Proceedings of the Annual Town Meeting Held March 5, 1934


WARRANT


COMMONWEALTH OF MASSACHUSETTS


MIDDLESEX, ss.


To either of the Constables of the Town of Lincoln in said County:


GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the transaction of Town affairs, to meet in the Town Hall on Monday, the fifth day of March next, at 7.30 o'clock P.M., then and there to act on all of the following Articles, except Article 2, and also to meet in said Town Hall on Saturday, the tenth day of March next, at 12 o'clock Noon, then and there to act on the following. Article 2, by posting a copy of this Warrant by you attested in each of the Post Offices and in some other public place in said Town seven says at least before the fifth day of March next. The Polls for voting The Australian ballot on Saturday, March 10th, will be open at 12 o'clock Noon, and may be closed at 6.30 o'clock P.M.


Article 1. To choose a Moderator.


Article 2. To bring in their votes for the following Town Officers, and any other Officers required by law, to be elected by Australian ballot, viz :

One Town Clerk for one year.


One member of the Board of Selectmen for three years.


One member of the Board of Assessors for three years.


One member of the Board of Health for three years.


One Treasurer for one year.


One Collector for one year.

(a) If a voter desires to permit the sale of any and all alco- holic beverages in this Town he will vote "Yes" on both questions.


(b) If he desires to permit the sale of wines and malt bever- ages only herein, he will vote "No" on question one and "Yes" on question two.


(c) If he desires to prohibit the sale of any and all alcoholic beverages herein, he will vote "No" on both questions.


1. Shall licenses be granted in this Town for the sale therein of all alcoholic beverages (whiskey, rum, gin, malt beverages, wines and all other alcoholic beverages).

Article 3. To bring in their votes for any Committees, Commissioners, Trustees, and other officers, required by law to be elected by ballot or otherwise.


Article 4. To hear and act upon the reports of Town officers, Committees, Commissioners and Trustees.


Article 5. To appropriate money for the necessary and expedient purposes of the Town and enact anything in relation to the same.

Article 6. To determine the manner of collecting taxes for the ensuing year.


Article 7. To determine the compensation of the Collector of Taxes for the ensuing year.


Article 8. To see if the Town will authorize the Treasurer with the approval of the Selectman, to borrow money in an- ticipation of the revenue of the financial year beginning Janu- ary 1st., 1934, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote, to be paid from the revenue of the financial year beginning January 1, 1934.


Article 9. To see if the Town will vote to appropriate a sum sufficient to pay the County of Middlesex, as required by law, the Town's share of the net cost of the care, maintenance, and repair of the Middlesex County Tuberculosis Hospital, and for the Town's share of the expense under the provisions of Chapter 331 of the Acts of 1933, which provides for the settle- ment of certain claims of the Commonwealth against the Middlesex County Tuberculosis Hospital district, including interest or discount on temporary notes issued therefor, as assessed in accordance with the provisions of Chapter III of the General Laws and Acts in amendment thereof, and in ad- dition thereto, or take any action in relation thereto.


Article 10. To see if the Town will vote to transfer the balance in the Water Works Sinking Fund to the general ac- count of the Water Works or take any action relative thereto.


Article 11. To see if the Town will provide for a Com- mittee to study the question of the Town operating and housing all motor driven trucks, school busses, or other units, or take any action relative thereto.


Article 12. To see if the Town will vote to pay to the Merchants National Bank of Boston, the sum of one hundred

dollars annually to cover the cost of the annual compensation of the Merchants National Bank, as depository under the agreement between Julian DeCordova and the Merchants National Bank of Boston dated November 29th, 1930, or take any action relative thereto.


Article 13. To see if the Town will vote to accept as a public street the road leading from Lincoln Road to the Base- ball field, or take any action relative thereto.


Article 14. To see if the Town will vote to relay with six- inch pipe the water pipes in MacIntosh Lane between Lincoln Road and the estate of H. E. Warner, appropriate money there- for, or take any action relative thereto.

