Warrant For Town Meeting


Hartford, Me., Feb. 8, 1919.


To Francis R. Sargent, a constable of the Town of Hartford, County of Oxford, Greeting :


In the name of the State of Maine you are hereby required to noti- fy and warn the inhabitants of the said town of Hartford qualified by law to vote in town affairs, to assemble at the town hall in said town on Monday, the third day of March A. D. 1919, at ten o'clock in the forenoon to act on the following articles, to wit.


Art. 1. To choose a moderator to preside at said meeting.


Art. 2. To see if the town will vote to accept the report of the Municipal officers for the year ending Feb. 8, 1919.


Art. 3. To choose all necessary town officers for the ensuing year.


, Art. 4. To see if the town will grant and raise such sums of money as may be necessary for the maintenance and support of schools, the poor, repair of roads and bridges, and to defray all other town charg- es for the ensuing year.


Art. 5. To see if the town will vote to have all winter road work turned on taxes.


Art. 6. To see if the town will vote "yes" or "no" on the ques- tion of appropriating and raising money necessary to entitle the town to State aid, as provided in Section 20 of Chapter 130 of the Public Laws of 1913.


Art. 7. To see if the town will appropriate and raise the sum of $533 for the improvement of the section of the State Aid road as out- lined in the report of the State Highway Commission, in addition to the amounts regularly raised for the care of ways, highways and bridges, the above being the maximum which the town is allowed to raise under the provision of Section 19 of Chapter 130 of the Public Laws of 1913.

Art. 8. To see if the town will raise money and what sum, for the maintenance of State aid highway for the ensuing year, within the limits of the town under the provision of Section'18 of Chapter 130 of the Public Laws of 1913.


Art. 9. To see if the town will vote to authorize the Selectmen to hire money if necessary, to defray town charges during the ensuing year.


Art. 10. To see if the town will vote to maintain the. "Glover" School.


Art. 11. To see if the town will vote to maintain the "Mountain"' School.


Art. 12. To transact any other business that may legally come be- fore said meeting.


The Selectmen will be in session at the town hall at nine o'clock in the forenoon of the day of said meeting, for the purpose of revising the list of voters.

Superintendent of Schools' Report


I herewith submit my first annual report as superintendent of schools.


The past year has been a difficult year for school officials. Teach- ers of any quality have been hard to obtain and harder to hold when once engaged. There has been a steady raise in wages every- where which have slashed appropriations badly. In Hartford our own wage scale has increased from a minimum salary of $8 per week to $12, and if we are to obtain teachers for next year must increase still further. Thanks to a, liberal raise in the common school appropriation last year it has been possible to pay for the four terms of school which the "flu" obliged us to run this year and yet have enough left on hand to pay up all bills at the end of this present winter term so that all moneys raised next year can apply on the schools of that year. To meet the increasing wage demanded by teachers $1,900 would be none too much for next year.


In the matter of books the cost of text books has practically doubled. While many of our books are old and in bad shape and should be replaced.


I should recommend that the following be appropriated for the ensuing year :
