It is a gratifying fact that every citizen in distress and able to work has been relieved by the functions of the ERA whose allotments to Lincoln, since its inception in June, have varied from $200.00 to $1,100.00 per month, totalling $3,800.00. $104.71 was not spent. CWA allotted $764.00 in March.
Materials and equipment incidental to this labor were fur- nished by the Town at a cost of $2,022.34. This sum does not include rental value of Town trucks, neither do the wages of truck drivers, supervisors and rental value of Town team ap- pear. From June, 1934, to January, 1935, the period covered in this report, this item amounted to $1,207.60, thus the Town of Lincoln contributed $3,229.94 to the ERA work program.
Food and clothing, as available, is allotted to workers whose earnings are not equal to their budget.
Under the CWA the expense of the clerk was borne by the Town. The ERA clerk is now paid by the ERA.
At the beginning of the year it was almost impossible for a town this size to obtain an approved project for a compara- tively useful job, and Federal rules and officers changed so

frequently that there was no feeling of security, after a project was approved, how long it could be worked. After a few months of teasing for the approval of various desired projects without much success, the Board was finally allowed the ser- vices of a project hunter. He went over a considerable part of Lincoln, commented that it was generally in very good physical condition, and rendered the following report to the Selectmen and the ERA. Since then dealing with the ERA Office has been much expedited.

Lincoln, Massachusetts.
My dear Mr. Smith:
I have gone over the recommendations in here, and believe that it is possible for you to introduce three (3) projects which would probably meet with support here.
The first would be one for cleaning the brooks of Lincoln. Primarily, you would clean out and rebuild culverts under all public high-roads. In the second place, you would enter upon private property where they are unable themselves to attend to cleaning the brooks and wherever you have previously re- ceived permission to do so. In this respect, I believe that if you should secure several definite permits to go into private property which you can submit with the project, they will allow you to start work and will allow you to continue as you submit further evidences of permission from the property- owners.
It is quite likely that in connection with the culvert work you can make this broad enough to include repair of stone-walls on town property. This would include the work about the cemetery, and also along Stony Brook Road at the Reservoir.

The second project would be one of tree-surgery or trimming. You will recall that I suggested starting a small crew at first, and that you could carry on this work with possibly two or three crews through the winter.
The third project would be the removal of loam and the con- struction of road and proper parking space down to the Town baseball field, taking into account the probability of dumping this loam at the rear of the school house so that next Spring a project can be introduced to care for the grading of this field.

The work list is approved from time to time by an ERA ex- aminer, and there has been absolutely no partiality shown in choosing men or assigning them to jobs. They have been chosen according to their estimated needs evidenced by their applications. The men were shifted at times for various rea- sons, but often for the sake of efficiency.
Most of the workers appear glad to have a job and their at- titude is good, but there are a few malcontents whose interest appears to be to attempt to create friction between the local administration and ERA headquarters, or between each other. They should realize their activities are more on exhibition than when they worked privately, and that those who show up the best are the most likely to be the first to return to private work.
Now the head office has ruled that if a worker owns a car, and does not live three or four miles from work, the car is tak- ing money meant for family necessities, which is an indication that the family is not in dire distress and applicants for work without cars should be given preference. The Government

principle at present appears to force workers to get jobs them- selves at some wage, rather than hold a 50c per hour wage scale over them, and allow them luxuries.
This report may appear overbalanced by ERA comment, but it has been a real problem to co-ordinate the different de- partments where ERA workers intrude in such a way as to be fairly efficient, and the object sought was to spend the ERA money for permanent improvements, thus saving the Town part of the cost. This could not be accomplished 100% because it was not the Washington method of encouraging recovery. Neither should it be supposed that Lincoln generally saved money by using ERA funds, because most of the work would not at present have been started except to provide work relief.
Highway and Public Grounds appropriations suffered specifi- cally in this respect, particularly the Highway in providing trucks and drivers and finding profitable work for the other employees when they had no trucks. The Tree department, Water Works and Public Grounds were most benefited.