In accordance with the above Warrant the Annual Town Meeting was called to order at 7.30 P.M. by the Town Clerk, who read the Warrant, and presided at the election of a Moderator.


Article 1. Robert D. Donaldson, Jr., was elected Mod- erator, and duly sworn.


Article 3. Charles E. Woodhull and Hermon T. Wheeler, were elected Measurers of Wood and Bark.


Article 4. All of the Reports of the various Officers as printed in the Town Report, were accepted. Also under this Article the following report was read and accepted :


Lincoln, Massachusetts, February 28, 1934.


Meeting of the Committee on name for Station Road, under Article 14 of Warrant for Annual Town Meeting of March 6th, 1933, under Article 14 it was voted: That a Committee of five be appointed by the Moderator. Said Committee to be comprised of residents of Station Road, to bring in their recommendations for a name for same, and report at the next Town Meeting. The following were appointed by the Moderator:


ANTHONY J. DOHERTY, Chairman, MRS. C. LEE TODD, MR. HARLAND B. NEWTON, MR. H. S. COUSINS, MRS. DANA M. GREELY.


At a meeting held this date, said Committee voted to recom- mend to the Town, that Station Road (so-called), be named "Lincoln Centre Road," and herewith respectfully submits its report and recommendations to the Town.

Article 6. Voted that the Town Taxes for 1934 be collected in the same manner as the previous year.


Article 7. Voted that the compensation of the Collector of Taxes be one, and 35/100's of the amount collected.


Article 8. Voted that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow money in an- ticipation of the revenue of the financial year beginning Jan- uary 1st, 1934, and to issue a note, or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1st, 1934.


Article 9. Voted that the sum of $342.65, this being the Town's share of the net cost of Care, Maintenance, and repair of the Middlesex County Tuberculosis Hospital, including interest on temporary notes issued therefor, be and the said sum is hereby appropriated. That a further sum of $87.55, this being the Town's share of the expense incurred under the provisions of Chapter 331 of the Acts of 1933, which provided for the settlement of certain claims of the Commonwealth against the Middlesex County Tuberculosis Hospital District, be and the same is hereby appropriated.


Article 10. Voted that the sum of $528.12 be transferred from the Water Works Sinking Fund to the General Account of the Water Works.


Article 11. Voted that the Moderator appoint a Committee of five, one from the Board of Selectmen, one from the School Committee, one from the Fire Engineers, and two others, to investigate the advisability of the Town operating and housing all or any motor driven trucks, school busses, and / or other units, also to investigate the advisability of replacing the teams

of the Highway Department with trucks, and that this Com- mittee be directed to report thereon at the next Annual Meeting.


Article 12. Voted to pass over the Article.


Article 13. Voted that the Town accept as a public street the road leading from Lincoln Road to the Baseball Field.


Article 14. Voted that the Town relay with six-inch pipe the water pipes in MacIntosh Lane between the Lincoln Road and the estate of H. E. Warner, the expense thereof to be paid out of the appropriation for Water Works.


Voted to adjourn at 10 o'clock P.M.

ANNUAL TOWN ELECTION March 10, 1934


Under the provision of Article 2 of the Warrant, the Election of Town Officers was held in the Town Hall on the above date. The following were appointed Ballot Clerks and duly sworn: Duncan G. Chapman, Jr., Charles B. Lennon, Warren F. Flint, Lorrin W. Ferdinand, D. Everett Sherman, Jr., Thomas J. Dee, Raymond E. Hagerty, James T. Pursuant to the above Warrant the Polls were declared open at 12 o'clock Noon, Robert D. Donaldson, presiding, the Ballot box was inspected and found to be in good working order, the Warrant was read, and the following Ballot Clerks were duly sworn: Thomas J. Dee, Alfred G. Coughlan, D. Everett Sherman, Jr., Lorrin W. Ferdinand, Raymond E. Hagerty, and Charles B. Lennon, the Polls were declared closed at 7 o'clock P.M. The result was as follows:
