Proceedings of a Town Meeting held March 3, 1930
WARRANT
COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, ss.
To either of the Constables of the Town of Lincoln in said County : GREETING:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the transaction of Town affairs, to meet in the Town Hall in said Lincoln on Monday, the third day of March next at 7.30 o'clock P. M., then and there to act on all of the follow- ing Articles, except Article 2, and also to meet in said Town Hall on Saturday, the 8th day of March next, at 12 o'clock Noon, then and there to act on the following Article 2, by posting a copy of this Warrant, by you attested, in each of the Post Offices and in some other public place in said.Town seven days at least before the third day of March next :
The polls for voting the Australian ballot on Saturday, March 8th, will be open at 12.00 o'clock Noon, and may be closed at 6.30 o'clock P. M.

ARTICLE 1. To choose a Moderator.
ART. 2. To bring in their votes for the following Town Officers and any other Officers required by law, to be elected by Australian Ballot, viz .:
One Town Clerk for one year.
One member of the Board of Selectmen for three years. .One member of the Board of Assessors for three years. One member of the Board of Health for three years.
One Treasurer for one year.
One Collector for one year.
One Auditor for one year.
Two Constables for one year.
One Tree Warden for one year.
One member of the Sinking and Trust Fund Commis- sioners for three years.
One member of the Trustees for Free Public Lectures for three years. ·
One member of the School Committee for three years.
One member of the Board of Water Commissioners for three years.

One member of the Board of Cemetery Commissioners for three years.
Also to vote "Yes" or "No" on the following question :
"Shall licenses be granted for the sale of non-intoxicating beverages in this Town?"
ART. 3. To bring in their votes for any committees, commissioners, trustees and other officers, required by law to be elected by ballot or otherwise.
ART. 4. To hear and act upon the reports of Town Officers, Committees, Commissioners and Trustees.
ART. 5. To appropriate money for the necessary and expedient purposes of the Town and enact anything in relation to the same.
ART. 6. To determine the manner of collecting taxes for the ensuing year.
ART. 7. To determine the compensation of the Col- lector of Taxes for the ensuing year.
ART. 8. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the financial year begin- ning January 1, 1930, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1930.

ART. 9. To see if the Town will vote to raise and ap- propriate the sum of $200.00 or some other amount and elect a director, the money to be expended by and the di- rector to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provi- sions of Sections 40 to 45, Chapter 128, General Laws of Massachusetts.
ART. 10. To see if the Town will accept Section 73, Chapter 41, of the General Laws, or take any action rela- tive thereto.
ART. 11. To see if the Town will appoint a committee to draw up a code of Building Laws for the Town or take any action relative thereto.
ART. 12. To see if the Town will create a Planning Board, or take any action relative thereto.
ART. 13. To see if the Town will instruct the Select- men to provide a Dump for the use of the residents of the Town and will appropriate a sum not exceeding $500 there- for.
ART. 14. To see if the Town will take any action in regard to the erection of a new school building and the location of the same, or in regard to providing additional school accommodations.
ART. 15. To see if the Town will release any interest it now has or at any time had by way of easement or other- wise in a lot of land known as "The North Lincoln School House Lot", located on the North State Road or Massa-

chusetts Avenue, so-called, and now the property of Mrs. Jennie MacDonald, or act anything in relation to this article.
ART. 16. To see if the Town will accept a certain parcel of land deeded to the Town by David Farquhar, beginning at the westerly corner of Middle and Mill Streets and run- ning northeasterly about 175 feet, containing, say, 10,900 square feet. The deed to said land is recorded in Middle- sex So. District, Book 5405, page 154.
ART. 17. To see if the Town will take any action toward extending the water pipes to the house of the late Mason Hunter, and appropriate money for the same.
ART. 18. To see if the Town will extend street lighting on the North State Road from the Concord line to the Lexington town line, and appropriate money therefor; or take any action in connection with street lighting.
ART. 19. To see if the Town will authorize the appoint- ment of a committee of citizens to investigate and report to the Town on the possibility of establishing a Town Forest, or take any action in relation to the same.
ART. 20. To see if the Town will take any action to- ward the installation of a fire alarm system, appropriate any money or act anything in relation to this article.
ART. 21. To see if the Town will extend the electric street lights from Bedford Road to the Concord line on the Concord and Cambridge Turnpike and appropriate money for the same.

ART. 22. To see if the Town will accept a deed from Robert M. Pierce granting to the Town land owned by him adjoining the property received under the will of John H. Pierce, or take any other action in connection with same.

And make due return of this WARRANT with your doings thereon to the Town Clerk at or before the time for the meeting aforesaid.

ART. 8. Voted that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the financial year, beginning January 1, 1930, and to issue a note or notes therefor, pay- able within one year. ART. 9. Voted that Hermon T. Wheeler be elected to serve and the money ($200) appropriated for the Middlesex Extension Service be used in co-operation with the Middle- sex Trustees for County aid to Agriculture under provisions of Sections 40 to 45, Chapter 128 General Laws of Massa- chusetts.
ART. 10. Voted that Section 73 of Chapter 41 of the General Laws be accepted.
ART. 11. Voted to pass over this Article.
ART. 12. Voted to pass over this Article.
ART. 13. Voted that the Selectmen be instructed to pro- vide a Dump for the Citizens of the Town and that a sum, not exceeding one hundred dollars, be appropriated for that purpose.
ART. 14. Voted that all matters, relating to the erection of a new School House, the location of the same, or the providing additional school accommodation, be referred to a Committee, consisting of Mrs. Guilbert Winchell, Dr. Roland Mackenzie and E. Russell Davis, said Committee to

make a complete investigation of all matters relating to school accommodations and report the result of their inves- tigations, together with any proposition or recommenda- tions to the Town at a future meeting to be called to consider said report.
Voted that four members, to be appointed by the Chair, be added to this Committee.
The members appointed by the Chair are as follows: Anthony J. Doherty, Edith B. Farrar, Harry M. Condit, Jr., and Chester G. Peck.
Voted that the above Committee report at a Town Meeting to be called for a date not later than October 1, 1930.
ART. 15. Voted that the Town release any interest it now has or at any time had by way of easement or other- wise in a lot of land, known as the North Lincoln School House Lot, located on the North State Road or Massachu- setts Avenue, so called, and now the property of Mrs. Jennie MacDonald.
ART. 16. Voted that the Town of Lincoln gratefully accept the parcel of land on Middle and Mill Streets, deeded to the Town by David Farquhar and that the Town Clerk be instructed to send Mr. Farquhar a copy of this vote.
In accordance with the above vote a copy has been sent to Mr. Farquhar.
ART. 17. Voted to pass over this Article.
ART. 18. Voted that this Article be laid on the table.
ART. 19. Voted that a committee, consisting of Percy P. Russ, Frederick M. Seeger, James De Normandie be elected to investigate and report to the Town on the possibility of

establishing a Town Forest, or take any action in relation to the matter.
ART. 20. Voted to pass over this Article.
ART. 21. Voted to appropriate the sum of $350.00 to extend the Electric Street Lighting from Bedford Road to the Concord line on the Concord and Cambride Turnpike.
ART. 22. Voted to accept the deed of Robert M. Pierce, granting to the Town, upon condition, certain land adjoin- ing the property left to the Town under the will of the late John H. Pierce, together with the conditions and re- strictions contained therein, such acceptance to take effect upon the successful termination of the proceedings now pending in court to modify the application of said will.
Voted to adjourn.

November 4, 1930
WARRANT
COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, ss.
To any Constable in the Town of Lincoln, in said County : GREETING:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Lincoln, duly qualified to vote in the elec- tion of State and County Officers, to assemble at Town Hall, on Tuesday, November 4th, at seven o'clock in the forenoon, to give in their votes for the following officers, viz : Governor ; Lieutenant Governor ; Secretary ; Treasurer ; Auditor ; Attorney-General ; Senator in Congress ; Congress- man ; Councillor Senator ; Representative in General Court ; District Attorney; County Commissioners; Register of Probate and Insolvency ; County Treasurer ; and any other officer required by law to be chosen in the month of Novem- ber of the current year.
All officers enumerated above are to be designated and voted for on one ballot, and also the following questions :

QUESTIONS
Question No. 1 PROPOSED AMENDMENT TO THE CONSTITUTION
Shall an amendment to the constitution relative to the apportionment of senatorial, representative and councillor districts, further described as follows:
The proposed amendment of the Constitution provides for the annulment of Article XXI of the Articles of Amend- ment of the Constitution and the substitution therefor of a new Article XXI, and for the annulment of Article XXII of the Articles of Amendment of the Constitution and the substitution therefor of a new Article XXII. The proposed amendment embodies in substance the following changes in and additions to said Articles XXI and XXII :
1. In proposed Article XXI, towns of twelve thousand inhabitants or more may be divided in forming representa- tive districts. No precincts, however, in such towns may be divided. In taking the census the special enumeration of legal voters shall specify the number residing in each precinct of such towns. Under existing Amendment XXI no town may be divided and no specification of the number of voters in a precinct is required.
2. The division of a county into representative districts and the apportionment of representatives to districts there- in is to be made by "The county commissioners or other body acting as such or, in lieu thereof, such board of special commissioners in each county as may for that purpose be provided by law, ... " Under Article XXI as it now stands the division and apportionment is made by "The mayor and aldermen of the city of Boston, the county commissioners of other counties than Suffolk,-or in lieu of the mayor and aldermen of the city of Boston, or of the county commis-

sioners in each county other than Suffolk, such board of special commissioners in each county, to be elected by the people of the county, or of the towns therein, as may for that purpose be provided by law, . . . " The time for as- sembling of such commissioners, board of body for the pur- pose of making such division and apportionment is also changed, from the first Tuesday of August next after each assignment by the Legislature of the number of represen- tatives to each county, to a time within thirty days after certification by the Secretary of the Commonwealth to such commissioners, board or body of the number so assigned, or within such other period as the General Court may by law provide.
3. Under the proposed Articles, each special enumeration shall be the basis for determining the districts, senatorial, representative and councillor, for the ten-year period begin- ning in the fourth January following said special enumera- tion and the present division of districts is to remain in effect until January, 1939. Under the existing amendments the ten-year period is the period between the taking of each census. (Thus, the next redivision based upon the next census in 1935 would, under the proposed Articles, affect those elected in 1938 to hold office beginning in January, 1939, instead of affecting those elected in 1936 to hold office beginning in January, 1937. Under existing amendments representation of newly created districts be- gins in January of the second year after each ten-year . census, whereas under the proposed Article it would begin in January of the fourth year thereafter.) The number of representatives (240), senators (40), and councillors (8) is not changed.
4. The Legislature may limit the time within which a division of representative, councillor or senatorial districts may be questioned by judicial proceedings. The existing amendments contain no provision that itself limits or authorizes the Legislature to limit such time, be approved?

Shall the proposed law which amends the General Laws by striking out Chapter 138, section 2A, which section provides that, "No person shall manufacture, transport by air craft, water craft or vehicle, import or export spirituous or intoxicating liquor as defined by section three, or cer- tain non-intoxicating beverages as defined by section one, unless in each instance he shall have obtained the permit or other authority required therefor by the laws of the United States and the regulations made thereunder," be approved ?
