REPORT OF THE BOARD OF SELECTMEN


All regular appointments have been made as required by law. They appear on the list of the Town Officers and Com- mittees.


Mrs. Gertrude I. M. Parmenter was appointed by our Board and the remaining members of the Cemetery Commission to fill the vacancy caused by the resignation of William Read.


Mr. Warren F. Lawrence was appointed by our Board and the remaining members of the Board of Public Welfare to fill the vacancy caused by the resignation of Harry Moyse. Ap- pointments were made for the period up to the next annual Town Meeting, in accordance with the General Laws.


CONCORD ROAD CONSTRUCTION


In accordance with a vote of the last annual Town Meet- ing we have done another section of Concord Road. The trucking and labor on this road has been done by citizens of the Town under the supervision of the Surveyor of Highways. We should like to suggest that the work continue to be handled by the Board of Selectmen acting as Contractor as in the past and the Town consider the construction of the roadway and side- walks in the centres of both Wayland and Cochituate Villages.


WORKS PROGRESS ADMINISTRATION


Pursuant to the vote of the last annual Town Meeting we have administered the allocation and expenditure of funds appropriated to be used for materials, trucking, and other neces- sary expenses in conjunction with W.P.A. projects where the Federal Government was supplying labor. In this connection water mains were laid in Oak Street and Valley View Road, the grading and building of road at the High School has been completed and the grading and road work and the sand for bathing beach at Dudley Pond has been completed and a place provided, which is safe for those who use this spot. The gypsy and browntail moth became a serious problem, and work was

started and is now being carried on to suppress these pests, which have made many of our woodlands have the appearance of being struck by fire. The graveling of Gleason Road, is in progress, and in the spring will be rolled and oiled.


We have attempted to administer the Town's W.P.A. appropriation economically with a view to securing a maximum amount of Federal funds but with cuts in W.P.A. quoters can- celing of water projects and the increasing number of people out of employment it was found necessary in order to keep these people from the Welfare rolls to put them to work.


This was done by having them load gravel, sand, and loam and the trucking to the jobs, as the Federal authorities would not allow any W.P.A. workers to do this work-they could only work on the project itself. Although we have no manufactur- ing within the Town we must remember that a large number of our people work in Natick, Framingham, Waltham, and other surrounding communities, and when the places of employment close down these people look to us for assistance.


The Department of Public Safety has demanded that cer- tain changes be made in the Town Hall, and we in conjunction with the Department heads have gone into the matter with care and will bring our findings before the annual meeting.


It will also be necessary to pay all Town employees weekly the coming year which will entail extra work for the depart- ments, and more especially the Auditor and Treasurer, with the Selectmen.


We have assisted the School Department in the matter of sewage disposal at the Cochituate School, which department will have to present to the Town Meeting.


We have held our regular meetings and many extra meet- ings, and have had conferences with many citizens, and during the summer months met Sunday morning to travel to different parts of the Town in order to study conditions and the projects in operation. The inhabitants of the Town have found us ready and willing at all times to talk matters over with them, and co- operate whenever we could, without injury to others.


Public hearings have been held on the layout of Pine Ridge Road, and Lake Path, as Town ways under the provisions of the Betterment Act, also a public hearing was held on the lay- out and acceptance of Lake Road under the provisions of the Betterment Act.

These two communities are deserving of consideration, as they are improving wisely, and of benefit to the Town.


The Planning Board has acted as the engineering depart- ment of the Town and deserve special mention of the service rendered.


The Town Officers have been very co-operative during the year, and we wish to thank them and also the Citizens for their assistance.
