The local rate applies to parcels mail- ed under the following conditions:


(1) At any postoffice for local de- livery at such office.


(2) At any city letter carrier office, or at any point within its delivery limits, for delivery by carriers from that office.


(3) At any postoffice from which a rural route starts, for delivery on such route, or when mailed at any point on a rural route for delivery at any other point thereon, or at the office from which the route starts, or for delivery on any other rural route starting from the same office.


(4) On all fruits and vegetables mailed at a postoffice from which a motor vehicle truck route or country motor express route starts, or at any point or postoffice on such route, for transportation over the route and delivery at any other point or post- office on the same route.

GENERAL INSTRUCTIONS UPON POSTAL SUBJECTS.


C. O. D. SERVICE PERTAINING TO FOURTH CLASS (DOMESTIC PARCEL POST) MAIL.


The sender of a mailable fourth class parcel on which the postage is fully prepaid may have the price of the article and the charges thereon collected from the addressee on payment of a fee of 10 cents in stamps affixed, provided the amount to be collected does not exceed $50.00, and for a fee of 25 cents in stamps provided the amount to be collected does not exceed $100.00. The C. O. D. service is applicable only to domestic unsealed parcels of the fourth class mailed at and addressed to money order offices. Such a parcel will be insured against loss without additional charge in an amount equi- valent to its actual value, but not to exceed $50.00, when 10 cents C. O. D. fee is paid and not to exceed $100.00 when 25-cent fee is paid.


REGISTRATION.


Domestic matter of the first, second and third classes, and all classes of international mail may be registered, ( except international parcel post mail addressed to Barbados, Curacao, Dutch Guiana, France, Great Britain, Greece, Guadeloupe, The Netherlands, Martinique and Uruguay) at the rate of 10 cents for each package in addition to the regular rates of postage to be fully prepaid by stamps. Domestic fourth class matter (unsealed) is prohibited registration, but when sealed and not in excess of 4 pounds, it may be registered upon the payment of the fee of 10 cents in addition to the first class or letter rate of postage. Each package must bear the name and address of the sender. If the sender desires a receipt from the addressee or an authorized agent, such receipt will be obtained if the envelope or wrapper of the article is endorsed "Receipt Desired." Mail matter can be registered at all postoffices in the United States. All free delivery postoffices, letters or small parcels of first-class mail matter will be regis- tered by letter carriers on their routes. Rural carriers will register letters and parcels of any class throughout their routes. City and rural carriers are forbidden to address matter tendered for registration, place contents in envelope or seal them. Rural carriers are not prevented from acting as agents of patrons, without remuneration, to enclose money orders, procured for the remitter, in addressed envelopes furnished by senders for the purpose, and seal and present the same for registration at office to which the rural carrier is attached. Registered matter the delivery of which has not been restricted by the sender or addressee may be delivered to any responsible person to whom the addressee's mail is customarily delivered. Registered matter endorsed for delivery to the addressee in person, as "Deliver only to the addressee," or with words of similar import, must be delivered to no one but him, not even upon his written order; and if it cannot be so delivered, it must be returned, after the expiration of proper period, to sender. Undelivered registered first-class mail may be forwarded without additional charge for registry fee, upon written request of addressee or his authorized agent, and in cases of emergency, where the postmaster is satisfied no fraud is intended, a telegraphic order from addressee may be honored. An indemnity-not to exceed $50 in any one case will be paid for the loss of first-class registered matter.


INSURED MAIL.


A mailable fourth class parcel on which the postage is fully prepaid may be insured against loss in an amount equivalent to its actual value but not to exceed $5.00 on payment of a fee of three cents, and in amount equivalent to its actual value in excess of $5.00 but not to exceed $25 on payment of a fee of five cents, and in amount equiva- lent to its actual value in excess of $25, but not to exceed $50, on payment of a fee of ten cents in stamps, and not to exceed $100, on payment of a fee of twenty-five cents, such stamps to be affixed in addition to postage. A return receipt may be had for insured mail the same as for registered mail.

SPECIAL DELIVERY.


By the affixing of a special delivery stamp of ten cents or ten cents' worth of ordinary stamps of any denomination in addition to the stamps required to transmit any letter or package with the words "special delivery," any mail matter whatsoever will be delivered immediately after arrival to any point within the carrier limits of any free delivery office, between the hours of 7 a. m. and 11 p. m., and within one mile of all other postoffices between the hours of 7 a. m. and 7 p. m., and until the arrival of the last mail, provided this is not later than 9 p. m. Special delivery mail addressed to bona fide patrons of rural routes will be delivered by rural carriers at patrons' dwellings, provided they do not reside to exceed one-half mile from the routes.


MAIL TO ISLAND POSSESSIONS.


All mail sent from the United States to Guam, the Philippine Archipelago, Tutuila and Manua (including adjacent islands of the Samoan group which are possessions of the United States) and the Canal Zone shall be subject to the United States domestic classification, conditions and rates of postage, and are included in the term "Possessions of the United States." The Island of Porto Rico, the Virgin islands and territory of Hawaii are included in the term "United States." The term "Canal Zone" includes all the territory purchased of Panama, comprising the "Canal Zone" proper and the islands in the Bay of Panama, named Perico, Naos, Culebra and Flamenco.


RATES OF POSTAGE TO CANADA, CUBA, MEXICO AND REPUBLIC OF PANAMA.


(The Dominion of Canada embraces all the British North American provinces except Newfoundland.)


Letters and Postal Cards .- Same rates and conditions of prepayment of postage as for domestic letters and postal cards.


Rates of postage on other matter, see Postal Laws and Regulations.


RATES OF POSTAGE TO GREAT BRITAIN, IRELAND, SCOTLAND, WALES AND NEWFOUNDLAND.


