Senators and Representatives.
At the election held in November, 1849, the time the Constitution of the State was adopted, Sacramento district elected the following Senators and Representatives : Henry E. Robinson, E. O. Crosby, John Bidwell and T. J. Green-Senators. P. B. Cornwall, H. C. Cardwell, John T. Hughes, E. W. Mckinstry, John Bigler, George B. Tingley, Madison Walthall, Thomas J. White and John F. Williams-Assemblymen. A con- test arose between W. B. Dickinson and John Bigler, as to who was entitled to the seat. It was decided in favor of the latter gentleman. This was the first contested election case in the State ; there have been numerous ones since. This Legislature, though it convened in December, 1849, was known as the Legislature of 1850, and the laws en- acted are so denominated. The apportionment made at that term for 1851, gave Sacra- mento county, as then organized, but one Senator, and three Assemblymen. The Statutes of 1851, amended by allowing two Senators, and four Assemblymen. The Legislature of 1862 increased the Assemblymen to five.

(a) Thomas was elected Judge by the Legislature of 1849-'50. He resigned Jan- uary 1st, 1851. Tod Robinson was appointed, and presided till about the 9th of Au- gust. Ferris Forman succeeded Robinson the 14th of August-he remained on the Bench about one month. On the 15th September, 1851, Lewis Aldrich entered upon the duties of District Judge. At the general election in November, 1852, A. C. Monson was elected, and went into office January Ist, 1853. In August, 1857, he resigned. Charles T. Botts was appointed to fill the vacancy. At the general election in 1858, John H. McKune was elected, and entered upon the duties of the office January 1st, 1859, and continued on the Bench ever since; his present term expires 1869.
(b) Judge Willis resigned November 18th, 1853. John Heard was appoined by Gov- ernor Bigler to fill the vacancy. General election, 1854, Heard was elected ; 1857, Rob- ert Robinson was elected. Robert C Clark, elected in 1861, commenced the term Jan- uary 1st, 1862. Under the new Constitution, he was re-elected in 1863, for full term of four years. Again elected in 1867-term will expire in 1872.
(c) Sheriff McKenney was killed near Brighton on the evening of the 15th of Au- gust, 1850 ; being the day succeeding the squatter riot in Sacramento city. Ben McCul- loch was elected at a special election held the first Monday in September, 1850.
(d) The Legislature of 1851, amended the Act relative to officers ; abolished the of- fice of County Attorney, and assigned the duties of the office to the District Attorney. In the mean time, Wm. C. Wallace resigned, and Milton S. Latham succeeded to the off- ce of District Attorney, October 18th, 1850.
(e) Wm. Glaskins resigned August 22d, 1850. John W. Peyton was appointed to fill the vacancy. November 29th, 1850, Peyton resigned, and Charles H. Swift was ap- pointed Treasurer and Collector of the county, by the Court of Sessions, of which he was a member, to fill the vacancy.
(f) Bird absconded, and James C. McDonough was appointed by the Board of Su- pervisors, September 16th, 1863.
(g) Hatch was elected in 1855, being the first Superintendent of Schools elected by the people-the Assessor did the duties under the former statute.
The County officers' term, commenced originally, the first Monday in May, 1850. That provision was amended by the Legislature of 1851, so that the term commenced on the first Monday in October, following the election. The first set of officers, however, refused to surrender until the expiration of the two years, from the time they went into office. The Legislature of 1863, changed the official term of county officers again, so that it commences the first Monday in March. It will be observed, that all the officers whose names appear in the foregoing tables, except the first set, were elected the year preceding the one under which their names are arranged. By bearing this in mind, the year, and parts of years they serve, can be readily understood.
Board of Supervisors.
The Legislature of 1852 provided for a Board of Supervisors in the respective coun- ties throughout the State, to transact the financial business of the county. The 5th of July, of that year, a special election was held at which John Noyes, Louis Z. Hagen, James S. Meredith and E. M. Pitcher were elected. They organized by selecting James S. Meredith, Chairman.
At the General election, September, 1852, the following members were elected : Wm. McNulty, Luther Curtis, John Watson, H. H. Lewis and H. B. Waddilove. John Watson was selected Chairman. This Board continued to do the county business until May 16, 1853, after which the Court of Sessions assumed the control of the civil affairs of the county.

