GENERAL INSTRUCTIONS UPON POSTAL SUBJECTS.


COMPILED FROM U. S. POSTAL REGULATIONS. .

Direct your mail matter to a postoffice and if to a city, add the street and number or postoffice box of the person addressed. If you are not certain that the place to which you wish to send is a postoffice, inquire of the postmaster. Matter not addressed to a postoffice cannot be dispatched. To insure certainty in dispatch of mail, give the county in which the postoffice is situated, and spell the name of the state in full. Write or print your name and address, and the contents, if a package, upon the upper left- hand corner of all mail matter. This will insure its immediate return to you for cor- rection, if improperly addressed or insufficiently paid; and if it is not called for at its destination it will be returned to you without going to the dead letter office. If a letter it will be returned free. Register or insure all valuable letters and packages. Registry fee ten cents, which, with the postage, foreign or domestic, must be fully prepaid, and name and address of sender must be given on the outside of envelope or wrapper.

RATES OF POSTAGE.


First Class .- Letters and other matter, wholly or partly in writing-except the writing specially authorized to be placed upon matter of other classes-and on matter sealed or otherwise closed against inspection, two cents per ounce or fraction thereof.


Drop Letters .- Two cents an ounce or fraction thereof when' mailed at letter-carrier post offices, including offices where village delivery service by carrier has been estab- lished, or at offices which are not letter-carrier offices if rural free delivery has been established and the persons addressed are served by rural carrier; and 1 cent for each ounce or fraction thereof when mailed at offices where letter-carrier service is not estab- lished, or at offices where the patrons are not served by rural carriers. There is no drop rate on mail other than letters. Aeroplane mail, consisting of first-class matter. including sealed packages not exceeding 30 inches in length and girth combined, is chargeable with postage at the rate of 2 cents for each ounce or fraction thereof. Special aeroplane stamps are not required, but any stamps good for postage may be used. A letter which after a proper effort has been made to deliver it is returned to the sender, may not be remailed without a new repayment of postage. Postal cards, one cent each. The face of the card may be divided by a vertical line approximately one- third the distance from the left end; the space to the left to be used for message, etc., but the space to the right for address only. Addresses thereon may be either written, printed or affixed thereto. Very thin sheets of paper may be attached thereon upon condition they completely adhere thereto; such sheets may bear both writing and print- ing. Advertisements, illustrations, or writing may appear on the back or the left third of the face. Postal cards are treated as sealed letters, except when undeliverable to the addressee they may not be returned to the sender, unless deposited for local delivery. Postal cards bearing particles of glass, metal, mica, sand, tinsel, or other similar sub- stances, are unmailable, except when enclosed in envelopes with proper postage attached, or when treated in such manner as will prevent the objectionable substances from being rubbed off or injuring persons handling the mails. Cards mailed under cover of sealed envelopes (transparent or otherwise) are subject to first class rate; if enclosed in un- sealed envelopes, according to the character of message.

Double reply postal cards .- Intact double postal cards should be folded before mail- ing. Either half may be used separately. If initial half is not detached when reply is mailed for return, card is subject to postage according to character of message.


POST CARDS (PRIVATE MAILING CARDS).


Transmissible, When and Where .- Post cards manufactured by private persons, consisting of an unfolded piece of cardboard in quality and weight substantially like the Government postal card, not exceeding in size 3 9-16 by 5 9-16 inches, nor less than 2 3-4 by 4 inches, bearing either written or printed messages, are transmissible without cover in the domestic mails (including the possessions of the United States), and to Canada, Cuba, Mexico, Republic of Panama, and city of Shanghai, (China), at the postage rate of 1 cent each, to be paid by stamps affixed.


Advertisements and Illustrations .- May appear on the back of the card and on the left half of the face.


Nonconforming Cards, Rate .- Cards which do not conform to the foregoing con- ditions are chargeable with postage at the letter rate if wholly or partly in writing, or at the third-class rate if entirely in print.


Under Cover Rate .- Cards mailed under cover of sealed envelopes (transparent or otherwise), are chargeable with postage at the first-class rate; if inclosed in unsealed envelopes, they are subject to postage at the first-class rate if wholly or partly in writing, or the third-class rate if entirely in print --- to be prepaid with stamps affixed to the envelope. Stamps affixed to matter inclosed in envelopes are not recognized in pay- ment of postage thereon.


