At the last annual town election no women voted, although there were sixty-three duly registered.


Since the last annual meeting I have been able to identify the graves of two additional revolutionary soldiers, that of Aaron Damon and William Rice, and it is hoped provision will be made for marking the same.

Assessors' Report.


WAYLAND, March 1, 1898.


To the Inhabitants of the Town of Wayland :


At the last annual Town Meeting it was voted that the assessors' report in print in the annual Town Report " a list of the persons or corporations whose taxes are abated, and the amounts so abated." We question the policy of such a vote, as the assessors' records are open to all, and our experience has convinced us that matters of this kind are better left to those whose duties have made them familiar with the effect of such a proceeding, yet being bound to comply with the vote, the abatements are inserted in this report.


It is desirable that our tax payers and voters should know that while for the last few years our valuation has increased only about nine-tenths of one per cent. our expenditures have increased about ten per cent. Such a condition should be remembered when appro- priations are made, as an increasing tax rate cannot be beneficial to the town.

REMARKS.


The tramp nuisance became so that we were obliged to take advantage of the Tramp Law. The result was very satisfactory.


Below is the abstract of Report upon the almshouse at Wayland May 18, 1897.


EXTERIOR.


Almshouse building in good condition ; fire escapes, none ; water supply, good but not well distributed ; drainage, satisfactory ; barns and outbuildings, location distant enough, condition good.


INTERIOR.


Provides no separation of the sexes, nor of sane and insane ; rooms found clean and orderly ; tolerably furnished ; bath rooms, one, but not supplied with hot and cold water ; water-closets, two, location attached, condition, good ; heating, by stoves only, local and inadequate ; ventilation, good.


CARE OF INMATES.


Food is sufficient, of good quality ; clothing is suitable and clean ; beds and bedding, mattresses and feather beds, bedding enough, clean and free from vermin ; bathing supposed to be regular; actual separation of sexes sufficient by day and night, and at meals ; hired help, in-door, none, out-door, one ; discipline, good.

REMARKS.


Without structural provision for separation of the sexes there is practical separation at present, the only female inmate being con- fined to her room. There has been no improvement in the house the past year. The most evident defect is the want of a general and ample supply of heat, stoves being insufficient and dangerous. The efficiency of the bath-room is impaired by the want of hot and cold water which is got only by bringing it in pails. A better arrangement ought to be devised.

Overseers of the Poor.

Report of Library Trustees.


We find at the annual examination, the books belonging to the library are all in their places, and save the expected wear from much handling, in fair condition. We expect that books that have been in circulation a long time will show marks of old age, and our bills for rebinding grow larger each year.


We are happy to say that the circulation of our books is increas- ing each year, showing more and more interest in our library ; but we have had to compel our librarian to say to very many inquirers for more new books that we haven't them for lack of funds to buy with.


Last spring there was a spasm of economy that struck some of our people that only affected our library, and we were granted but three-fifths of what we asked for, and needed, for we had decided that the library should be opened twice a week, deeming a six months' trial warranted it, causing some more expense, yet we were cut down $200 in appropriation, so our new list of additions is much shorter than we wish ..


Does it pay, for a few dollars, to cramp our great educator and source of entertainment to so many families ? We say not.


During the past season our friend, Mrs. Sidney Hayward, kindly gave one of her celebrated readings for the benefit of the library, the receipts from which ($65) she gave us, relieving us somewhat.


In the near future, we may expect the munificent bequest of our townsman, the late Warren Gould Roby, of $28,000 for the purpose of building a home for our books, will be available ; and let us

show to the world that we fully appreciate this gift, not by going backward, but by taking long steps forward in our efforts to fill its shelves with good books.


It is known throughout the whole country that Wayland has the first free public library in New England.


Do not let it be published to the world that Wayland fails to keep in a flourishing condition that institution which will ever be her greatest monument.


We ask the town to grant us for the coming year the sum of five hundred dollars.

GENTLEMEN :


The amount of appropriations for highways for the past year was three thousand dollars ($3,000).


There was also an unexpended balance of eleven dollars and six cents ($11.06), making a total of three thousand eleven dollars and six cents ($3011 06).


Expended for out standing snow bills of previous year, one hun- dred seventy-four dollars and eleven cents ($174 11).
