Highways
During the past year our local roads have received the major consideration of the Highway Department. The easterly end of Trapelo Road was scarified and rolled, as was Winter Street. Tower Road was widened in many places, scarified and rolled, and the existing culverts widened, so that now this road is greatly improved both as to the surface and in eliminating several dangerous corners.
The work on Chapter 90 Maintenance, has included the normal upkeep and in addition new fences on the South Great Road and the start of widening that road on Garfield Hill.

During last spring your Board was represented at several hearings and informal conferences relative to the new State Road along the Cambridge Turnpike. Under the original bill the Town was liable for the land damages, but in an amount not exceeding 25% of the cost of construction of the highway within the Town limits. As this construction cost was estimated to be about $250,000.00 our liability could have been over $60,000.00. The estimated liability was $15,000.00. We are glad to report that the bill as finally passed and signed by the Governor calls for a maximum assessment against the Town of $2,000.00. It is improbable that con- struction will reach Lincoln this year, but we will doubtless be called on for payment of the $2,000.00 during 1933. The plan for abolishing the grade crossing in South Lincoln has been postponed until such time as economic conditions warrant its construction.
For the coming year, your Board recommends that the appropriation be used as far as possible in. work in widening our local roads, or other work that can be done largely by hand labor. We plan a material reduction in oiling and sand- ing, blasting, the rental of road machinery, extraordinary repair on equipment and purchase of new equipment. Under finances we will recommend that labor be paid for at a rate of 45c per hour, but we have made no reduction in our labor item, believing that it may be necessary to use the larger amount for the relief of distress caused by present un- employment. In making up our budget, we have reduced the recommendations for highways by $3,800.00 and have added to the recommendation for Chapter 90 Maintenance, $1,300.00, a net reduction of $2,500.00. This was done only after an arrangement with the office of the District Engineer of the Department of Public Works that work on Chapter 90 roads, after normal maintenance, should be as far as possible of such a nature as to furnish a maximum of labor.

Public Welfare
The serious economic situation has brought to Lincoln an unusual demand for emergency employment. It is a duty of government to relieve distress. It is not a duty of govern- ment to provide employment for all who are out of work unless and until there is danger that the element of distress may enter into the situation. There is a difference between the two. We believe that where help must be given it is wiser and far more charitable to provide aid through work in one of the departments rather than make public welfare cases of any of our citizens. This past year not one Lincoln citizen whose legal settlement is in Lincoln, and who has been physically able to work, has been placed on our public welfare records. The extension or renewal of water mains, work on the Highway Department, the new ball field, and the generous co-operation of citizens who have furnished private work have made possible this record, of which the Town should be proud.
Hospital aid extended by the John H. Pierce fund has been greater than should be expected or could be regularly provided under normal conditions. The fund has been a blessing this year to many Lincoln citizens who ordinarily would not have required aid.
Fire Department
The Fire Engineers have recommended the purchase of a new forest fire truck. We believe the citizens should give careful consideraton to this question. The present truck is seventeen years old and seems to have reached the stage where constant repairs are necessary. In normal times we would not hesitate to recommend the purchase of a new truck, which is needed both for reliability of operation and for efficiency in the fighting of forest fires. The question of

the saving of the necessary appropriation at this time appears to be on the border line with unwise economy.
Finances
The most important question before the Town today is that of economy. The extraordinary expenses of last year brought only a slight increase in our tax rate. This was due to the large amount of free cash available for use and to a low appropriation for 1932 overlay. The outlook for the coming year is very gloomy. It will not be safe to take any money from the apparent free cash, which amounts to $5,859.61. To use this money as actual free cash it would be necessary to collect the entire 1932 tax levy during the coming year. In addition, the receipts from the Common- wealth will be greatly reduced as will our miscellaneous receipts. The State tax will be materially higher. At the time of writing this report it would seem that several thousand dollars must be saved under last year's appropriations to keep our tax rate from climbing to figures which will be a serious hardship to many whose income is perilously near to their fixed charges. In too many cases income is already below fixed charge. We must make every effort not to add to the financial difficulties of many of our fellow citizens.
In making our recommendations for appropriations we have cut every possible item that in our opinion is not abso- lutely necessary. We believe that the seriousness of the present economic situation, where the income of practically every citizen of the Town has been heavily reduced, demands that the employees of the Town share in comparatively small degree the burdens that are borne by everyone else. We do not believe that such reductions should establish a permanent basis of pay but that the present schedules should be restored as soon as sane economic levels return. We recommend that

the salary of Town officers, elected and appointed, be re- duced 10%; that labor be paid for at the rate of 45c per hour, that all other employees of the Town receiving annu- ally $1,000.00 or more for full time, or that amount propor- tionately for part time, be reduced 10% in salary. The salary of the Health Nurse having already been cut by at least that amount should not be further reduced.
In the table of recommendations the amount requested by the School Committee is $1,200.00 more than is recommended by this Board.
The time has come when budgets of government must be bal- anced, not by increased or new taxes, but by reduced expenditures.