1855 .- The Legislature passed another Act regulating Boards of Supervisors, and inas- much as the Supreme Court had decided that the Constitution contemplated the business concerns of the counties being managed by Supervisors, and hence the Court of Sessions had no power to act in the premises, the counties again elected Supervisors to transact that class of business and have continued to do so ever since. The first election under the Act of 1855 was held the 2d of April, and the Boards commenced upon the duties thereof early in May of that year. J. L. Howard, L. P. Ormsby and F. S. Mumford constituted the Board ; Howard, Chair- man. At the general election in September, 1855, L. R. Beckley, Josiah Johnson and S. R. Caldwell were elected. Josiah Johnson was chosen Chairman.

Consolidation.
. The Legislature of 1858 enacted that the city and county governments be consoli- dated. Five new members were added to the Board of Supervisors and the Presi- dent of the Board was a separate office ; each elective. A special election was held in April, at which H. L. Nichols, as President, and Mark Hopkins, J. H. Carroll, S. C. Fogus, E. Stockton and W. K Lindsay were elected. These newly elected members, together with the three old ones, met to transact business May 8, 1858. At the general election in September, of that year, the following persons were elected : 1st district, E. Granger ; 2d district, John Leavitt ; 3d district, Sylvester Marshall ; 4th district, H. T. Holmes ; 5th district, J. N. Babcock ; 6th district, John B. Taylor ; 7th district, L. C. Goodman ; 8th district, W. K. Lindsay. The Presi- dent who was elected in the Spring continued another year. The 4th of August, 1859, B. H. Hereford was elected member of the Board, vice W. K. Lindsay, re- signed.

The new organization was effected in the Spring. The following then con- stituted the Board : 1st district, A. C. Bidwell ; 2d district, Thomas Ross ; 3d dis- trict, Joseph Hull ; 4th district, H. A. Thompson ; 5th district, Dwight Hollister. They organized by electing Thomas Ross, Chairman.

1863 .-- General election. D. W. Clark was elected by 1st district ; Thomas Ross, 2d district ; Joseph Hull, 3d district ; H. A. Thompson, 4th district ; Dwight Hollister, 5th district. H. A. Thompson absented himself and upon motion of D. W. Clark, Jesse Couch was elected member of the Board for the 4th district, the 16th of November.
1865 .- General election. The following persons were elected for the term of two years, commencing the 1st Monday in October of that year : 1st district, D. W. Clark ; 2d district, M. McManus ; 3d district, Joseph Hull; 4th district, Jesse Couch ; 5th district, Wm. Beckman. Hull, Chairman ; W. A. Anderson, Clerk.

Court of Sessions.
This Court of criminal jurisdiction was composed of the County Judge and two Asso- ciates. The latter were elected by a convention of Justices of the Peace, holden the first Monday of October of each year, except the first convention, which was held the 20th of May, 1850, and C. C. Sackett and Charles H. Swift were elected Associates. Under the law of 1850, Justices of the Peace were elected for two years, hence the As- sociates on the Bench of Sessions held for that period. This Court, in early times, at- tended to the financial affairs of the county, and filled vacancies in office occa- sioned by death or resignation of the party elected to the same, that were not otherwise provided for by law.
On the 27th day of November, 1850, the County Treasurer resigned, leaving & vacan- cy in that department. Charles H. Swift, member of the court came out a candidate for the position and was appointed by his own court, which rendered it necessary for him to resign his place on the Bench. James Brown was chosen Associate in his stead.

SACRAMENTO CITY.

