, however, that each of the towns of this union district is already raising an amount for common schools that is greater, per thousand dollars of valuation than the average for either the county or the state, I no longer urge, but feel that I must leave the matter of increased appropriations to the good judgement of the people.


I believe this is the time to call the attention of the citizens of this district to the movement that is already well under way to secure by change in state law a more equitable distribution of our state school funds. Under the present laws some cities and large manufacturing towns are receiving from $15 to $25 or even more per child registered in the common schools, while Buckfield received for 1915, the last year for which statistics can be secured, $10.53 per child, Hartford $9.83, and Hebron $7.55. If the proposed plan could be made law, it would bring approximately one thousand dol- lars more into this district from the state each year for the improve- ment of common schools. While time and space forbid my saying more regarding this matter here, I urge that all persons make them- selves familiar with the present conditions and the proposed change in order that organized effort may eventually secure the results that we desire.

To Clinton S. Thurlow, Constable of the town of Hartford, County of Oxford, Greeting :


In the name of the State of Maine you are hereby required to noti- fy and warn the inhabitants of said town of Hartford qualified by law to vote in town affairs, to assemble at the town hall in said town on Monday, the fifth day of March, A. D., 1917, at ten o'clock in the forenoon to act on the following articles to wit:


Art. 1. To choose a moderator to preside at said meeting.


Art. 2. To see if the town will vote to accept the report of the town officers.


Art. 3. To choose all necessary town officers for the ensuing year.


Art. 4. To see if the town will grant and raise such sums of money as may be necessary for the maintenance and support of schools, the poor, repairs of roads and bridges, and to defray all other town charges for the ensuing year.


Art. 5. To see if the town will vote to readjust the prices for winter road work.


Art. 6. To see if the town will vote to have all winter road work turned on taxes.


Art. 7. To see if the town will vote "Yes" or "No" on the question of appropriating and raising money necessary to entitle the town to State aid, as provided in Section 20 of Chapter 130 of the Public Laws of 1913.


Art. 8. To see if the town will appropriate and raise the sum of $533 for the improvement of the section of the State Aid Road as outlined in the report of the State Highway Commission, in addi- tion to the amounts regularly raised for the care of ways, highways and bridges, the above amount being the maximum which the town is allowed to raise under the provision of Section 19 of Chapter 130 of the Public Laws of 1913.
