COMPTROLLER'S OFFICE.

HARTFORD, Oct. 14, 1850.

THIS may certify, That the Capital Stock of the CHARTER OAK LIFE INSURANCE COMPANY, amounting to Two Hundred Thousand Dollars (200,000,) has all been paid in, or invested in securities of undoubted character, which have been passed and approved by their Board of Directors, and by me, agreeably to the requirements of the Charter. The Legislature having thrown extraordinary and unusual guards around this Charter for the protection alike of the Company and the public, the strength, ability and well invested cap- ital of the institution, are in my opinion unsurpassed by any Life Insurance Company in this State, or per- haps in this country.

+ L. S. +

R. G. PINNEY, Comptroller of Public Accounts, State of Connecticut.

"LIFE INSURANCE

2. The young may make provision for themselves in their declining years.

3. Parents may provide endowments for their chil- dren.

4. Creditors may compensate the loss which the death of their debtors might occasion.

5. Borrowers to secure, in case of death, a fund to repay the loan.

6. All who have a pecuniary interest in the exist- ence of a life, to guard that interest from total loss through failure of life.

" Life Insurance is truly styled a Savings Bank for the widow and the orphan, so managed that the rich and the poor may alike avail themselves of its bene- fits."

PUBLISHERS' NOTICE.

PUBLISHERS' NOTICE.

As there has been delay in making returns in season to enable us to issue the Register as early as we desire, we must request, that for the Register for 1850, they be made, as far as practica- ble, as early as the first of Nov., as soon after that time, some of the sheets must go to press; and if any fail to see some things which they returned, they are advised that those sheets were printed before the returns came to hand. Where the town meetings are held after Nov. 1. the returns should be made as complete as possible, and forwarded so as to reach us by Nov. 1, and the town officers chosen at the annual town meeting, sent on a separate sheet, immediately after said meeting. To be enabled to make early returns of professional men, school society offi- cers, postmasters, &c. in the different parts of the town, whoever prepares them, should make the necessary inquiry on public oc- casions, when people from different parts of the town are brought together.

As an encouragement, we will give a copy of the Register of 1850, to any person who will make to us, by Nov. 1., a full and accurate return of such officers and statistics as are required, viz. Clerks of Probate; County Surveyors ; Town officers, Town Taxes, Time annual meeting ; School society, times of meeting, officers, proportion of deposite fund used, and other public pro- vision made for schools, by local funds or taxes ; Cities; Bor- oughs ; Clergy and Physicians. An additional copy will be given for returns of Banks; Savings Banks; Insurance Companies, sta- ting the Capital, the amount insured, losses within the previous year, and dividends; Rail Roads, with capital and dividends ; officers of Customs, amount of duties and compensation of Col- lectors. We will also send a Register in exchange for any City Directory for 1849-50, which may be forwarddd to us by mail. Colonels who send us Rosters of their Regiments, and clerks or publishers who send us printed minutes of ecclesiastical and med- ical bodies for 1849, and college catalogues, with officers of Lit- erary Societies, shall also be entitled to a Register. PREFACE.

1218994 PREFACE.

MR. SAMUEL GREEN, who, for 58 years, has made his annual New Year's visits to his numerous friends and patrons, having made an arrangement for a union of Green's and Bradley's Reg- isters, relinquishes the active duties of editor, though he retains a pecuniary interest in the sale of the Connecticut Register.

His successor, who has assisted in preparing Bradley's Reg- ister for two years past, has used his best efforts to render the Connecticut Register worthy of general patronage; with what success the public must decide. He has endeavored to obtain complete returns, and has so far succeeded, as to be able to give the town officers from every town in the State, and most of the school society officers.

In addition to the information contained in previous Registers, the editor has given a sketch of the volumes of Archives of the State, recently bound and indexed. An account of the organiza- tion of the Superior Court in 1711, and a complete list of the Judges from that time to the present. Clerks of Probate ; County Surveyors ; Town and highway taxes on the dollar; School Socie- ties with dates of organization, school officers and visitors, and number of children returned in 1847 and 1848: The income of each post office, and the compensation of post masters ; And more full notice of the literary, benevolent and philanthropic in- stitutions in the State. Hale Monument and the Wadsworth Atheneum also adorn the pages.

The style in which the printers have "got up" the Register, is highly creditable to them. By using small type, the quantity of matter is increased one third, at the same time, the distinctness of the impression renders it entirely legible. W. S. P.

FARMINGTON, Dec. 25. 1848.

PREDICTIONS OF THE WEATHER. It ought to be known that predictions of the weather are inserted in Almanacs, not by the astronomer, but according to the convenience of the printer, as he has vacant lines on the page. No man can minutely predict the state of the weather for the ensuing year. Astronomers have demonstrated that the moon has no controlling influ- ence over the weather, or the growth of plants.
