To any of the Constables of the Town of Wayland, in said County:

In the name of the Commonwealth you are required to notify and warn the inhabitants of said Town qualified to vote in town election to meet at their respective polling places on


MONDAY, MARCH 1, 1937


at six o'clock in the forenoon, there and then to bring in their ballots for a Moderator, Town Clerk, three Selectmen, a Treas- urer, a Collector of Taxes, a Surveyor of Highways, a Tree Warden, seven Constables, all for one year.


One Commissioner of Trust Funds for one year.


One member of the School Committee, one Cemetery Com- missioner, one Commissioner of Trust Funds, two Trustees of Public Library, one member of the Board of Public Welfare, one Assessor, one member of the Board of Health, one Water Commissioner, one Park Commissioner, and two members of the Planning Board, all for three years.


All the foregoing to be voted on the official ballot. The polls will be open at 6.15 o'clock in the forenoon and will remain open continuously until four in the afternoon, when they shall be closed.


And you are required to notify and warn the inhabitants of said Town qualified to vote in town affairs to meet at the Town Hall on

Article 1. To hear reports of the Town officers, agents, and committees, and act thereon.

Article 2. To choose all necessary Town officers, agents, and committees not elected by the official ballot.


Article 3. To grant money for necessary Town purposes. See Finance Committee's Report.


Article 4. To see if the Town will authorize the Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than a year in accordance with Section 17, Chapter 44, General Laws.


The Finance Committee recommends the approval of this article.


Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for municipal purposes, under authority of and in accordance with the provisions of Chapter 49, of the Acts of 1933, as amended by Section 2, Chapter 300, of the Acts of 1935, and as amended by Chapter 281, Acts of 1936, or take any action thereto.


The Finance Committee recommends the approval of this article.


Article 6. To see if the Town will appropriate and assess the sum of $1,742.82 to pay the following 1934, 1935, and 1936 bills which were presented for payment after the Town books were closed, or do or act.

The Finance Committee recommends the payment of Vocational Tuition and Water Department bills itemized above. The bills of the Welfare Department for the years 1934, 1935, and 1936 were presented too late for consideration and recommendation.


Article 7. To see if the Town will accept the following : Gift of $100 received from Annie B. Bent to establish the "James A. Bent Fund," income from which to be used for perpetual care of lot No. 63, Section B, Lake View Cemetery. Bequest of $200 received from Blanche D. Schleicher, Execu- trix, to establish the "Erwin W. Schleicher Fund," the in- come from which to be used for perpetual care of lot No. 18, Section E, Lake View Cemetery.


Gift of $100 received from Nathaniel R. Gerald to establish the "Nathaniel R. Gerald Fund," income from which to be used for the perpetual care of lot No. 14, Section B, Lake View Cemetery.


Gift of $150 to establish the "Samuel H. Mackenna Fund," income from which to be used for the perpetual care of lots No. 175 and 177 in the North Cemetery.


The Finance Committee recommends the approval of this article.


Article 8. To see if the Town will appropriate $258 for general improvement in any of the Cemeteries, same to be taken from money in the Town Treasury received from the sale of Burial Lots in 1936 in accordance with Chapter 114, Section 15, of the General Laws, or do or act.

Article 9. To see if the Town will appropriate for pay- ment of Water Main Extension Notes maturing in 1937 the sum of $4,500 to be taken from "Water Available Surplus," or do or act.


The Finance Committee recommends the approval of this article.


Article 10. To see if the Town will appropriate for pay- ment of interest due in 1937 on Water Extension Notes the sum of $1,345 same to be taken from "Water Available Sur- plus," or do or act.


The Finance Committee recommends the approval of this article.


Article 11. To see if the Town will appropriate for "Water Department Maintenance" the sum of $6,589.22 to be taken from "Water Available Surplus," or do or act.


The Finance Committee recommends the approval of this article.


Article 12. To see if the Town will vote to adopt a By- Law to make the Tax Collector Town Collector, or take any action relative thereto.


The Finance Committee recommends that a com- mittee of three be appointed consisting of one member of the Board of Selectmen, one member of the Finance Committee, and the third member to be chosen by the two to study the advisability of having a Town Col- lector.


Article 13. To see if the Town will accept the gift of land situated on the Westerly side of the Mill Pond near Wayland Centre formerly owned by Mary A. Brackett and more recently owned by Sophia W. Sears, said property to be used for park purposes, and will authorize the Board of Selectmen to accept the gift of said property, subject to any outstanding taxes, to be used as aforesaid, or do or act.


The Finance Committee recommends the approval of this article.


Article 14. To see if the Town will accept the following bequest under the will of the late Francis Shaw: "To the

Trustees of the Wayland Free Public Library, Five Thousand Dollars ($5,000) the income only thereof to be used for the general expenses of the said Library, preferably for the upkeep of its buildings," or do or act.


The Finance Committee recommends the approval of this article.


Article 15. To see if the Town will vote to appropriate and assess a sum of $6,000 for the reconstruction and improve- ment of Concord Road, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or do or act.


