A motion was made: That the report of the John H. Pierce Park Committee be recommitted to the same committee with the addition of Robert D. Donaldson, Jr., for further study as to the plan for the development of Pierce Park, eliminating the

ball field and track, and for the location of the ball field and track elsewhere, and that when submitted, the Selectmen call a special Town Meeting for consideration thereof. The following substitute motion was then offered: That, the report of the Committee on the development of the John H. Pierce land for Park purposes be accepted, and that the Selectmen be directed to proceed at once to make such ar- rangements and contracts as may be necessary for the con- struction of a baseball playing field either in the location as recommended by the Committee, or in a location adjoining the present Center School grounds and, or in connection with said school grounds; and that such funds as are now available from the John H. Pierce bequest to the Town for Park pur- poses be applied in the construction of said playing field, and expended in this work during the present Spring of 1932.

Article 7. Voted that the compensat on of the Collector of Taxes be one and one-half percent of the amount collected.


Article 8. Voted that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning Jan- uary 1, 1932, and to issue a note, or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1932.


Article 9. Voted that the Town appropriate the sum of fifty-nine hundred dollars and one cent to meet the Town's share of the cost of the Middlesex County Sanitarium, and that the appropriation be taken from free cash in the Treasury.


Article 10. Voted that the Moderator appoint a com- mittee of three to revise the By-Laws of the Town and that this Committee be instructed to present such revised By- Laws to the Town at the next Annual Town Meeting. The Moderator appointed the following: Sumner Smith, Richard K. Conant, John F. Farrar.


Article 11. Voted that the Town direct the Commis- sioners of Trust Funds to take whatever action is necessary to transfer the Abbie J. Stearns fund for Town Hearse to the Abbie J. Stearns Fund for Lincoln Library.


Article 12. Voted that the Moderator appoint a Com- mittee of three to draw up recommendations for naming the streets of the Town, and that this Committee be instructed to report such recommendations to the Town at the next Annual Town Meeting.


The Moderator appointed the following: Miss Mary L. Wheeler, Guilbert Winchell, Andrew J. Dougherty, Jr.


Article 13. Voted to pass over this Article.

Article 14. Voted that the Town extend the street lights from Storey's corner, so called, down old Winter Street to the Waltham line, and appropriate the sum of $250.00 for the same.


Article 15. A motion to pass over this Article was lost, Yes 44, Nos 82. Voted that the Town install electric lights on the South Great Road from the Weston line to Bent's corner, so called, and on Codman Road from Bent's corner, so called, to Blodgett's corner, so called, and appropriate the sum of $200.00 for the same.


Article 16. A motion to pass over this Article was lost, Yes 39, Nos 77. Voted that a fire alarm system be installed in the Town, and that a Committee consisting of the Select- men and the Fire Engineers be appointed to arrange for the carrying out of this work, and that the sum of $1,500.00 be appropriated for this purpose or as much thereof as may be needed.


Voted to adjourn.


TOWN ELECTION March 12, 1932


Under provision of Article 2 of the Warrant the Election of Town Officers was held in the Town Hall on the above date. The meeting was called to order by the Moderator Robert D. Donaldson, Jr. The ballot box was inspected and found to be in good working order.


The following were appointed Ballot Clerks, and duly sworn:

PROCEEDINGS OF A SPECIAL TOWN MEETING HELD IN THE TOWN HALL, LINCOLN June 27, 1932


WARRANT


THE COMMONWEALTH OF MASSACHUSETTS MIDDLESEX, ss.


To either of the Constables of the Town of Lincoln, Massachu- setts in the County of Middlesex,


GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Town Hall in said Lincoln on Monday the twenty- seventh day of June next at eight o'clock in the P.M., then and there to act on the following articles: -


Article 1. To choose a Moderator.


Article 2. To hear and act on the report of the John H. Pierce Park Committee.


Article 3. To see if the Town will accept an anonymous gift of 74 acres of land, more or less, situated northwest of Station Road in the rear of the residence of Harold S. Cousins or take any action relative thereto.


Article 4. To see if the Town will construct a baseball field with a road leading to it both on land accepted under Article 3, appropriate the sum of $4,950.00 for the same, or take any action relative thereto.


Article 5. To see if the Town will vote to extend the water pipes from Station Road to the field accepted under

Article 3, and appropriate the sum of $1,000.00 therefor, or take any action relative thereto.


Article 6. To see if the Town will consent to two modi- fications in the agreement between Mr. Julian deCordova and the Merchants National Bank dated November 29, 1930, and made for the benefit of the Town of Lincoln, as follows:


1. The omission of the words "income-bearing" as they apply throughout the Agreement to the securities deposited with the Merchants National Bank, and as the words "income- bearing" apply to any securities deposited in addition thereto.


2. Changing the words and figures "two hundred and fifty thousand dollars ($250,000.00)" when they occur in the fourth paragraph of the Agreement to read "Two hundred thousand dollars ($200,000.00)."


Article 7. To see if the Town will vote to relay the water pipes between the Reservoir Drive and Wheeler's Lane, appro- priate money therefor, or take any action relative thereto.


Article 8. To see if the Town will appropriate the sum of $2,500.00 to be expended on making improvements on the Center School Grounds, or take ay action in the matter.


And you are directed to serve this Warrant by posting attested copies thereof at each of the two Post Offices and one other public place, in said Town, seven days at least before the time of holding said meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.


Given under our hands this fifteenth day of June in the year of our Lord one thousand nine hundred and thirty-two.

In accordance with the provisions in the foregoing Warrant, the Special Town Meeting was called to order at 8 o'clock P.M. Monday, June 27, 1932, by the Town Clerk, and the follow- ing business transacted.


Article 1. Robert D. Donaldson, Jr., was elected and sworn as Moderator.


Article 2. Voted to accept the report of the Committee.


Article 3, Voted that the Town accept with grateful acknowledgment the anonymous gift of seven and one- quarter acres of land, more or less, situated northwest of Station Road in the rear of the residence of Harold S. Cousins. Voted unanimously, that the Town instruct the Selectmen to extend to the anonymous donor of this land the deep appre- ciation and gratitude of the Town for this generous gift.


Article 4. Voted that the Town appropriate the sum of one thousand dollars to be expended on the construction of the road leading to said baseball field, accepted under Article 3, and that Lincoln labor be used for this work.


Article 5. Voted that the Town appropriate the sum of one thousand dollars to extend a 6" cement lined, precalked water pipe to the field accepted under Article 3, and that

the money be taken from the Water Works Treasury, and that Lincoln labor be used for this work.

To either of the Constables of the Town of Lincoln,


GREETING:


In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said Town who are qualified to vote in State Election to meet in the Town Hall, Tuesday, the eighth day of November, 1932, at 7 o'clock A.M., for the following purposes :


To bring in their votes for the election of the following officers and questions: Presidential Electors; Governor; Lieutenant-Governor, Secretary, Treasurer, Auditor, Attorney General, Congressman, Councillor, Senator (1), Representa- tive in General Court (1), County Commissioners (2), Sheriff.