Letters, two cents an ounce or fraction thereof.


Letters for Germany dispatched only by steamers which land mail at German ports, two cents per ounce; otherwise at postal union rates.


RATES OF POSTAGE TO POSTAL UNION COUNTRIES. [This includes nearly every foreign country.]


Letters, five cents for first ounce and three cents for each additional ounce.


Postal cards, two cents each, and four cents each, for double cards.


Registration fee, in addition to postage, ten cents.


Printed matter and samples of merchandise, one cent for each two ounces or fraction thereof; commercial papers five cents for the first ten ounces or less and one cent for each additional two ounces and on each packet of samples of merchandise two cents for the first four ounces or less and one cent for each additional two ounces. Limit of weight: printed matter and commercial papers, four pounds and six ounces; samples of merchandise, twelve ounces.


MONEY ORDERS.


A money order shall not be issued for more than one hundred dollars.


The fees charged for domestic money orders are as follows: For orders not exceeding $2.50, 3 cents; $2.51 to $5.00, 5 cents; $5.01 to $10.00, 8 cents; $10.01 to $20.00, 10

These fees apply to orders drawn on Canada, Cuba and possessions of the United States.


INTERNATIONAL MONEY ORDERS.


The fees charged are as follows: For orders not exceeding $10, 10 cents; from $10.01 to $20, 20 cents; from $20.01 to $30, 30 cents; from $30.01 to $40, 40 cents; from $40.01 to $50, 50 cents; from $50.01 to $60, 60 cents; from $60.01 to $70, 70 cents; from $70.01 to $80, 80 cents; from $80.01 to $90, 90 cents; from $90.01 to $100, $1. See Postal Guide for list of these countries on which international money orders may be drawn.


PERMISSIBLE WRITING.


No writing is permitted on third or fourth class matter except as follows: The name, occupation and address of sender on the outside or inside of package, preceded by the word "from." On the wrapper may also be written the names and number of articles enclosed. The sender is further allowed to mark a word or passage in a book or paper to which he desires to call special attention. He may also write a simple inscription or dedication upon the cover or blank leaves of a book or pamphlet. There may be attached to articles of merchandise, by a tag or label, a mark, number, name or letter for purpose of identification. Printed circulars may contain the written name of the sender or of the addressee, and the date. Any other writing on third or fourth class matter will subject the package to letter rates of postage, and render the sender liable to a fine of not more than $100. Miscellaneous printed matter may be enclosed with fourth class matter, but when the parcel weighs four pounds or less the whole package is subject to the third or fourth-class rate, whichever is the higher.


FORWARDING.


First Class .- Only first-class mail can be forwarded from one post office to another without a new payment of postage. This includes letters and other first-class matter, postal cards, post cards, (private mailing cards) bearing the required postage, and official matter.


Other Classes .- Mail of the second, third, and fourth classes is subject to postage anew every time it is forwarded, as follows: (a) Second-class matter, 1 cent for 4 ounces or fraction thereof; (b) Third-class matter, 1 cent for each 2 ounces or fraction thereof; (c) Fourth-class or parcel-post matter, at the rate applicable between the forwarding office and the one to which the mail is forwarded. Perishable fourth-class mail of obvious value may be forwarded to the addressee and mail of the second, third, and fourth, classes which bears a pledge to pay the forwarding postage may be forwarded to the addressee or such other person as the sender may direct, at another postoffice, and the forwarding postage collected on delivery. Other mail of these classes may not be forwarded until the necessary postage shall first have been prepaid.


LOTTERY MATTER.


An act of congress which took effect September 19, 1890, as subsequently amended, contains the following prohibitions and penalties against transmission through the mails of any matter concerning lotteries or gift enterprises: "No letter, package, postal card, or circular concerning any lottery, gift enterprise, or similar scheme offering prizes dependent in whole or in part upon lot or chance; and no lottery ticket or part thereof, or paper, certificate, or instrument purporting to be or to represent a ticket, chance, share, or interest in or dependent upon the event of a lottery, gift enterprise, or similar scheme offering prizes dependent in whole or in part upon lot or chance; and no check, draft, bill, money, postal note, or money order, for the purchase of any ticket or part thereof, or of any share or chance in any such lottery, gift enterprise, or scheme; and no newspaper, circular, pamphlet, or publication of any kind containing any ad-

vertisement of any lottery, gift enterprise, or scheme of any kind offering prizes depend- ent in whole or in part upon lot or chance, or containing any list of the prizes drawn or awarded by means of any such lottery, gift enterprise, or scheme, whether said list contains any part or all of such prizes, shall be deposited in or carried by the mails of the United States, or be delivered by any postmaster or letter carrier. Whoever shall knowingly deposit or cause to be deposited, or shall knowingly send or cause to be sent, anything to be conveyed or delivered by mail in violation of the provisions of this section, or shall knowingly deliver or cause to be delivered by mail anything herein forbidden to be carried by mail, shall be fined not more than one thousand dollars, or imprisoned not more than two years, or both, and for any subsequent offense shall be imprisoned not more than five years. Any person violating any provision of this section may be tried and punished either in the district in which the unlawful matter or publication was mailed, or to which it was carried by mail for delivery according to the direction thereon, or in which it was caused to be delivered by mail to the person to whom it was addressed."

Offices of which the postmasters are appointed by the president, subject to confirm- ation by the senate, and whose tenure is four years, are denoted by the small figures (1, 2 or 3) following the county, indicative of the class to which they belong.


Salaries of postmasters in Michigan at offices of the first class range from $3,000 to $6,000; second class, $2,000 to $2,900; third class, $1,000 to $1,900. Those having no figures following the county are offices of the fourth class, postmasters at which are appointed by the postmaster general and their term of office has no specified limit.
