Report of the Superintendent of Schools


To the School Committee of the Town of Hartford:


I herewith submit my second annual report of the schools of Hartford.


During the past year seven schools have been maintained and that at Bear Mountain conveyed to the Union district. Although the salary scale has been constantly raised, teachers who could "teach" and not simply "keep" school have been harder and harder to obtain and we have been obliged to make use of a larger num- ber of inexperienced teachers than common. It is trusted that we are now over the crisis and that soon there will be an increased number of teachers available.


During this year I have made an analysis of our local school condition in hopes of being able to work out a more definite. plan for bettering the system. Some of the facts found I will give below.


In the first place, I classified the children to see what advance- ment they were making in the grades. I found there were in the Town of Hartford the following number of pupils in each grade:

It will here be seen that in Grade I there are 4 that were five years old; 6, six; and 1 that was seven. Inasmuch as most children enter school between the ages of five and six it will be seen that those to the left have made normal progress, while of course eleven-year-old children who have only reached the 3rd and 4th grade are backward. Also, in my examination of the district I have most often found the leader of the class in the younger or left groups. It has also shown several children who have been pushed forward beyond their years to a point where they are unable to grasp the reasoning demanded by the advanced work.


The percentage of children in the town who have made normal advancement or better is 70.4%. The survey in other towns showed Buckfield, 83.6; Hebron, 66.6; Sumner, 55.3. It seems to me that the percentage of children who have not made the ad- vance they should is larger than we have the right to expect.

In the first instance above we see that of our total population of school age under 21 years of age only one out of two attended school. In matter of attendance we did a little better, as this percentage attended on the average over three-fourths of the time.


Yet in children who go to high school, less than one out of five is found, and but half our children who start school get even a rural school education, meagre as this of itself is.


The most hearty co-operation of the citizens of the town is im- plored to better these conditions. If we could only, all of us, join in getting every child into schools as early as possible, keeping him there as long as possible and then getting every available boy and girl into High School. When he has finished the rural school we would have a school and town one could well be proud of.

The financial waste is seen at once. All our children could be educated without increased cost, as our schools are all small in number. With half the available school population out of school we get but fifty cents value out of a dollar, and then with this half attending but three-fourths the time a quarter of the re- mainder is wasted.


Let us hope that the next year will be more free from sickness and the survey will show improved school conditions.
