ANNUAL TOWN MEETING, MARCH 25, 1901.


WARRANT.


COMMONWEALTH OF MASSACHUSETTS.


MIDDLESEX, SS.


To either of the Constables of the Town of Wayland, in said County, Greeting :


In the name of the Commonwealth of Massachusetts, you are commanded to notify and warn the qualified voters of said Town of Wayland, to meet at the Town Hall in said Wayland, on Monday, March 25th, 1901, at 6.30 o'clock in the forenoon then and there to act on the following articles, viz :


ARTICLE I. To choose by ballot a Moderator to preside in said meeting.


ART. 2. To choose a Town Clerk, Treasurer, Collector, Audi- tor, three Selectmen, Treasurer of the Library Funds, Highway Surveyor and seven Constables, all for one year. One School Committee, one Sinking Fund Commissioner, one Assessor, one Water Commissioner, one Overseer of Poor, and two Trustees of the Public Library, all for three years. Also to answer the following question, " Shall licenses for the sale of intoxicating liquors be granted in the Town of Wayland for the year ensuing?"


All names of candidates for the offices aforesaid and the said question must appear upon the official ballot, and be voted for in accordance with Chapter 548 of the Acts of 1898. For the pur- poses specified in this article the polls will be open immediately after the election of a moderator and will remain open continu- ously till 1.30 o'clock P. M. when they may be closed.

ART. 3. To choose all other necessary Town Officers, Agents and Committees, and hear reports of Town Officers, Trustees, Agents and Committees, and act thereon.


ART. 4. To see how much money the town will grant for pay- ing interest, existing debts, for roads and bridges, for support of poor, for support of schools, school supplies and repairs on school buildings, and transportation of scholars, for the fire department, for abatement of taxes, and for other necessary town purposes and order the same to be assessed, or do or act.


ART. 5. To authorize the Selectmen to consult counsel on im- portant town cases.


ART. 6. To see if the town will accept the list of jurors as prepared by the Selectmen.


ART. 7. To appropriate the money refunded by the County Treasurer for dog licenses.


ART. 8. To see if the town will authorize the Treasurer, with the approval of a majority of the Selectmen, to borrow money temporarily in anticipation of taxes of the municipal year 1901 and 1902, and if so how much, or do or act.


ART. 9. To see if the town will drain the Concord road in front of the residence of Frederick H. Fowler, by a culvert with proper outlet, at a cost not exceeding $75, the money to be drawn from the appropriation for highways and bridges, or do or act.


ART. 10. To see if the town will appropriate a sum of money to paint the Town Hall, place wires therein for electric lighting, and to renovate the room formerly used by the Public Library, or do or act.


ART. 11. To appropriate the money received, known as the Parsons' Fund, and fix the rate of interest to be paid thereon.


ART. 12. To see if the town will order the names of candi- dates for Board of Health and for Tree Warden, to be hereafter placed on the official ballot.


ART. 13. To see if the town will extend the electric lights to Fiske's corner on Main street, and Simpson's corner on Plain.


ART. 14. To see if the town will vote to build a school-house in Cochituate, the cost of same including land, not to exceed $25,000, or do or act.

ART. 15. To see if the town will vote to sell the land in Cochit- uate occupied for school purposes, and buildings thereon and authorize the Treasurer to sign deeds for the same, or do or act.


ART 16. To see what action the town will take in reference to the sum of $1,000 appropriated March 27, 1899, for school building in Cochituate.


ART. 17. To see what action the town will take in reference to the preservation of town records and original papers, or do or act.


ART. 18. To see if the town will direct the auditor to examine the books of the Town Treasurer and Collector of Taxes once each month, and on or before the 20th day of March in each year notify each person or corporation whose tax appears unpaid of that fact, or do or act.


And you are required to serve this warrant by posting attached copies hereof at the Town Hall, and at each of the Post Offices in said town, seven days at least before the time appointed for hold- ing said meeting.

We have made the following appointments as required by statute : Engineers of Fire Department. Edwin W. Marston, Arthur J. Ricker, Frank E. Yeager. December 3, Mr. Yeager resigned and William L. King was appointed.

We granted two liquor licenses of the sixth class, (druggist).

Also two licenses to keep billiard and pool tables, and one inn- holder's license.


Permission was granted to the New England Telephone and Telegraph Company to extend its lines along Pond street from Natick line to Main street. And permission was also given the Weston Electric Company to extend its lines from Bigelow's corner to Tower Hill.


We petitioned the county commissioners to re-locate the high- way over Baldwin's bridge and for assistance from the county in building a new bridge. The petition was granted and the county assumes two-thirds of the cost, provided the whole cost does not exceed $3,000. Bridge is to be completed on or before July 1, 1901.


The Massachusetts Highway Commission allotted $13,000 to this town, and it has been expended under the direction of the Commission on the Boston and South Sudbury roads. A further small allotment next year will enable the contractor to finish the state highway to the Sudbury line.


The suit of Lupien against the town remains undecided.


The lines between this town and Sudbury, Lincoln and Natick were perambulated as by law required.


As authorized, we have made a final settlement with the estate of W. B. Ward on account of his salary as collector and for all taxes collected by him.


We have purchased two sidewalk snow plows at a cost of $130.


The unusually large expenditure on account of salaries was occasioned by the payment of salaries of officers for the year end- ing February 28, 1900, as well as for the present year, it having been the custom heretofore to pay the salaries of the outgoing officers from the appropriation of the succeeding year. The salaries of all town officers are now paid, with the exception of that of the auditor.

ASSESSORS' REPORT.


At the annual town meeting held March 26, 1900, the following vote was passed, to wit, " That the assessors be authorized to make a general valuation of all the taxable property in the town and publish the same in pamphlet form for distribution to the voters of the town."


In compliance with the said vote we have taken the general valuation and had the same printed and a copy left at each house in town.
