REPORT OF THE BOARD OF SELECTMEN for the year 1938
All regular appointments have been made as required by law. They appear on the list of the Town Officers and Com- mittees.
Mr. Willard Hunting was appointed by the joint meeting of the remaining members of the Board of Assessors and the Selectmen to the vacancy caused by the death of Sidney Loker.
CONCORD ROAD CONSTRUCTION
In accordance with a vote of the last annual Town Meet- ing we have done another section of Concord Road, the work being done under the supervision of the Highway Surveyor.
WORKS PROGRESS ADMINISTRATION
Pursuant to the vote of the last annual Town Meeting, we have administered the allocation and expenditures of funds ap- propriated to be used for materials, trucking and other neces- sary expenses in conjunction with W. P. A. projects where the Federal Government was supplying labor. In this connection water mains were laid in East Commonwealth Road, the drain- age in Bradford Street, Park land, West Plain Street, and Pemberton Road, and a portion of East Plain Street has been completed.
The Gypsy and Brown Tail Moth work has been contin- ued. Storm and flood projects in the Cemeteries and other portions of the Town, and the fire hazard project which is being carried on at present is relieving a menace which the Town would find otherwise hard to control.
This work has kept people from the Welfare rolls; for the amount see (report of Work's Progress Administration ).
The unemployment situation is still a problem and those in need must be taken care of.
The Town Employees are paid weekly, which not alone helps them, but also the storekeeper and other Merchants.
The allotment from the State for Road work was autho-

rized by the Commission to be used for hurricane work; also an allotment was received for repairs to roads damaged by the floods, and was expended by the Surveyor of Highways.
TOWN HALL RENOVATION
This work was let out by contract and was supervised by Chester H. Hobbs, a member of the Board, who gave his ser- vice without cost to the Town. Those who have had occasion to use the Building, find a marked improvement in contrast to what had to be used in the past.
The past year will go on record as one of the most active for many years, weekly meetings of the Board were necessary in order to handle the requirements placed upon the Board.
The hurricane brought us all close together in a spirit of co-operation and shoulder to shoulder each individual did his part to aid his neighbor : every Department deserves the high- est praise for its efficiency.
Public hearings are again held on the layout of Pine Ridge Road, Lake Path, and Lake Road, and also High Street and Brackett Road, to be accepted under the provisions of the Bet- terment Act. The list will grow yearly and something should be done toward assisting these communities. They are im- proving wisely, and of benefit to the Town.
We have been ready and willing at all times to talk mat- ters over with the citizens, and co-operate whenever we could without injury to others.
The Town officers have been co-operative during the year, and we wish to thank them and also the citizens for their as- sistance.

WORKS PROGRESS ADMINISTRATION
To the Board of Selectmen :
The Works Progress Administration has been very active in the town and has accomplished some very good projects.
During the year 1938 the Town did not receive any cut in personnel which enabled us to accomplish more projects.
The Moth Project was a great help to those owning wood lots as there were 1,106,200 nests painted with creosote during the winter months.
The gravel was put in place on Gleason Lane and after completion a coat of tar was put on it to bind the gravel to- gether.
The Repairing of School Books was a great help to the School Department. There were 906 Books Repaired that otherwise would have had to be sent away to be repaired.
The Water Project on Commonwealth Road replaced the old 4-inch water main with an 8-inch main which will give more pressure and better fire protection on Oak Street and that vicinity."
The Drainage Project on Pemberton Road, Bradford Street and acros the Ball Field has drained that vicinity. It has also taken care of the water from the septic tanks in the School House yard.
The drainage Project on West Plain Street has been com- pleted. This is connected to the one all ready in on Mansion Road.
The Drainage Project on East Plain Street is not com- pleted as yet. This project is expected to be started in the spring.
The Project in the Town Cemeteries of cleaning up the debris caused by the hurricane relieved the town from a large expense. They have sawed, piled and cut up 162 trees, also

have excavated 132 stumps, and have removed 87 of them. There are still 45 stumps on top of the ground to be hauled away. This project was stopped on December 18, 1939 as it was a State Wide Emergency Project. There is a new pro- ject being written up to complete the balance of work left in the cemeteries.
The Fire Hazard Project has assisted private land owners of the town. Different owners of property have signed re- leases giving permission to the U. S. Forest Service, or its agents, to clear up the fire hazard on their property which is a big help in case of woods fires. There were seventy three men brought in from Newton to work on this project, from headquarters, in order to relieve the hazard as quickly as pos- sible.
The Sewing Project has been carried on, employing needy women. On this project they make dresses, boys' and girls' pajamas, night gowns, bloomers, slips, men's shirts, crib sheets, diapers, boys' shirts, girls' play suits, and overalls for others in need.

During the year of 1938 One Hundred and Nine Differ- ent persons have worked on W. P. A. here in Wayland, and this number of cases represent 415 persons receiving benefit from this Federal money.
