In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the transaction of Town affairs, to meet in the Town Hall in said Lincoln on Monday, the second day of March next at 7.30 o'clock P. M., then and there to act on all of the follow- ing Articles, except Article 2, and also to meet in said Town Hall on Saturday, the 7th day of March next, at 12 o'clock Noon, then and there to act on the following Article 2, by posting a copy of this Warrant, by you attested, in each of the Post Offices and in some other public place in said Town seven days at least before the second day of March next:
The polls for voting the Australian ballot on Saturday, March 7th, will be open at 12.00 o'clock Noon, and may be closed at 6.30 o'clock P. M.

ART. 13. To see if the Town will take any action in regard to the erection of a new school building or in regard to providing additional school accommodations and appro- priate any money therefor.

To see if the Town will instruct the Selectmen to do what they can, with the aid of expert advice, to cor- rect the dangerous traffic conditions at the Centre, having particularly in mind: first, the danger from cars driving at high speed from Sandy Pond Road across Station Road; second, the danger of cars running into the watering-trough on misty nights ; third, the danger from cars stopping at the

corner to inquire the way, because of lack of sign-boards. And to see if the Town will appropriate one hundred dol- lars therefor.
ART. 15. To see if the Town will take any action toward the installation of a fire alarm system, appropriate any money or act anything in relation to this article.
ART. 16. To see if the Town will appoint a committee to prepare a plan for the development of the John H. Pierce land as a park and also prepare a plan for the control and routing of traffic at Lincoln Center, these plans to be sub- mitted to the Town at a future Town Meeting, or take any action relative thereto.

Voted that of the sum of $19,500,00 appropriated for High- ways and Bridges, $4,000.00 be used with like amounts appropriated by the State and County for resurfacing the Cambridge Turnpike in Lincoln, and $1,200.00 of the said $19,500.00 to be expended also with like amounts from the State and County for the rebuilding of the approach to the Lincoln end of Lee's Bridge.
ART. 6. Voted that the Taxes for 1931 be collected in the same manner as last year.
ART. 7. Voted that the compensation of the Collector of Taxes be one and one-half of one per cent of the amount collected.
ART. 8. Voted that the Treasurer be authorized, with the approval of the Selectmen, to borrow money in antici- pation of the revenue of the financial year, beginning Janu- ary 1, 1931, and to issue a note or notes therefor, payable in one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning Janu- ary 1, 1931.
ART. 9. Voted to appropriate the sum of $25.00 to be spent in the Town in the furtherance of the work of the Middlesex County Extension Service under the provisions of Sections 40-45, Chapter 128, General Laws of Massa- chusetts.
ART. 10. Voted to accept the Funds for the perpetual care of Cemetery Lots left by the persons named in this Article.

ART. 4. Voted that the Report of the Committee on a Town Forest be accepted and placed on file.
Voted to take up Articles 12 and 13 together.
ART. 12 and ART. 13. Under these Articles a motion was made that that part of the Report of the Special Coni- mittee on Schools and School House Accommodations, and signed by Mrs. Guilbert Winchell, Roland C. Mackenzie and Anthony J. Doherty be accepted and that the sum of $800.00 be appropriated to be used by a Committee consist- ing of Robert Donaldson, Jr., Dr. Edwards W. Herman, Richard K. Conant, Anthony J. Doherty and Mrs. Donald Macomber, to procure the necessary plans and estimates for a School Building and the development of a playground and report their recommendations at a future Special Town Meeting. This motion was lost by a vote of 84 yeas to 138 no's.
Voted that all Reports of the Committee on Schools under Articles 12 and 13 be received and the Committee be dis- charged.
ART. 14. Voted that the Selectmen be instructed to do what they can immediately, with the aid of expert advice, to correct the dangerous traffic conditions at the Center, that $100.00 be appropriated therefor and that this action shall not stand in the way of a more thorough and permanent working out of the whole problem, as proposed in Article 16. Voted that the above sum of $100.00 be taken from the Treasury.
ART. 15. Voted that the Fire Engineers investigate the subject of Fire Alarm, its cost, etc., and report at a future Town Meeting.

ART. 5. Article 5 was here taken up and it was voted to appropriate a sum not exceeding $1,800.00 for repairs to the South School House. Voted that the above sum be taken from the Treasury.
ART. 16. Voted that a Committee be appointed to prepare a plan for the development of the John H. Pierce land as a Park and also a plan for the control and direction of traffic at Lincoln Center, these plans to be submitted to the Town at the next Annual Town Meeting, that the Committee be directed to obtain the approval of the Selectmen for any expenditure in connection with the preparation of the plan for the Park, and that the sum of $100.00 be appropriated for any expenditure in connection with the plan for the control of traffic at Lincoln Center, that this Committee be directed to consider future school development in connection with any plan drawn, that the Committee consist of the follow- ing :
One member of the Selectmen to be chosen by the Select- men ; one member of the School Committee to be chosen by the School Committee, and Mr. Albert S. Graves, Mr. Frank E. White, and Mrs. John Adams. Voted that the above sum of $100.00 be taken from the Treasury.
Voted to adjourn.