The Finance Committee recommends that $6,000 be appropriated and assessed to be used in conjunction with money to be received from the State or County for further improvement of Concord Road under Chapter 90-the work to be done in a manner not in- volving over $500 of land damage.


Article 16. To see if the Town will appropriate and as- sess a sum of money to be used in connection with W. P. A. or similar Federal or State projects, or do or act.


The Finance Committee recommends the sum of $20,000 in connection with W. P. A. or other similar Federal or State agencies providing labor, said sum to be made up as follows :

the balance of the $20,000, that is $11,218.04, to be ap- propriated and assessed to provide for materials, trucking or other necessary expenses, $5,000 of the $11,218.04 amount to be used only on projects where $5 of State or Federal money will require not over $1 of Town money, the entire amount to be administered by the Selectmen.

Article 17. To see if the Town will extend a six-inch water main with four hydrants, gates and fittings along Rice Road, beginning at Commonwealth Road for a distance of 3,000 feet at an estimated cost of $4,000 to the Town, labor to be supplied by the Federal Government under a Federal Pro- ject.


The Finance Committee does not recommend the approval of this article inasmuch as the expenditure is out of all proportion to the amount of revenue to be derived. Substantially the same article was considered and passed over at last year's meeting.


Article 18. To see if the Town will appropriate and assess a sum of money to replace the Fire Alarm System in Cochitu- ate and extend one circuit to Wayland Village, and install necessary Boxes and Transmitter in Wayland, or do or act.


The Finance Committee is informed on inquiry in neighboring cities and towns where box alarm systems are maintained that on the average over 80% of all alarms are received by telephone and that many of the alarms sounded from boxes are false. Upon investi- gation as to the elements affecting the insurance classi- fication of the Town it was found that a complete signal system is one of the less important items and would not alone affect the classification of the Town or affect the insurance rate. The proposed installation involving an expenditure of approximately $5,000, part of which would be in a territory already partially covered, would merely be the beginning of a system which would cost many times this initial expense and when completed would not improve the Town's rating or save property owners any money.


With full appreciation of the services and interest of our Fire Department, the Finance Committee feels this expenditure would be unwise and that before any major program such as this is undertaken a complete study should be made of the relative values of the various forms of fire protection, so that funds may be expended on the most important things first.


The Finance Committee, therefore, does not rec- ommend the approval of this article.


Article 19. To see if the Town will appropriate and as-

sess a sum of money to install Fire Alarm Boxes in the school buildings, or do or act.


The Fire Department advises that this installation can not be effected if the work called for in the pre- vious article is not accepted. The Finance Committee does not recommend the approval of this article.


Article 20. To see if the Town will vote to provide a drainage system for the land surrounding the grade school in Cochituate south of West Plain Street and west of Main Street : make provision to carry out the work under the direc- tion of the Selectmen as a W. P. A. or other Federal or State project ; authorize the taking by eminent domain of any neces- sary land or easement ; and make appropriation therefor, or do or act.


The Finance Committee understands that this work will relieve a deplorable drainage situation at the Cochituate grade school and feels it should have prior- ity over any other drainage work.


The Finance Committee, therefore, recommends the approval of this article as a W. P. A. or similar Federal or State project and that the Town's share of the expense be taken from the Article No. 16 appro- priation provided for such work.


Article 21. To see if the Town will vote to provide a drainage system for East Plain Street : make provision to carry out the work under the direction of the Selectmen as a W. P. A. or other Federal or State project; and make appropriation therefor, or do or act.


The Finance Committee believes that the proper drainage of Cochituate Center is one which should be progressively accomplished and done as a W. P. A. or similar project, but it is not sure that it can be under- taken this year with the present quotas.


The Finance Committee recommends that the matter be left with the Selectmen as administrators of the W. P. A. as provided in Article No. 16.


Article 22. To see if the Town will vote to provide a drainage system for West Plain Street : make provision to carry out the work under the direction of the Selectmen as a W. P. A.

or other Federal or State project; and make appropriation therefor, or do or act.


The Finance Committee believes that the proper drainage of Cochituate Center is one which should be progressively accomplished and done as a W. P. A. or similar project, but it is not sure that it can be under- taken this year with the present quotas.


The Finance Committee recommends that the matter be left with the Selectmen as administrators of the W. P. A. as provided in Article 16.


Article 23. To see if the Town will vote to accept as Town ways, Pine Ridge Road, Pine Ridge Road extension, and a portion of Lake Path to the intersection of Hemlock Road, or any portion therefor, all situated within or adjacent to Wood- land Park Development, as laid out and filed by the Board of Selectmen substantially in accordance with plans prepared under the direction of the Planning Board by E. Worthington, C. E., dated August 9, 1935, and on file with the Town Clerk; work to be done under the Betterment Act, and authorize the Select- men to acquire any necessary land by eminent domain, pur- chase or otherwise appropriate a sum of money for acquiring such land and for building said ways, or do or act.


This is the same article which was submitted to the Town at last year's annual meeting and voted down. Since then nothing has been done to overcome the objections then raised. Until such time as all necessary releases are obtained so that there can be no damages and the work done under the Betterment Act as a W. P. A. or similar Federal or State project, the Finance Committee feels that the work should be de- ferred.


