The Central Road, as remarked in our last yearly statement, has again taken forward the great bulk of the flour arriving by lake at Buf- falo, and the above table fails to show where our interior customers for this article reside, as much of it is immediately seut forward by rail A considerable amount was also shipped by the Erie road to residents of the southern coun- ties in this State, and along the northern boun- dary of Pennsylvania.

There was a decrease in the down freight last season of 106,956 tons as compared with 1858, and a decrease of $167,251 in the amount received for tolls. Compared with the previous year, 1857, there is a falling off of only $46,- 038, while the amount of freight handled, 88 will be observed, shows an increase of 88,020 tons, owing entirely to the reduction of tolls, a measure which went into effect at the com- mencement of the following season. As regards the valuation of the property sent forward by canal last season, as compared with 1858, there is a decrease of $8,040.260, a ratio about equal to the decrease in both tous and tolls. The relative value of agricultural products was considerably diminished after the Ist Septem- ber, the new crop being more plentiful, and at the same time of a better quality than the old one. The annexed table shows the total valua- tion placed upon the different articles shipped by canal for the years given :

To every fair minded man, the preceding exhibit of the affairs of the canal, so far, at least, as Buffalo is concerned, is, to a certain extent, gratifying in its character. Especially ie this true when it is remembered that its common en- emy, the railroads, have, by every means which ingenuity could invent, sought to render it un- popular and deprive it of that legitimate busi- ness of which, in justice to the people of the State, it should be the sole possessor. It is true, at first sight the figures are not entirely free from disparagement, but not so when the circum- stances connected with operating the canal last season are fully and deliberately considered .- It shows, on the contrary, a result far better than many of its most sanguine friends anticipated ; while one proof is pretty clearly demonstrated, which is, that water routes are the great regula- tors on rates of freight.

The general features developed by the above statistics are evident. In the article of grain, the short crop has decreased the amount of wheat and corn alone between five and six mil- lion bushels. No such quantity of either of these products has sought the seaboard by any other route, and the loss to the canal revenues and our local commerce from this source is at- tributable only to a failure at the source of sup- ply. The same cannot be said of flour. The 634

decrease in the amount shipped by canal is due only to the competition of the railroads which have carried it below cost, in accordance with their theory that it is better to do business for nothing than to permit its diversion.


Much of the comparatively sustained reve- nue of the canal office at this port is to be traced to the large increase in the lumber traffic. The Chicago demand has fallen off, canal tolls have been moderately reduced, and the lumber of the upper lakes now seeks the seaboard in- stead of the prairies. As might have been fore- seen, the demand for lumber at the west bas been temporary, and will probably never be re- stored to its inflated condition of 1857 and '58.


Another considerable increase is in coal sent eastward. This is due to the fact that the coal of Western Pennsylvania is coming into use for the manufacture of gas in the Atlantic Cities.


We may presume that this new item of ca- cal trade will continue to increase.


The uncertainties and fluctuations in the re- lative proportions of canal and railroad traffic indicate that the struggle between these rival powers is nearly equal. In the end, we believe, now as heretofore, that a perfect canal will be able to conquer in the contest. The restrict- ive legislation of the past winter will only aid and prepare for an event sure to come at last by the natural laws of competition. As the canal has approached completion, we find that one year of time and one foot of added depth has compelled the N. Y. C. R. R. to carry more freight for less money: Another foot, especial- ly if the locks shall be elongated, must close the struggle, and leave the State of New York now as ever the master of the commerce of the West.
