EXTRACT FROM THE REVISED LAWS CHAP. 29 AS AMENDED BY CHAP. 280, ACTS OF 1912
Sect. 6. Parents within forty days after the birth of a child and every householder within forty days after the birth of a child in his house shall cause notice thereof to be given.
Sect. 8. A parent, keeper, superintendent or other person who is required by Section 6 to give or cause to be given notice of a birth or death who neglects so to do for ten days after the time limited therefor, shall forfeit not more than five dollars for such offense.
Licenses
There have been issued for 1931, one Kennel License and 173 Dog Licenses-127 Males, 26 Females, and 20 Spayed Females, for which the County Treasurer has been paid the sum of $439.20.
There have been issued for 1931, 69 Resident Citizens' Sporting Licenses for which the sum of $172.50 has been paid to the Division of Fisheries and Game.

REPORT OF THE SELECTMEN
The Selectmen present the following report for the year ending December 31, 1931 :
The Board was organized by the choice of George G. Tarbell, Chairman, and Robert D. Donaldson, Secretary.
The appointments made by the Selectmen are printed with the list of Town officers.
During the past year the Cambridge Turnpike has been resurfaced and widened, the work being done with the aid of the State and County, under the supervision of the Division of Highways. Your Board was somewhat startled to learn, after the contracts for this work had been signed and the work started, that the Department of Public Works was to conduct a survey to determine what route, if any, could be used as a State Highway to supplement the North State Road.
This survey was reported on late in the fall, and recommended the construction of a forty-foot paved high- way along the Turnpike. The report and more recently the bill filed in the State Senate includes certain charges to be made against the various towns, Lincoln's share being estimated at $15,000.00. Your Board believes that high- way construction of this nature, where no local benefit ac- crues, should be paid entirely from funds available to the State from the gasoline tax. To this end your Board has been in communication with the Massachusetts State Asso- ciation of Selectmen with whom action will be joined to relieve the Town of this charge if possible. It is not thought probable, however, that immediate construction will be started on this highway.

The widening of the approaches to Lee's Bridge was done under contract, and has materially improved the high- way at that point. This work was also done with State and County aid.
No State and County aid has been requested for the ensuing year except the usual amount for maintenance of Chapter 90 roads. Your Board feels that the amount nor- mally expended on new construction can well be spent on strictly local roads where help would not be granted under Chapter 90. With this in view your Board has considered a program for work on local roads. The widening and re- surfacing of Tower Road; resurfacing with stone of Station Road between Codman Road and South Great Road; widen- ing of Bedford Road between the Turnpike and the North State Road with the resurfacing of this road with stone at a later date; widening and resurfacing of Winter Street and the easterly end of Trapelo Road; the straightening of the dangerous curve on Bedford Road at the foot of the hill south of the Turnpike. All this work could not be accomplished in one year, but your Board recommends that this program be started this year and carried as far as the appropriation will allow.
During the past year white lines were painted on cer- tain of the roads. These lines are of great help in the regulation of traffic, particularly on the S curve west of Bent's corner on the South Great Road. The lines are difficult to maintain properly on roads which are not sur- faced with stone, as the necessary oiling and sanding pre- clude the painting until after that work has been done and until the oil and gravel have become bound into the road surface.
It is the belief of the Board that the Highway Depart- ment of the Town should be motorized as soon as the horses of the Department give out or can be disposed of to

advantage. The loss of time from horse-drawn equipment is not economical in this day of reliable motor transporta- tion.
The grade crossing over the Boston & Maine tracks of the South Great Road will probably not be undertaken this year, according to the last advices from the Department of Public Works. During the summer a traffic count was taken by registration number at this crossing to determine the percentage of Lincoln cars travelling over the highway at this point. The Sunday count was 1.14%, the week-day count 3.62%, and the average was 1.62% Lincoln traffic. These figures were presented to the Commissioner of Pub- lic Works at a hearing to determine Lincoln's share of the cost of the project. Under the law authorizing the grade crossing, Lincoln will be charged a maximum of ten per cent down to a minimum of five per cent of the total which is estimated to be $150,000.00. No order has been handed down as yet, but it is hoped that the Commissioner will see from the figures presented, the justice of making the minimum assessment against Lincoln.
During the past year the exterior trim of the Town Hall has been painted. The walls of the upper hall are in need of refinishing and a new curtain for the stage should be installed. It would, in the opinion of the Board, be ad- visable to provide at the same time for an asbestos curtain. These repairs are recommended.
The lines between the Towns of Wayland and Lincoln, and also between Waltham and Lincoln have been per- ambulated this year in accordance with statutory require- ments.
The Treasurer reports a balance of $17,124.42. The Col- lector of Taxes reports total uncollected taxes of $20,735.35.

From this total of $37,859.77 must be taken a $20,000.00 anticipation note and the overlay accounts of $2,922.83 leaving net assets of $14,936.94 of which $11,503.01 is free cash. It is fortunate that the Town enters the new year in such a sound financial condition. Extraordinary expendi- tures face us. A special tax of $5,900.01 is the Town's share of the cost of the County sanatorium, insurance pre- miums due amount to $2,269.12. The future holds a probable charge of fifteen thousand dollars for the State highway and another tax of from seventy-five hundred dollars to fifteen thousand dollars for the grade crossing. The Commis- sioner of Corporations and Taxation advises that receipts from the income tax will be about twenty per cent less for the ensuing year while the State tax will be more. Our local valuation increased materially last year due almost entirely to the addition of the public service pipes and con- duits for which the valuation increase was $115,478. No such increase can be expected this year or in the near future. Building is at a standstill and there are more houses in Lincoln for sale than the market can absorb. We should not gamble on an increased valuation. Your Board has pared its budget to the minimum consistent with the proper administration of the affairs of the Town, and urges that all recommendations for the expenditure of money be carefully scrutinized and that the Town appropriate only for those things which are essential.
