AN ORDINANCE Relating to Appropriations, Suarios; Officers, Records, 1 Ordinances and Actione.


SECTION 1. Be ordained by the City Council of the City Appropriations of Des Moines, That he money shall be appropriated out of -How made. the City Treasury except by an ordinance therefor. Joas and nays.


SEo. 2. Every resolution authorizing any person or Authorizing committee to make any contract for the city, shall be contracts by adopted by a vote by yeas and nays, and every contract made in accordance therewith shall be valid and binding upon the city, and may be enforced, against, or in favor of the city! SEC. 4. All bonds given to the city shall be filed with the Clerk, except that of the Clerk, which shall be filed with the Treasurer, and suit on any such bond may be brought by the city upon any breach of any condition thereof, or by any person | secured, by such bond or beneficially interest) d therein, in his own name.


SEC. 5. |All records, books, papers and document belonging to any office in the city government, shall be open to every one for inspection at all reasonable office hours.


SEC. 6. Any oficer of the city willfully neglecting the duties of his office, or performing the duties thereof in partial manner, shall be subject to a fine, and may also b dismissed from office therefor in the manner provided by ordinance, in all cises where the Council has jurisdiction.


SEc. 7. That hereafter the enacting clause of ordinancei shall be, "Be it ofdained by the City Council of the City of Des Moines.'! ,


SEC. 9. Whenever any ordmance is passed the Clerk shall record the same in a record-book kept therefor, and the Mayor, or if he did not preside at the passage thereof, the President pro tempore shall compare such record with the original, and shall sign the same, and the Clerk shall Attest the same; and the Clerk shall, if such ordinance is published in any newspaper, append his certificate thereto certifying when such ordinance was passed and when and in what newspaper the same was published; but no seal shall be necessary to any such signatures. Such record so certi- fied shall be competent evidence in all cases of the matters therein contained without other proof thereof or of such certificate.