The Finance Committee therefore does not rec- ommend the approval of this article.


Article 24. To see if the Town will appropriate and assess a sum of money for the purpose of installing a water main in Hawthorne Road from Old Connecticut Path to Beech Street.


This article was presented to the Town Meeting last year at which time all but two houses on the road were getting water from Sycamore Road. At that time the Town voted to pass over the article.

The Finance Committee does not recommend the approval of this article.


Article 25. To see if the Town will appropriate and assess a sum of money for the purpose of installing a water main in that part of Lake Path and Pine Ridge Road Extension to be laid out and accepted as Town ways.


No facts or costs were given the Finance Com- mittee for this article. These are the streets proposed in a preceding article.


The Finance Committee does not recommend the approval of this article.


Article 26. To see if the Town will appropriate and assess a sum of money to purchase, or to pay the damages for taking by eminent domain, a piece of land to be used for burial pur- poses to enlarge the Lake View Cemetery, said piece of land now supposed to be owned by the heirs and devises of the late Edward Dammers : said piece of land adjoins the North East boundary of Lake View Cemetery and is described as follows : Starting at a point of the Northeasterly line of present Lake View Cemetery and running approximately 152 feet on un- accepted way, thence at right angle to said way in a northerly direction 322 feet to a bound, then at an approximate right angle in a westerly direction approximately 238 feet to present cemetery property, thence along present cemetery land southerly 341 feet to a point of beginning, or do or act.


The Finance Committee has been advised that on the basis of the sale of lots during the past few years there are now available a sufficient number of lots for several years-it recommends, however, that the pro- posed tract of land may be taken for cemetery pur- poses by eminent domain unless the land can be acquired at private sale at a price not exceeding $500, and that the sum of $500 be appropriated and assessed.


Article 27. To see if the Town will grant permission that the following described land may be used for burial purposes, that is, Starting at a point of the Northeasterly corner of pres- ent Lake View Cemetery and running approximately 152 feet on unaccepted way, thence at right angle to said way approxi- mately 238 feet in a westerly direction to point of beginning, or take other action in regard thereto.


The Finance Committee recommends the approval

of this article in the event the Town acquires the property described in this article.


Article 28. To see if the Town will appropriate and assess a sum of money to purchase or take by eminent domain the fol- lowing parcels of land for the Highway Department for use as Town gravel pits: (1) a parcel of land adjoining the Town land now used for Highway Department garage; (2) a parcel of land adjacent to the aqueduct just off Stonebridge Road.


The Finance Committee recommends the pur- chase of the first piece at a cost not to exceed $600 and as to the second piece the Finance Committee feels the need of further information and will, there- fore, make its recommendation at the Town meeting.


Article 29. To see if the Town will appropriate and assess the sum of $100 to be expended by the Board of Selectmen to erect a flag pole on the Town Hall building and purchase a flag to use on the same, or do or act.


The Finance Committee does not recommend the approval of this article as there is a public flag pole in the center of the Town at the present time.


Article 30. To see if the Town will vote to appropriate and assess the sum of $239.68 to pay the 1934, 1935, and 1936 taxes on the land of Charlotte Adams, given to and accepted by the Town of Wayland, subject to outstanding taxes.


The Finance Committee recommends the approval of this article.


Article 31. To see if the Town will vote to appropriate and assess a sum of money to be used for the preparation of Assessor's plans in such a way as to produce the initial pages of a Town Atlas covering the whole or portions of the more thickly settled districts of Cochituate, Dudley Pond and Way- land Center, or do or act.


The Finance Committee does not recommend the approval of this article at this time, but feels that this is a project which merits consideration at a later date.


Article 32. To see what action the Town will take, if any, on the question of Building Laws or to authorize the appoint- ment of a Special Committee to investigate Building Codes and to prepare a report with definite recommendations upon which

intelligent action may be taken by the Town at a future Town meeting.


The Finance Committee recommends the appoint- ment of a committee of three composed of the Chief of the Fire Department, the Chairman of the Planning Board, and the third to be chosen by these two.


Article 33. To see what sum, if any, the Town will vote to transfer from available funds to meet any of the appropria- tions made under the foregoing articles.


The Finance Committee recommends the approval of such action as may be suggested by the Town Treasurer.


And you are required to serve this Warrant by posting copies thereof, attested by you, at the Town Hall, at each Post Office in Town, and at the Legion Hall, at Cochituate, seven days, at least before the time of holding said election.


Hereof, fail not, and make due return of this Warrant with your doings thereon to the Town Clerk on or before March 1, 1937.

REPORT OF THE FINANCE COMMITTEE


The Finance Committee feels that the attention of the tax- payers should be called to the commendable manner in which the Selectmen have managed the W. P. A. funds and work during the past year in order to secure the greatest benefit for the Town and for those needing work. Some projects were not started which were planned as it was considered good business to postpone them temporarily while men could work on State and Federal projects at no expense to the Town. Furthermore, the starting of these projects would have caused men from out of town to be brought in here. It is understood that some of them will be done this year and where money was specifically appropriated, that money remains available.
