To the foregoing statistics, which give a fairly good account of the Library workings for the year ending Dec. 31, 1893, it is hardly necessary to append any lengthy written statement. While our Library has not done the work which might be ex- pected of it in an unusually intelligent community, it is steadily accomplishing some good work in the generation which is growing up. The schools are hampered in the obtaining of books by the fact that the Library is closed on the days when the schools are in session, but, with a little consultation and a few book-lists of such as are needed, it is certain that broader work could be done, and our deficient departments more speedily filled with books specially useful to the teachers.


The want of a supplement is more keenly felt as each year adds lists attainable only from the tablets, at present crowded with six years' accessions. The perusal of the catalogue at home, at one's leisure, is the only way to insure a decided increase in circulation.


Our magazine literature is gradually assuming substantial proportions. By Mrs. Charles A. Cutting's generous gift of " Harper's Monthly " for six years, and Mrs. Warren G. Roby's valuable contribution of " North American," " Century," and " Scribner's," six years combined, it is essentially strength- · ened.

The Reading-room has received regularly " The Christian Register," " Rural Home," " Free Russia," " Travellers' Record," " The Tablet," " Home Market Bulletin," " Student's Journal," with "Nations," " New Nations," and agricultural papers from time to time. Magazines and pamphlets have been sent treat- ing of the questions prominent in the minds of people of advanced thought. Still the need of regular reading is very apparent by the absence of constant readers. I have em- phasized this want in several reports, and still hope I shall see it acted upon.


The subjects of heating, lighting, and insufficient room are trite subjects, but their conditions work irreparable injury to the welfare of the Library, and to the health and comfort of those who have the charge in trust.


The gift to the Library-room of a bust of Cicero by the late Miss Caroline Reeves is a great addition, but the space on the opposite side of the room is very suggestive, and we hope it will appear so to some other generous and kindly donor. A welcome addition to our coins was a silver florin from Mr. J. S. Abbott. Appended to this statement is a list of the books, in numerical order, added to the Library this year.

TOWN WARRANT.


To CLINTON E. HIBBARD, or either of the Constables of the Town of Wayland,


GREETING : In the name of the Commonwealth of Massachu- setts, you are hereby required to notify and warn the inhabitants of the Town of Wayland qualified to vote in elections and town affairs to meet at the Town House, Wayland, on Monday, the twenty-fifth day of March inst., at 8 o'clock in the forenoon, then and there to act upon the following articles, viz. :


ARTICLE 1. To choose a Moderator to preside in said meeting.


ART. 2. To choose a Town Clerk, Treasurer, Collector of Taxes, Auditor, three Selectmen, three Overseers of the Poor, Treasurer of the Library Funds, and seven Constables, all of the above for the term of one year ; and one School Committee, one Assessor, one Water Commissioner, two Trustees of the Public Library, all for the term of three years. Also to vote upon the question, " Shall Licenses be granted for the sale of intoxicating liquors in the Town of Wayland for the year ensuing," and that the polls will be open at 8 o'clock and fifteen minutes A. M., and may be closed at 12 o'clock and fifteen minutes P. M." All of which must be voted for in accordance with Chapter 386 of the acts of the year 1890, and all names appear upon the Official Ballot.


ART. 3. To choose all other necessary Town Officers, Agents and Committees.


ART. 4. To see if the Town will accept Section 271 of the Acts of the General Court of the year 1893 relating to the election of Road Commissioners in Towns.


ART. 5. To see if the Town will determine that after the present year the names of Candidates for Road Commissioner be placed on the Official Ballot.


ART. 6. To hear reports of Town Officers, Trustees, Agents and Committees, and act thereon.


ART. 7. To appropriate such sums of money as may be neces- sary to defray town charges, or other purposes for the year en- suing, and order the same to be assessed, or do or act.

ART. 8. To provide for the payment of any part of the Town debt, or do or act.


ART. 9. To appropriate the license money on dogs, refunded by the County Treasurer, or do or act.


ART. 10. To authorize the Treasurer to borrow money in anticipation of taxes for the current year, or do or act.


ART. 11. To act upon the Jury List as prepared by the Select- men.


ART. 12. To authorize the Selectmen to consult counsel on important Town cases.


ART. 13. To see if the Town will vote to pay Mrs. Michael Hurley two hundred and sixty-two dollars, or do or act.


ART. 14. To provide for the payment of "one hundred dol- lars," appropriated for Lakeview Cemetery, in 1894.


ART. 15. To see if the Town will appropriate the sum of three hundred dollars for sidewalks, or do or act.


ART. 16. To see if the Town will appropriate the sum of five hundred dollars for Special Police service in Cochituate village, or do or act.


ART. 17. To see if the Town will appropriate the sum of five hundred dollars for paying military aid and assisting poor soldiers, sailors and their families, or otherwise act thereon.


ART. 18. To appropriate six hundred dollars to fill and grade a parcel of land in front of the house of Samuel D. Reeves, in accordance with a vote of the Town passed at the last Annual Town Meeting, or do or act.


ART. 19. To see if the Town will appropriate the sum of one hundred and fifty dollars to build a shed at the Poor Farm, or do or act.


ART. 20. To see if the Town will instruct the School Com- mittee to employ a Superintendent of Schools, as provided in Chapter 200 of the Acts of the General Court of the year 1893, or do act.


ART. 21. To see if the Town will discontinue a highway from the land of Mrs. Sarah E. Heard to land of J. M. and H. D. Parmenter, said highway running in an easterly and westerly direction between the land of said Parmenters and H. B. Braman, or do or act.


And you are required to serve this warrant by posting up at- tested copies thereof at each of the Post Offices and Town House

in said Town seven days at least before the time appointed for said Meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the Town Clerk, at the time and place appointed for holding said Meeting.

At the commencement of the fiscal year it was found necessary as well as convenient to change our bank of deposit, and also to make arrangements with some bank whereby our treasurer could borrow money from time to time, as the needs of the town might require. We accordingly changed our business from the Waltham Bank to the Natick National Bank, which has filled the require- ments very acceptably.


Our treasurer has taken up the small and scattered obligations of the town, and we now have the floating temporary debts of the town concentrated in one bank, where they are much easier to look after, and where they may be paid in part or in full, as the collections of the town may admit.


Main Street through Cochituate Village has been regraded, and the street railway company has laid a new track, substituting macadam for paving stone, now making the grade of the track conform to the grade of street, thereby preventing the water from standing between the tracks, as it has formally done.


In conjunction with the Selectmen of Weston we have perambu-

lated the bounds between Wayland and Weston and found them in their proper places.


Heretofore the central part of the town has had no adequate protection against fire, and it has been deemed advisable by the Selectmen to furnish hand fire extinguishers, and they have been placed in the Town House and in the house on the Town Farm, where they are easily accessible in case of fire.