Double-or Reply Post Cards, each portion of which conforms in size, quality, etc., to the conditions applicable to single post cards, are subject to 1 cent postage, to be prepaid by means of stamp affixed to the initial portion. The reply half, when de- tached and mailed, is also subject to 1 cent postage. The postage on the reply half need not be affixed thereto until it is detached from the initial half and mailed for re- turn.


Folded Advertising Cards and other matter entirely in print, arranged with a de- tachable part for use as a post card, are mailable as third-class matter.


Second Class .- The rate of postage on newspaper and periodical publications, when sent by publishers or news agents, is as follows:


SEC. 429. The rates of postage on publications entered as second-class matter (in- cluding sample copies to the extent of ten per centum of the weight of copies mailed to subscribers during the calendar year) when sent by the publisher thereof from the post- office of publication or other postoffice, or when sent by a news agent to actual sub- scribers thereto, or to other news agents for the purpose of sale;


(a) In the case of the portion of such publication devoted to matter other than ad- vertisements, shall be as follows:


On and after July 1, 1919, 112 cents per pound or fraction thereof.


(b) In the case of the portion of such publication devoted to advertisements the rates per pound or fraction thereof for delivery within the several zones applicable to fourth-class matter shall be as follows (but where the space devoted to advertise- ments does not exceed five per centum of the total space, the rate of postage shall be the same as if the whole of such publication was devoted to matter other than advertise- ments) :

When sent by others than the publishers or news agents, one cent for each four ounces or fractional part thereof.


Third Class .- Printed matter (except newspaper and other periodical publications which are entered as second class matter), in unsealed wrappers only (all matter enclosed in sealed envelopes notched on the sides or corners must pay letter rates), one cent for each two ounces or fraction thereof, which must be fully prepaid. This includes cir- culars, hand-bills, engravings, lithographs, music, pamphlets, photographs, proof sheets, corrected proof sheets, and manuscripts accompanying the same; also, when mailed in quantities of at least 20 identical copies, reproductions by the electric pen, hecto- graph, metallograph, papyrograph, and, in short, any reproduction upon paper by any process, excepting handwriting and the copying press, not in the nature of a per- sonal correspondence. Limit of weight, four pounds. Parcels of printed matter weigh- ing more than four pounds which do not exceed the limit of weight and size of fourth class matter come within this class and are mailable at the parcel post rates. Books are included in parcel post mail. Third class matter must be fully prepaid or it will not be dispatched.


FOURTH CLASS (PARCEL POST) MATTER.


Fourth Class .- Fourth class mail embraces all other matter, including farm and factory products, not now embraced by law in either the first, second or third class, not exceed- ing 70 pounds in weight when mailed for delivery within the first, second and third zones, nor exceeding 50 pounds in weight when for delivery in any of the other zones, nor greater in size than 84 inches in length and girth combined, and not of a character perishable within a period reasonably required for transportation and delivery. The rates of postage on fourth class or parcel post matter-to be fully prepaid-unsealed- are as follows:


(a) Parcels weighing 4 ounces or less, except books, seeds, plants, etc., one cent for each ounce or fraction thereof, any distance.


(b) Parcels weighing 8 ounces or less containing books, seeds, cuttings, bulbs, roots, scions, and plants, one cent for each 2 ounces or fraction thereof, regardless of distance.


(c) Parcels weighing more than 8 ounces containing books, seeds, plants, etc., parcels of miscellaneous printed matter weighing more than 4 pounds, and all other parcels of fourth class matter weighing more than 4 ounces are chargeable, according to dis- tance or zone at the pound rates shown in the following table, a fraction of a pound being considered a full pound.


A war stamp tax of one cent must be paid on packages of fourth class or parcel post matter on which the postage charge is twenty-five cents, with an additional one cent for each additional postal charge of twenty-five cents or fraction thereof. This tax is not applicable to parcels on which the postage amounts to less than 25 cents. Special internal revenue stamps shall be used to pay the tax.
