WARRANT.
COMMONWEALTH OF MASSACHUSETTS.
MIDDLESEX SS :
To Fesse W. Jennison, or either of the Constables of the Town of Wayland in said County,
Greeting:
In the name of the Commonwealth of Massachusetts, you are directed to notify the qualified voters of said Town of Wayland to meet at the Town Hall, Wayland, on Monday, March 28, 1898, at 7.30 o'clock in the forenoon, then and there to act on the following articles, viz.
ARTICLE 1. To choose by ballot a moderator to preside in said meeting.
ART. 2. To choose a Town Clerk, Treasurer, Collector of Taxes, Auditor, three Selectmen, three Overseers of the Poor, Treasurer of the Library Funds, and Seven Constables all for one year, one School Committee, one Assessor, one Water Commis- sioner, two Trustees of the Public Library, all for three years, one School Committee for one year, one Assessor for one year. Also to answer the following questions : "Shall licenses for the sale of intoxicating liquors be granted in the town of Wayland for the year ensuing ? "
All names of candidates for the offices aforesaid, and the said question must appear upon the official ballot, and be voted for in accordance with Chapter 386 of the Acts of the year 1890.

For the purposes specified in this article the polls will be opened immediately after the election of a Moderator, and will remain open continuously till one o'clock p. m., when it may be closed un- less the meeting shall otherwise determine, but must remain open not less than four hours.
ART. 3. To choose all other necessary Town Officers, Agents and Committees, and hear reports of Town Officers, Trustees, Agents and Committees and act thereon.
ART. 4. To see how much money the town will grant for pay- ing interest, and existing debts, for roads and bridges, for support of poor, for support of schools, school supplies and repairs on school buildings, and transportation of scholars ; for the fire de- . partment, for abatement of taxes and for all other necessary town purposes and order the same to be assessed, or do or act.
ART. 5 To authorize the Selectmen to consult counsel on im- portant town cases.
ART. 6. To see if the town will authorize its Treasurer, with the approval of the Selectmen, to borrow money in anticipation of taxes for the year 1898, and if so, how much, or do or act.
ART. 7. To see if the town will accept the list of Jurors as pre- pared by the Selectmen.
ART. 8. To appropriate the license money on dogs, refunded by the County Treasurer, or do or act.
ART. 9. To see if the town will instruct its Representatives in in the General Court to oppose the scheme known as a "Greater Boston" County or any other legislation, which shall tend to dis- member Middlesex County, or disrupt its time-honored institu- tions.
ART. 10. To see if the town will appropriate the sum of one hundred and fifty dollars for repairing Mitchell street, or do or act.
ART. 11. To see if the town will appropriate the sum of five hundred dollars for the purchase of hose and overcoats for the Fire Department, or do or act.
ART. 12. To see if the town will instruct the Selectmen to ap- point a Special Police, or do or act.

ART. 13 To see if the town will adopt Chapter 331 of the Acts of the General Court for the year 1888 relating to taking pickerel in any river, stream or pond, in the town, or do or act.
ART. 14. To see if the town will appropriate the sum of two hundred dollars to erect a shed at the Town Farm for the pro- tection of wagons and implements, and appoint a committee to expend the same, or do or act.
ART. 15. To see if the town will direct that the position of janitor of all public buildings shall be let to the lowest bidder, if qualified, or do or act.
ART. 16. To see if the town will appropriate the sum of five hundred dollars for sidewalks, or do or act.
ART. 17. To see if the town will appropriate the money received for sale of lots in the cemeteries for improving the ceme- teries, or do or act.
ART. 18. To see if the town will vote to abate the personal tax of Charles W. Dean for the year of 1895 for $72.50, 1896 for $78 00, and 1897 for $80.00, or do or act.
ART. 19. To see if the town will re-open for public travel the road leading from the Framingham to the Natick road, starting near the late residence of the late Joseph Bullard, and from thence to near the residence of Walter E. Reeves, or do or act.
ART. 20. To see what sum the town will appropriate to settle the claim of Susan A. Pierce against the town, or do or act.
ART. 21. To see if the town will refund to Elizabeth Poole the sum of eighteen dollars paid for transporting children to school, or do or act.
ART. 22. To see if the Town will authorize its Treasurer to borrow a sum of money not exceeding fifteen thousand dollars and issue bonds or notes therefor, for the purpose of refunding an equal amount of its Water Fund Bonds falling due July 1st and August 1st, 1898, the same to be borrowed under the terms and conditions and by authority of Chapter 177 of the Acts of the General Court for the year 1896, or do or act.
ART. 23 To see if the town will authorize its Treasurer to borrow the sum of forty-four thousand and five hundred dollars

and issue bonds or notes therefor, for the purpose of refunding an equal amount of the bonded debt of the town, which becomes due October 1, 1898, and on what terms and conditions, or do or act.
ART. 24. To see what action the town will take in reference to the actions at law brought against the town by Edmond A. Lupien and by Ambroise A. Lupien, or do or act.
ART. 25. To see if the town will accept the bequest, under the will of the late Warren Gould Roby, of money to build a Public Library building and a lot of land upon which the same is to be erected, or do or act.
ART. 26. To see if the town will vote to increase the appropri- ation for the Fire Department from $224.00 to $424 00, thereby in- creasing the pay of each man from $5.00 to $10.00, or do or act.
And you are directed to serve this Warrant by posting up attested copies thereof at the Town House and each of the Post Offices in the town, seven days at least before the day for holding said meet- ing.

WAYLAND, March 1, 1898.
The Selectmen hereby submit their annual report as required by the By-laws of the town.
The following officers were appointed as required by statute:
Engineers of the Fire Department. Edwin W. Marston, Ralph Bent, Henry B. Phalen. Mr. Bent resigned and Arthur J. Ricker was appointed to fill the vacancy. Later Mr. Phalen resigned and Frank E. Yeager was appointed to succeed him.
Undertakers. Andrew S. Morse, David P. W. Loker.
Inspector of Cattle and Provisions. Thomas Bryant.
Superintendent of Streets. M. W. Hynes.
Special Police. Geo. E Sherman, Henry B. Phalen, John Wood- worth.

As per vote of the town the culvert on Harrison avenue was enlarged.
According to the vote of the town, the hill near the house of Dennis McDonald has been cut down and the money appropriated for the same expended.
We have purchased of Michael Rowen a small hill of gravel to be used on the Plain road ; also a hill of gravel from Edgar Loker for use in the south part of the town.
A concrete sidewalk has been built adjoining the estates of Mr. C. B. Williams and Mr. N. R. Gerald costing $350 66, the abutters paying one half of the cost.
The case of Samuel Reeves vs. the town of Wayland was decid. ed in favor of the plaintiff, judgment being rendered $447.58 which sum was drawn from the contingent fund.
The Sand Hill road was completed by the County Commis- sioners and the town proportional share paid as per vote.
The State Highway Commissioners awarded the town the sum. of $5,000 with which to build a section of macadamized road, commencing at Weston line. At a special town meeting, it was voted that the Selectmen, Superintendent of Streets and W. A. Bullard be a committee to make a contract with the Highway Com- missioners which was carried into effect.
The Selectmen deeming it unadvisable for the town to do the work, sublet the contract to Mr. A. J. Wellington of Boston with the proviso that local heip be employed, he giving bonds for the completion of the same, which are on file. It being impossible to complete the road last fall, the commission granted an extension of time.

The work was greatly delayed by the unwillingness of the abut- ters to sign the releases.
We recommend that a committee be chosen to investigate and devise some means of drainage for Main street, Cochituate village. We would also suggest that a small appropriation be made for lighting the principal streets in Wayland Centre.