CITY OF SACRAMENTO.
The town, since the City of Sacramento, was surveyed, during the month of Decem- ber, 1848, by Capt. Wm. H. Warner of United States Army. Soon after, an election was held at Sutter's Fort-Frank Bates and John S. Fowler were chosen first and sec- ond Alcaldes. The latter resigned in the Spring of '49, and Henry A. Schoolcraft was elected to fill the vacancy. At the same time, the following persons were elected as a Board of Commissioners, to frame a code of laws for the embryo city : Messrs. Brannan, Snyder, Slater, Hensley, King, Cheever, McCoover, McDougall, Barton, Lee, Fette, Dr. Carpenter, Southard and Fowler. Upon the call of this Board of Commissioners, the people convened in April, under an Oak, at the foot of I street, to consider the report they proposed to make. The Commissioners' report recommended but one Alcalde, and one Sheriff, whose jurisdiction should extend from the Coast Range to the Sierra Neva- da mountains. Henry A. Schoolcraft was then elected Alcalde, and A. M. Turner, Sheriff. In July, a movement was made for re-organizing the Government-an election was held, the first of August, at the St. Louis Exchange, on Second, bet. I and J streets. J. P. Rogers, H. E. Robinson, P. B. Cornwall, Wm. Stout, E. F. Gillespie, Thomas F. Chapman, M. T. McClelland, A. M. Winn and B. Jennings, were chosen for Councilmen. James S. Thomas, first Magistrate ; and J. C. Zabriskie, second ; D. B. Hanner, Sheriff. At the same time, J. R. Snyder, J. A. Sutter, John Bidwell and W. E. Shannon, were elected Delegates to the Convention, to frame the State Constitution.
The Councilmen met and organized the 2d of August, by electing Wm. Stout, Presi- dent. On the 25th of August, Stout being absent, A. M. Winn was elected in his place. J. H. Harper was appointed Clerk of the council during the month of August. James S. Thomas, first Magistrate under this organization, was appointed by Gen. B. Riley, then acting Military Governor of the Territory of California, Judge of the Court of First Instant. He organized that Court the 2d September following, which did all the civil business, both of the city and district, till the organization of the Judiciary, under the State Constitution. The Council after mature deliberation, drafted a City Charter, and caused the same to be submitted to the people on the 13th September, '49. It was voted down by 146 votes. This rather surprised the Council, yet the President, A. M. Winn, was not disposed to let the matter die in that way. He came out in an earnest appeal to the people, urging them to take some action in establishing a Government for the city, and called upon them to assemble at the St. Louis Exchange, at half past seven o'clock, on Wednesday, the 10th of October, 1849-" then and there decide what they wished the City Council to do." That time, the Charter was sustained, after making some few changes from the original draft, by 295 majority. This Charter contained objectionable features, particularly those relative to taxation-the people were fearful of being taxed. Things at that time were rapidly changing, and the city Government was not an exception.
On the 16th of October, Dr. T. J. White was elected to the Council, vice Stout, who had left the city, and William Glaskins appointed Clerk vice Harper, resigned. On the 5th of November, Jacob R. Snyder was admitted to the Council vice T. M. Mc- Lelland-the 22d November, E. J. C. Kewen and Smith vice Jennings and Robinson, resigned. On the 24th of November, Dr. Miles, vice P. B. November the 28th, the Council adopted the following rate of licenses : Wholesale and retail dealers in merchandise, per month, $50; retail dealers, $25 ; hotels and eating houses, $50 ; bars and coffee stands, $50 ; faro or gaming tables, each, $30 ; bil- liard tables, $20 ; bowling alleys, $10; auctioneer with merchandise license, $25 ; auctioneer without, $50; exchange brokers, $50 ; theaters, $20 ; concerts or public en- tertainments, $5 ; peddlers, hawkers, etc .; $20; meat markets, $50.
On the 12th of December, the Council passed an Ordinance, paying themselves $100 per month for services. These Acts excited the people, and soon thereafter another meeting was called, which assembled at the Horse Market, cor. of Kand Sixth streets. This meeting appointed Col. J. C. Zabriskie to draft such amendments, and restrictions in re- lation to levying taxes as were deemed necessary, and also to insert a provision requir- ing the election of a Mayor and Recorder. At a subsequent meeting, his report was adopted as the Charter, and Col. Zabriskie and Benj. R. Nickerson, were appointed to proceed to the Legislature, then in session at San Jose, and urge its passage. After some slight amendments, the Bill passed on the 18th of March, 1850, and it became a law. The first election under the new Charter took place the first of April, 1850, being the same day appointed for electing the county officers, under the State Constitution, throughout the State. This gives us the initiatory point from which follows the names of the mu- merous
City Officers, down to January 1st, 1868.
1850 .- The first city election under the State Constitution, was held the 1st of April, at which the following officers were elected:
Harden Bigelow, Mayor; B. F. Washington, Recorder; N. C. Cunningham, Marshal; J. Woodland, Assessor; J. Neely Johnson, City Attorney; Barton Lee, Treasurer.
COUNCILMEN .- Jesse Moore, Demas Strong, Charles A. Tweed, Thomas McDowell, V. Spalding, J M. Mckenzie, Charles H. Miller, A. P. Petit and J. R. Hardenberg. On the 21st of the ensuing May, James Queen was elected to the Council, vice C. H. Miller, re- signed.
