MIDDLESEX, SS.


To WILLIAM C. NEAL or either of the Constables of the Town of Wayland,


GREETING : In the name of the Commonwealth of Massa- chusetts, you are hereby required to notify and warn the inhabitants of the town of Wayland qualified to vote in elec- tions and town affairs, to meet at the Town House, Wayland, on Monday, the 26th day of March, Inst., at 8 o'clock in the forenoon, then and there to act upon the following articles, viz. :


ARTICLE 1. To choose a Moderator to preside in said meeting.


ART. 2. To choose a Town Clerk, Treasurer, Collector of Taxes, Auditor, three Selectmen, three Overseers of the Poor, Treasurer of the Library Funds, and Seven Constables, all of the above for the term of one year; and one School Committee, one Assessor, one Water Commissioner, two Trustees of the Public Library, all for the term of three years ; also to vote upon the question, "Shall licenses be granted for the sale of intoxicating liquors in the town of Wayland for the year ensuing?" All of which must be voted for in accordance with Chapter 368 of the Acts of the year 1890, and all names appear upon the official ballot.


ART. 3. To choose all other necessary Town Officers, Agents, and Committees.


ART. 4. To hear reports of Town Officers, Trustees, Agents, and Committees, and act thereon.


ART. 5. To appropriate such sums of money as may be necessary to defray town charges, or other purposes for the

year ensuing, and order the same to be assessed, or do or act.


ART. 6. To provide for the payment of any part of the Town debt, or do or act.


ART. 7. To appropriate the license money on dogs, re- funded by the County Treasurer, or do or act.


ART. 8. To authorize the Treasurer to borrow money in anticipation of taxes for the current year, or do or act.


ART. 9. To act upon the Jury List as prepared by the Selectmen.


ART. 10. To authorize the Selectmen to consult counsel on important Town cases.


ART. 11. To see if the Town will accept a gift of money from James Sumner Draper, Esq., for the benefit of the Wayland Public Library, subject to the conditions contained in the " Offer of Gift," or do or act.


ART. 12. To see if the Town will appropriate the sum of nine thousand dollars to build a School House at Way- land Centre in accordance with plans and specifications pro- cured by the Committee, by virtue of the vote of Town, at a meeting held June 24, 1893, or do or act.


ART. 13. To see if the Town will continue the appropri- ation of five hundred dollars, for rebuilding Stone bridge, so called, for another year, or do or act.


ART. 14. To see if the Town will appoint a committee to apply to the Legislature for authority to refund its debt, or do or act.


ART. 15. To see if the Town will authorize the Select- men to contract for Electric Lights for two years or more, or do or act.


ART. 16. To see if the Town will authorize its Selectmen to petition the Massachusetts Highway Commission that the Commonwealth should acquire any of its roads as a State highway, or do or act.

ART. 17. To see if the Town will authorize its Selectmen to establish one or more drinking-fountains within the Town, or do or act.


ART. 18. To see if the Town will order and direct the sale of the North and Centre High School buildings. Also order and direct the sale of the Centre Primary School building and land, the Rutter School building and land, and the Thomas School building and land, and that the Treasurer of the Town be authorized and empowered to sign and exe- cute a deed or deeds of said premises to the purchaser or purchasers for and in behalf of the Town, or do or act.


And you are required to serve this warrant by posting up attested copies thereof at each of the post-offices and Town House in said Town, seven days at least before the time ap- pointed for said meeting.


Hereof fail not and make due return of this warrant with your doings thereon, to the Town Clerk, at the time and place appointed for holding said meeting.

By vote of the Town we have divided the Town into two voting-precincts, and at the State election held Nov. 7, 1893, the voting took place under conditions so favorable to the people that it has given very general satisfaction.


During the year we have settled the suit of Wayland v. Folsom by the payment to the Town of $768.00, which we considered a desirable settlement.


Also the suits of Heard v. Wayland and Egan v. Way- land. In the settlement of these cases the parties have con- veyed to the town two parcels of land between the old and new roads, which will save any future controversy as to the right of the town and abutters. At our request the Boston & Maine Railroad has erected gates at the principal crossings

in town, adding greatly to the safety of travel at these points.


The town of Framingham not making any provision to re- build Stone bridge, we were unable to carry into effect the vote of the town in reference to this bridge.


The reinsurance of the town hall, library, and school-house, Cochituate, dividing the town into voting-precincts, and the payment of attorney's fees in the settlement of the cases named, has caused a heavy draft on our Incidental Expense account during the year.


During the year there have been destroyed by fire buildings to the value of $5,920. At Wayland centre there is absolutely no protection against fire. We think something should be done by giving some means to meet this want.


In accordance with the vote of the town we have rebuilt the dry bridge on Sudbury causeway, and rebuilt the bridge on Mill street, using hard-pine lumber and making them more substantial. The Town having elected a Committee on Fin- ance, we make no recommendations for the various town de- partments, as those matters seem to come under the duties of that committee.

The following is the report of the Overseers of the Poor of the town of Wayland for the year ending Feb. 28, 1894.


The Almshouse has been in charge of Mr. and Mrs. H. P. Parker: The inmates supported at the almshouse during the year are as follows :

GENTLEMEN : The total amount of appropriations for high- ways for the past year was two thousand seven hundred and fifty dollars ($2,750.00), including a special appropriation of two hundred and fifty dollars ($250.00) for German Hill street, and an appropriation of five hundred dollars ($500.00), made at a special town meeting held Dec. 22. The total amount expended was two thousand seven hundred and forty- two dollars and seventy-nine cents ($2,742.79), leaving an un- expended balance of seven dollars and twenty-one cents ($7.21). The snow bills for the past year were seven hundred and ninety-nine dollars and eighty-eight cents ($799.88). The guide-boards are in fair condition, and in their proper places. Expended on guide-boards, twelve dollars and eighty- five cents ($12.85). Itemized bills for the above amounts are on file in the Selectmen's office.
