Report of the
Superintendent of Schools
TO THE SCHOOL COMMITTEE OF HARTFORD :
In this, my second annual report as superintendent of your schools, I wish to thank you for the continuance of those many favors and kindnesses which have been so freely granted since the beginning of my work in your town.
In my last report I recommended that some system of phonetics be used as a basis in the teaching of reading, particularly in the low- est grades. This has been done, the results of which are very pleas- ing to me. A careful development of this plan will, I am sure, eventu- ally produce in the children the ability to read understandingly and to pronounce new words correctly,-two things which the majority of the children cannot do at the present time. I cannot emphasize this point too strongly,-that the ability to read understandingly is the very key to success in any line of work in our public or private schools.
Examination of pupils in the subject of arithmetic has brought out three striking points,-inability to solve problems, lack of ac- curacy and lack of rapidity. The first difficulty may be explained largely as a result of those conditions mentioned in the paragraph above, and is by far the most difficult to correct. Accuracy and rapidity may be secured by constant drill, and, as these two really determine one's degree of efficiency, all teachers are instructed to take advantage of every opportunity to provide practice in these im- portant points.
In making the above statements I do not wish to convey the idea that the defects mentioned are peculiar to Hartford or to any town of this union, as I believe them to be the defects that are common throughout the schools of the land. The fundamental causes for the existence of these defects are undoubtedly many and varied, so much so that I shall not attempt to mention them at this time. I will, how- ever, respectfully ask you, and all who are interested in the welfare of our schools, to give to this matter most careful thought.

In regard to the employment of teachers we are confronted with one of the most serious difficulties in the handling of our whole school system. The scarcity of labor in other fields is well known to all, but we, on whom is placed the burden of selecting the teachers, realize that the scarcity of labor in this profession is of serious magnitude. We have thus far been exceedingly fortunate in securing good teach- ers, but what the next few years will bring forth, time alone can tell. As an aid in meeting the above situation, and also because of the fact that we are receiving less from the state than in the past, I am recommending that there be raised for the support of common schools at least three hundred dollars more than for the year just passed.
To create in the mind of the child a full realization of the fact that schools are maintained for the purpose of making the boys and girls of today good and strong citizens of the future, is our constant aim, and to this end I would ask the hearty support of all persons.

ANNUAL TOWN REPORT
WAR SAVINGS .
We have entered upon a nation-wide campaign for the sale of Thrift and War Savings Stamps. The Government calls for a loan of $2,000,000,000 from this source for war purposes, and no patriotic citizen, whether man, woman or child, can turn a deaf ear to this call. We must each feel that we are personally responsible for the successful prosecution of this war, and money must be furnished for this purpose-not merely the capital of the rich and comfortably well-to-do, but the savings of even the smallest child will be needed if we are to secure our existence as a free country. It is time for people to stop finding fault with others, and telling what somebody else ought to do and for each one, to fairly face his own individual obligation and act upon it to the best of his ability. This is our only chance for safety, now and hereafter.
If the people of Hartford would not be behind others in this work, we must lend to the Government approximately $12,000. The War Sav- ings Committee urges upon the people the necessity of saving every penny that we can and investing in Thrift Stamps and War Savings Stamps. Warrant for Town Meeting
Hartford, Me., Feb. 12th, 1918.
To Francis R. Sargent, a Constable of the town of Hartford, County · of Oxford, Greeting :
In the name of the State of Maine you are hereby required to noti- fy and warn the inhabitants of the said town of Hartford qualified by law to vote in town affairs, to assemble at the town hall in said town on Monday, the Fourth day of March, A. D., 1918, at ten o'clock in the forenoon to act on the following articles, to wit:
Art. 1. To choose a Moderator to preside at said meeting.
Art. 2. To see if the town will vote to accept the report of the Municipal Officers for the year, ending Feb. 12th, 1918.
Art. 3. To choose all necessary town officers for the ensuing year.
Art. 4. To see if the town will grant and raise such sums of mon- ey as may be necessary for the maintenance and support of schools, . the poor, repairs of roads and bridges, and to defray all other town charges for the ensuing year.
Art. 5. To see if the town will vote to have all winter road work turned on taxes.
Art. 6. To see if the town will vote "yes" or "no" on the ques- tion of appropriating and raising money necessary to entitle the town to State aid, as provided in Section 20 of Chapter 130 of the Public Laws of 1913.
Art. 7. To see if the town will appropriate and raise the sum of $533 for the improvement of the section of the State Aid Road as outlined in the report of the State Highway Commission, in addition to the amounts regularly raised for the care of ways, highways and bridges, the above amount being the maximum which the town is allowed to raise under the provision of Section 19 of Chapter 130 of the Public Laws of 1913.

Art. 8. To see if the town will raise money, and what sum, for the maintenance of State aid highway for the ensuing year, within the limits of the town under the provision of Section 18 of Chapter 130 of the Public Laws of 1913.
Art. 9. To see if the town will vote to build a Snow Fence on the hill across the meadow beyond B. C. Ludden's residence on the road to Canton, and to raise money for the same.
Art. 10. To see if the town will vote to instruct the Selectmen to lay out or "'cause to be laid out"' and build a road around the hill east- erly of Arthur Tyler's residence, and raise money for the same.
Art. 11. To see if the town will vote to sell the parcel of land ly- ing between the farms now occupied by T. E. Ryerson and Fred Hol- land.
Art. 12. To see if the town will vote to maintain the "Glover"' School.
Art. 13. To see if the town will vote to maintain the "Mountain" School.
Art. 14. To see if the town will vote to rescind a vote taken at a Special Town Meeting, held at Hartford, Me. Sept. 18th, 1915. Which vote was as follows :- Voted to instruct the Selectmen of Hartford to place a valuation of $2,000.00 each year for a term of ten years, on mills for the manufacturing of lumber, operated by E. C. Irish, his associates or any Co-Partnership or Corporation that he may form, to be located at Hartford Center. Said valuation to include all mills, machinery, equipment and lumber for manufacturing or that has been manufactured.
Art. 15. To transact any other business that may legally come be- fore said meeting.
The Selectmen will be in session at the town hall at nine o'clock in the forenoon of the day of said meeting, for the purpose of revising the list of voters.
